Affidavit of M. L Kaushik, Director Elementary Education, Haryana, Panchkula, dated 24.2.2015 filed in Court is taken on record. Theinformation furnished therein is still not complete. It is sought to beexplained that the information earlier given was not correct. The data hasbeen again compiled after calling the meeting of all the District Elementary Education Officers in the State on 21.2.2015, in terms of which it has beenfound that there are 778 instead of 781 Teachers whose thumb impressionsdid not tally. The District Elementary Education Officers in the State havebeen asked to issue notices to them to show cause as to why their servicesbe not terminated and also as to why FIR be not registered against them. Itshall be ensured that proper procedure is followed before taking actionagainst the teachers.
Show cause notices have also been directed to be issued to 199JBT Teachers, who resigned from service before giving thumb impressions.
29 JBT Teachers resigned after giving thumb impressions. It has not beenstated as to what action was taken against 29 JBT Teachers, who hadresigned after giving their thumb impressions.
Regarding three teachers, who had till date not given theirthumb impressions/signatures, the information furnished in the affidavit is
incomplete. Learned counsel for the State submitted that they are absentingfrom duty for the last 3-4 years but till date no action was taken againstthem. One of them has been suspended now.
Learned counsel for the State further submitted that furtherdetailed information shall be furnished before the next date of hearing.
Regarding comparison of thumb impressions/ signatures in thepending cases, learned counsel for the State submitted that the Director,Forensic Science Laboratory, Madhuban, has apprised him that first report
shall be furnished by 28.2.2015 and final report in all the pending casesshall be furnished on or before 31.3.2015.
Regarding the requirement of equipment as pointed out byDirector, Forensic Science Laboratory and noticed by this Court in the orderdated 27.1.2015, learned counsel for the State submitted that he will seekspecific instructions from the Director General of Police, Haryana, withregard to sanction for purchase of the equipments, requisition of which hasbeen sent by the Forensic Science Laboratory, Madhuban.
