DRAFT OF POLICY DIRECTORATE OF ELEMENTARY EDUCATION, HARYANA, PANCHKULA Order no..................Dated, Panchkula the
 Sub:- Inter District Transfer Policy for District Cadre Teachers i.e. Head Teachers(HTs)/Primary Teachers (PRTs) and Classical & Vernacular (C&V) Teachers working on regular basis in Elementary Education Department of Government of Haryana. ********
Preamble 
1. The District Cadre Teachers i.e. HT/PRT and C&V Teachers working on regular basis in Elementary Education Department, Government of Haryana, cannot be transferred out of their Districts under general transfers and remain at their allotted Districts for the whole of their service. However, some teachers due to their peculiar circumstances are facing hardship in their life. Hence, this policy for their Inter District Transfer is being framed by the Department.
2. ELIGIBILITY OF TEACHERS :- Only those District Cadre Teachers i.e. Head Teacher/PRT and C&V Teachers working on regular basis in Elementary Education Department of Government of Haryana as mentioned in clause no. 3 of this policy, shall be eligible for inter district transfer, if vacancy in the relevant category i.e. Gen./SC/BC, etc. is available in the new District, subject to fulfillment of all other terms and conditions as mentioned subsequently in the policy.
3. ORDER OF PREFERENCE :-
The applications of eligible teachers for inter-district transfer shall be considered in following preferences:-

• 1-Mutual transfer of the teachers in same category/cadre
• 2-Physically challenged teachers or teachers whose children are physically challenged (70% or more). The Medical Certificate should have been issued to this effect by the Medical Board of Pandit Bhagwat Dayal Sharma PGIMS Rohtak (Government of Haryana) or Post Graduate Institute of Medical Science and Research(PGIMR), Chandigarh or All India Institute of Medical Science and Research (AIIMS), Delhi.
• 3-Widow and Legally divorced female teachers who have not remarried. Widow shall attach self attested copy of death certificate of her spouse and divorcee female teacher shall attach certified copy of judgement/ order passed by the Court having jurisdiction in the matter with their applications.
• 4-Teachers suffering from terminal diseases i.e. Cancer/AIDS etc. or from chronical illness of serious nature, which requires special medical treatment and constant care of their family members. The medical certificate issued by Pandit Bhagwat Dayal Sharma PGIMS Rohtak (Government of Haryana) or Post Graduate Institute of Medical Science and Research(PGIMR), Chandigarh or AIIMS, Delhi for these diseases/illness shall only be considered. No other illness/disease shall be considered. The teachers whose children/spouse is suffering from such disease/illness shall also be considered under this category. Application under this category shall be considered, if duly supported by medical certificate issued by the above said authorities. It is clarified that all chronic illness cases shall not be considered under this clause, but only those chronic illness of serious nature, which require special medical treatment and constant care of their family members, shall be considered. The case of teachers suffering from such kind of chronic illness/diseases shall be considered individually, keeping in view individual merit.
• 5-Un-married female teachers. These teachers shall attach affidavit stating that they are unmarried at the time of filing of application.
• 6-Wives of serving officials/officers of Defence/Para-Military forces i.e. Army, Navy, Air-force, BSF, ITBP etc. These teachers shall attach certificate duly issued by the officer incharge of the Department/Office where their husbands are working, stating details of their appointments/postings, etc..
• 7-HT/PRT and C&V female teachers whose husbands are employed in other Districts under School Education Department of Haryana in the District cadre of other Department(s) of Haryana Government. These teachers shall attach certificate duly issued by the officer incharge of the Department/Office where their husbands are working, stating details of their appointments/postings etc.
• 8-Such HT/JBT and C&V female teachers who get married after joining this Department, may seek transfer to the District where husband/inlaws are residing. These teachers shall attach affidavit with regard to their marriage and a certificate of residence of her husband/in-laws issued by competent authority.
• 9-All female HT/JBT and C&V teachers whose husbands are working in other District in any other Department(s) of Haryana (State cadre) or Board/Corporation/University of Haryana Government or Municipal Corporation/ Municipal Council/ Municipal Committees of Haryana on regular basis. These teachers shall attach certificate duly issued by the officer incharge of the Department/Office where their husbands are working, stating details of their appointments/postings etc.
• 10-All female HT/JBT and C&V teachers whose husbands are working in Departments/ Offices of Central Government or Boards/ Corporations/Universities of Central Government situated in the State of Haryana. These teachers shall attach certificate duly issued by the officer incharge of the Department/Office where their husbands are working, stating details of their appointments/postings etc.
• 11-All female HT/JBT and C8sV Teachers whose husbands have been working in Multi -National Companies (MNCs)/ IT companies, etc. in Haryana. These teachers shall attach proof of working in MNCs/IT companies, etc. issued by the management of such companies.
• 12-HT/PRT and C8sV male teachers whose wives are employed in other Districts under School Education Department of Haryana. All those male HT/JBT and C8sV teachers whose wives are working on regular basis in the District cadre of other Department(s) of Haryana Government shall also considered in this group. These teachers shall attach certificate duly issued by the officer incharge of the Department/Office where their wives are working, stating details of their appointments/postings etc.
• 13-All male HT/JBT and C&V teachers whose wives are working in other District in any other Department(s) of Haryana (State cadre) or Board/Corporation/University of Haryana Government or Municipal Corporation/ Municipal Council/ Municipal Committees of Haryana on regular basis. These teachers shall attach certificate duly issued by the officer incharge of the Department/Office where their wives are working, stating details of their appointment/posting etc.
• 14-All male HT/JBT and C8sV teachers whose wives are working in Departments/ Offices of Central Government or Boards/Corporations/Universities of Central Government situated in the State of Haryana. These teachers shall attach certificate duly issued by the officer incharge of the Department/Office where their wives are working, stating details of their appointments/postings etc.
• 15- Any other female teacher
• 16-Any other male teacher

4. PROCEDURE:-
(i) All the teachers should apply in Proforma 'A' (for Mutual transfer only) and Proforma B' (for other categories) attached with this policy and available on official website of the Department i.e. www.harprathmik.gov.in . Application should be submitted by the Teachers to the concerned District Elementary Education Officer duly verified by the concerned Drawing and Disbursing Officer (DDO) well before the last date of submission of application.
(ii) The applications of mutual inter-district transfer should be duly verified by the both Drawing and Disbursing Officers (DDO) and may be submitted to any one of the two District Elementary Education Officers. The terms and conditions for mutual inter district transfer shall be as under:-

• (a)Both the teachers shall apply in Proforma 'A' (for Mutual transfer only) and submit the same well before last date of submission of application
• (b)The seniority of such teachers will be fixed at the tail end of the concerned cadre in the new District. Both the teachers will attach their affidavits with their application stating that they are ready to lose their seniority in their previous District and agree to the new seniority at the tail end in the new District and shall not claim seniority on the basis of service rendered in the previous District. Further, they shall have no objection if their lien is deemed to be terminated in the previous District automatically on joining the new District. They shall also furnish such affidavits again to the District Elementary Education Officer of new District at the time of their joining
• (c)The mutual transfer will be effective from the date of joining in new Districts. If one teacher does not join during the prescribed period then the appointment/transfer of both teachers will automatically be deemed to be cancelled and both will have to join at their previous place of posting. 

(iii)The teachers may opt maximum two Districts while applying for inter district transfer.

(iv) All DEEOs shall prepare the proposal/Merit list in triplicate after sorting out the application forms as per given criteria and guidelines stated in this policy and send the same to the Directorate by through special messenger. Category-wise vacancy list of HT/JBT/C&V teachers available in their Districts shall also be sent to the Directorate along-with the proposal/merit list. No application of HT/JBT and C86V Teachers shall be withheld or rejected at the level of District Elementary Education Officers on any of the grounds. All the applications received by the District Elementary Education Officer from teachers shall be considered at Directorate level. However, District Elementary Education Officer will not accept the applicationfor the inter district transfer from any other cadre of teachers except HT, JBT & C&V Teachers working on regular basis.

(v) The last date for submission of applications to the office of concerned District Elementary Education Officer shall be______

5. OTHER TERMS AND CONDITIONS:- 

• (i) No TA/DA shall be admissible to such teachers for inter district transfer.
• (ii) No application form from adhoc/contractual/Guest teachers of HT/JBT and C&V Teacher Cadre will be entertained/accepted under this policy
• (iii) Applications of such teachers who are going to retire within one year from the last date of submission of application will not be entertained and same shall be rejected straightway without assigning any reason.
• (iv)The JBT and C&V Teachers who are under probation are also eligible to apply under this policy. However, they will have to complete their period of probation in the new District afresh.
• (v) If all other things are equal, the senior most teachers will be given preference for inter-district transfer.
• (vi)The inter District transfer of all the teachers shall be considered as an appointment by way of transfer in the new District on their joining in that District. The seniority of such teachers will be fixed at the tail end of the concerned cadre in the new Districts and their lien shall deemed to be terminated in the previous District automatically on joining the new District. In case two or more members appointed on the same date by way of transfer under this policy, the seniority shall be fixed on the principle of original date of appointment as HT/PRT/C&V Teacher i.e. a teacher appointed earlier in the previous District shall be senior. In the eventuality of same date of appointment as HT/PRT/C8sV in the previous District, the combined merit list issued by the recruiting agency shall be the deciding factor/ principle. All the teachers will attach their affidavits with their application stating that they are ready to lose their seniority in their previous District and agree to the new seniority at the tail in the new District and not to claim seniority on the basis of service rendered in the previous District. Further, they shall have no objection if their lien is deemed to be terminated in the previous District automatically on joining the new District
• (vii) The application for inter district transfer of any teacher shall be rejected straightway without assigning any reason, if chargesheet under Rule 7 or 8 of the Haryana Civil Services (Punishment & Appeal) Rules, 1987 or criminal case involving moral turpitude is pending against him.
• (viii) The application for inter district transfer of any teacher shall be rejected out rightly if he is under suspension for any reason at the time of filing application.
• (ix) Applications for inter district transfer of all the teachers shall be considered against the availability of sanctioned post in the new District in their respective category i.e. reserved or general category, as the case may be. If no vacancy in the category is available in the new District, the application of the teacher shall be rejected for want of vacancy
• (x) The requirement of teachers in the new District shall also be taken into consideration, keeping in view the work load available in new District. If no work load is available in the new District, the application of the teacher for inter district transfer will rejected even if sanctioned post is available in his category in new District.
• (xii) The applications of teachers submitted without the requisite documents, as mentioned in the clause 3 of this policy, shall be rejected
• (xiii) If any information given or documents submitted by the teacher with his application is found incorrect or false at any stage, his application shall be rejected. If the order for inter District transfer has already been issued, the same shall be withdrawn and the teacher shall be bound to join his previous District. The disciplinary proceedings will be initiated against such teachers for furnishing incorrect or false information/ documents.

6. Director Elementary Education (DEE) Haryana, Panchkula may issue clarifications with regard to interpretation and applicability of this policy as and when required. These clarifications shall be considered part and parcel of this policy and shall be applicable as such.

 उप: - जिला संवर्ग के शिक्षकों के लिए इंटर जिला स्थानांतरण नीति सिर शिक्षकों (एचटीएस) / प्राथमिक शिक्षकों (PRTs) और और शास्त्रीय वर्नाकुलर हरियाणा सरकार की प्राथमिक शिक्षा विभाग में नियमित आधार पर काम कर (सी एंड वी) शिक्षकों अर्थात्। ********

प्रस्तावना

1. जिला संवर्ग शिक्षकों हिंदुस्तान टाइम्स / PRT और सी एंड वी अध्यापकों हरियाणा की प्रारंभिक शिक्षा विभाग, सरकार में नियमित आधार पर काम कर रहे हैं यानी उनकी सेवा के पूरे के लिए अपने आवंटित जिलों में सामान्य तबादलों के तहत अपने जिलों से बाहर तबादला और रहना नहीं किया जा सकता। हालांकि, उनके अजीब परिस्थितियों के कुछ शिक्षकों को अपने जीवन में कठिनाई का सामना करना पड़ रहे हैं। इसलिए, उनके अंतर जिला स्थानांतरण के लिए इस नीति विभाग द्वारा तैयार किए जा रहा है।

शिक्षकों की 2. पात्रता: - केवल उन जिला संवर्ग शिक्षकों कोई खंड में वर्णित के रूप में हेड टीचर / PRT और सी एंड वी अध्यापकों हरियाणा सरकार की प्राथमिक शिक्षा विभाग में नियमित आधार पर काम कर रहे हैं अर्थात्। बाद में के रूप में उल्लेख आदि प्रासंगिक श्रेणी यानी जनरल / एससी / बीसी में रिक्ति, नए जिले में उपलब्ध अन्य सभी नियम और शर्तों की पूर्ति के अधीन है अगर इस नीति के 3,, अंतर जिला स्थानांतरण के लिए पात्र नहीं होगा नीति।

वरीयता के 3. आदेश: -

अंतर जिला स्थानांतरण के लिए पात्र शिक्षकों के आवेदनों वरीयताओं के बाद में विचार किया जाएगा: -

एक ही श्रेणी / संवर्ग में शिक्षकों की 1-म्युचुअल स्थानांतरण

2-शारीरिक रूप से विकलांग शिक्षकों या जिनके बच्चे शारीरिक रूप से चुनौती दी है शिक्षकों (70% या अधिक)। मेडिकल सर्टिफिकेट मेडिकल पंडित भगवत दयाल शर्मा PGIMS रोहतक (हरियाणा सरकार) या मेडिकल साइंस के पोस्ट ग्रेजुएट इंस्टिट्यूट और रिसर्च बोर्ड (PGIMR), चंडीगढ़ या मेडिकल साइंस और रिसर्च के अखिल भारतीय आयुर्विज्ञान संस्थान (द्वारा इस आशय की जारी किए गए हैं चाहिए एम्स), दिल्ली।

3-विधवा और दोबारा शादी नहीं हैं, जो कानूनी तौर पर तलाक दे दिया महिला अध्यापकों। विधवा स्वयं अपने आवेदन पत्र के साथ इस मामले में कोर्ट के होने के अधिकार क्षेत्र द्वारा पारित निर्णय / आदेश की प्रमाणित प्रतिलिपि संलग्न करेगा उसके पति और तलाकशुदा महिला शिक्षक की मृत्यु प्रमाण पत्र की सत्यापित प्रति संलग्न करेगा।

टर्मिनल रोगों से पीड़ित 4-शिक्षक कैंसर / एड्स आदि या उनके परिवार के सदस्यों की विशेष चिकित्सा उपचार और निरंतर देखभाल की आवश्यकता है जो गंभीर प्रकृति के chronical बीमारी से अर्थात्। इन रोगों के लिए पंडित भगवत दयाल शर्मा PGIMS रोहतक (हरियाणा सरकार) या मेडिकल साइंस और रिसर्च पोस्ट ग्रेजुएट इंस्टीट्यूट (PGIMR), चंडीगढ़ या अखिल भारतीय आयुर्विज्ञान संस्थान, दिल्ली द्वारा जारी किए गए चिकित्सा प्रमाण पत्र / बीमारी ही विचार किया जाएगा। कोई अन्य बीमारी / रोग विचार किया जाएगा। जिनके बच्चे / पति इस तरह के रोग से पीड़ित है शिक्षकों / बीमारी भी इस श्रेणी के तहत विचार किया जाएगा। विधिवत ऊपर के द्वारा जारी किए गए चिकित्सा प्रमाण पत्र के द्वारा समर्थित अगर इस श्रेणी के अंतर्गत आवेदन अधिकारियों ने कहा, माना जायेगा। यह सब पुरानी बीमारी के मामलों में इस धारा के अंतर्गत विचार नहीं किया जाएगा, लेकिन केवल अपने परिवार के सदस्यों की विशेष चिकित्सा उपचार और निरंतर देखभाल की आवश्यकता होती है जो गंभीर प्रकृति के उन पुरानी बीमारी, विचार किया जाएगा कि स्पष्ट किया जाता है। पुरानी बीमारी का इस तरह से पीड़ित शिक्षकों के मामले / रोगों देखें व्यक्तिगत योग्यता के आधार में रखते हुए व्यक्तिगत रूप से विचार किया जाएगा।

महिला शिक्षकों 5-अन-शादी कर ली। इन शिक्षकों वे आवेदन दाखिल करने के समय में अविवाहित हैं कि बताते हुए शपथ पत्र संलग्न करेगा।

अपने पति के काम कर रहे हैं, जहां के अधिकारियों की सेवा के 6 पत्नियों / रक्षा / अर्ध सैनिक बलों के अधिकारियों, आईटीबीपी आदि इन शिक्षकों को विधिवत विभाग / कार्यालय के प्रभारी अधिकारी द्वारा जारी किए गए प्रमाण पत्र संलग्न करेगा सेना, नौसेना, वायु सेना, सीमा सुरक्षा बल यानी , आदि उनकी नियुक्ति / पोस्टिंग, का विवरण बताते हुए ..

7-हिंदुस्तान टाइम्स / PRT और जिनके पति हरियाणा सरकार के अन्य विभाग (एस) के जिला संवर्ग में हरियाणा स्कूल शिक्षा विभाग के अधीन अन्य जिलों में कार्यरत हैं सी एंड वी महिला अध्यापकों। इन शिक्षकों आदि उनकी नियुक्ति / पोस्टिंग का विवरण बताते हुए विधिवत अपने पति काम कर रहे हैं जहां विभाग / कार्यालय के प्रभारी अधिकारी द्वारा जारी किए गए प्रमाण पत्र संलग्न करेगा

8-तरह के हिंदुस्तान टाइम्स / इस विभाग में शामिल होने के बाद शादी कर लो जो जेबीटी और सी एंड वी महिला शिक्षकों, पति / ससुराल वालों रह रहे हैं जहां जिला के हस्तांतरण प्राप्त कर सकते हैं। इन शिक्षकों को अपने विवाह के संबंध में और उसके पति / ससुराल में सक्षम प्राधिकारी द्वारा जारी किए गए के निवास के प्रमाण पत्र के साथ शपथ पत्र संलग्न करेगा।

9-सभी महिला हिंदुस्तान टाइम्स / जेबीटी और जिनके पति किसी अन्य हरियाणा विभाग (एस) (स्टेट काडर) या हरियाणा सरकार या नगर निगम / नगर परिषद / हरियाणा के नगर समितियों के बोर्ड / निगम / विश्वविद्यालय में अन्य जिले में काम कर रहे हैं सी एंड वी अध्यापकों नियमित आधार पर। इन शिक्षकों आदि उनकी नियुक्ति / पोस्टिंग का विवरण बताते हुए विधिवत अपने पति काम कर रहे हैं जहां विभाग / कार्यालय के प्रभारी अधिकारी द्वारा जारी किए गए प्रमाण पत्र संलग्न करेगा

10-सभी महिला हिंदुस्तान टाइम्स / जेबीटी और जिनके पति केन्द्रीय सरकार या बोर्ड के विभागों / कार्यालयों में काम कर रहे हैं सी एंड वी अध्यापकों / केन्द्रीय सरकार के निगमों / विश्वविद्यालयों हरियाणा राज्य में स्थित है। इन शिक्षकों आदि उनकी नियुक्ति / पोस्टिंग का विवरण बताते हुए विधिवत अपने पति काम कर रहे हैं जहां विभाग / कार्यालय के प्रभारी अधिकारी द्वारा जारी किए गए प्रमाण पत्र संलग्न करेगा

जिसका पति मल्टी -National कंपनियों में काम कर रहा है (एमएनसी) 11-सभी महिला हिंदुस्तान टाइम्स / जेबीटी और C8sV शिक्षकों हरियाणा में आदि / आईटी कंपनियों,। इन शिक्षकों को ऐसी कंपनियों के प्रबंधन द्वारा जारी किए गए आदि बहुराष्ट्रीय कंपनियों में काम कर रहे / आईटी कंपनियों के प्रमाण संलग्न करेगा।

12-एच टी / PRT और जिनकी पत्नियों हरियाणा स्कूल शिक्षा विभाग के अधीन अन्य जिलों में कार्यरत हैं C8sV पुरुष अध्यापकों। उन सभी पुरुष हिंदुस्तान टाइम्स / जेबीटी और जिनकी पत्नियों हरियाणा सरकार के अन्य विभाग (एस) के जिला संवर्ग में नियमित आधार पर काम कर रहे हैं भी इस समूह में विचार किया जाएगा C8sV अध्यापकों। इन शिक्षकों आदि उनकी नियुक्ति / पोस्टिंग का विवरण बताते हुए विधिवत अपनी पत्नियों काम कर रहे हैं जहां विभाग / कार्यालय के प्रभारी अधिकारी द्वारा जारी किए गए प्रमाण पत्र संलग्न करेगा

13-सभी पुरुष हिंदुस्तान टाइम्स / जेबीटी और जिनकी पत्नियां किसी अन्य हरियाणा विभाग (एस) (स्टेट काडर) या हरियाणा सरकार या नगर निगम / नगर परिषद / हरियाणा के नगर समितियों के बोर्ड / निगम / विश्वविद्यालय में अन्य जिले में काम कर रहे हैं सी एंड वी अध्यापकों नियमित आधार पर। इन शिक्षकों आदि उनकी नियुक्ति / पोस्ट करने का विवरण बताते हुए विधिवत अपनी पत्नियों काम कर रहे हैं जहां विभाग / कार्यालय के प्रभारी अधिकारी द्वारा जारी किए गए प्रमाण पत्र संलग्न करेगा

14-सभी पुरुष हिंदुस्तान टाइम्स / जिसका पत्नियों केन्द्र सरकार या बोर्ड के विभागों / कार्यालयों में काम कर रहे जेबीटी और C8sV शिक्षकों / केन्द्रीय सरकार के निगमों / विश्वविद्यालयों हरियाणा राज्य में स्थित है। इन शिक्षकों आदि उनकी नियुक्ति / पोस्टिंग का विवरण बताते हुए विधिवत अपनी पत्नियों काम कर रहे हैं जहां विभाग / कार्यालय के प्रभारी अधिकारी द्वारा जारी किए गए प्रमाण पत्र संलग्न करेगा

किसी अन्य महिला शिक्षक 15-

16-किसी अन्य पुरुष शिक्षक

4. प्रक्रिया: -

विभाग यानी www.harprathmik.gov.in की आधिकारिक वेबसाइट पर इस नीति को और उपलब्ध साथ संलग्न (अन्य श्रेणियों के लिए) और प्रोफार्मा बी (म्युचुअल हस्तांतरण के लिए ही) (i) के सभी शिक्षकों प्रोफार्मा 'ए' में आवेदन करना चाहिए '। आवेदन विधिवत चिंतित आहरण और संवितरण अधिकारी (डीडीओ) द्वारा सत्यापित संबंधित जिला प्राथमिक शिक्षा अधिकारी के लिए शिक्षकों को अच्छी तरह से पहले आवेदन जमा करने की अंतिम तिथि द्वारा प्रस्तुत की जानी चाहिए।

(Ii) के आपसी अंतर जिला स्थानांतरण के आवेदन को विधिवत आहरण और संवितरण अधिकारी (डीडीओ) दोनों द्वारा सत्यापित किया जाना चाहिए और दो जिला प्राथमिक शिक्षा अधिकारियों में से किसी एक को प्रस्तुत की जा सकती है। आपसी अन्तर जिला स्थानांतरण के लिए नियम और शर्तों के तहत रूप में किया जाएगा: -

(क) दोनों प्रोफार्मा 'ए' में लागू नहीं होगी शिक्षकों (म्यूचुअल हस्तांतरण के लिए ही) और आवेदन प्रस्तुत करने की अंतिम तिथि से पहले ही अच्छी तरह से प्रस्तुत कर

(ख) ऐसे शिक्षकों की वरिष्ठता नए जिले में चिंतित काडर की पूंछ के अंत में तय हो जाएगा। दोनों शिक्षकों को अपने आवेदन वे अपने पिछले जिले में उनकी वरिष्ठता खोने के लिए और नए जिले में पूंछ के अंत में नई वरिष्ठता करने के लिए सहमत करने के लिए तैयार कर रहे हैं और में प्रदान की गई सेवा के आधार पर वरिष्ठता का दावा नहीं करेगा करते हुए कहा कि साथ उनके हलफनामों देते हैं जाएगा पिछले जिला। उनके ग्रहणाधिकार स्वचालित रूप से नए जिले में शामिल होने पर पिछले जिला में समाप्त हो समझा जाता है इसके अलावा, अगर वे कोई आपत्ति नहीं होगी। वे भी अपने में शामिल होने के समय में नए जिले के जिला प्राथमिक शिक्षा अधिकारी को फिर से इस तरह के हलफनामों प्रस्तुत करेगा

(ग) आपसी स्थानांतरण नए जिलों में शामिल होने की तिथि से प्रभावी हो जाएगा। एक शिक्षक तो निर्धारित अवधि नियुक्ति के दौरान शामिल होने नहीं करता है / दोनों शिक्षकों के स्थानांतरण के लिए स्वचालित रूप से रद्द कर दिया जाना माना जाएगा और दोनों पोस्टिंग के अपने पिछले स्थान पर शामिल होने के लिए होगा।

इंटर जिला स्थानांतरण के लिए आवेदन करते समय (iii) के शिक्षकों को अधिकतम दो जिलों का विकल्प चुन सकते हैं।

(Iv) के सभी DEEOs इस नीति में कहा गया दिए गए मापदंड और दिशा निर्देशों के अनुसार आवेदन प्रपत्रों को छंटाई के बाद तीन प्रतियों में प्रस्ताव / मेरिट सूची तैयार करने और विशेष दूत के माध्यम से निदेशालय को एक ही भेजेगा। अपने जिलों में उपलब्ध हिंदुस्तान टाइम्स / जेबीटी / सी एंड वी अध्यापकों की श्रेणी वार रिक्ति की सूची भी प्रस्ताव / मेरिट सूची के साथ-साथ निदेशालय को भेजी जाएगी। हिंदुस्तान टाइम्स / जेबीटी और C86V शिक्षकों की कोई भी आवेदन मैदान से किसी पर जिला प्राथमिक शिक्षा अधिकारी के स्तर पर रोक लगाई या अस्वीकार कर दिया जाएगा। शिक्षकों से जिला प्राथमिक शिक्षा अधिकारी से प्राप्त सभी आवेदनों निदेशालय स्तर पर विचार किया जाएगा। हालांकि, जिला प्राथमिक शिक्षा अधिकारी applicationfor नियमित आधार पर काम कर रहे हिंदुस्तान टाइम्स, जेबीटी व सी एंड वी अध्यापकों को छोड़कर अध्यापकों के किसी अन्य संवर्ग से इंटर जिला स्थानांतरण को स्वीकार नहीं करेगा।

5. अन्य नियम और शर्तें: -

(मैं) कोई टीए / डीए इंटर जिला स्थानांतरण के लिए इस तरह के शिक्षकों के लिए स्वीकार्य होगी।

(Ii) के हिंदुस्तान टाइम्स / जेबीटी और सी एंड वी अध्यापक संवर्ग की तदर्थ / संविदात्मक / अतिथि शिक्षकों से कोई भी आवेदन फार्म इस नीति के तहत स्वीकार किए जाते हैं / मनोरंजन किया जाएगा

(Iii) के आवेदन जमा करने की अंतिम तिथि से एक वर्ष के भीतर रिटायर करने के लिए जा रहे हैं, जो इस तरह के शिक्षकों के आवेदन पर विचार नहीं किया जाएगा और एक ही बिना कोई कारण बताए तुरन्त अस्वीकार कर दिया जाएगा।

(चार) जेबीटी और परिवीक्षा के तहत कर रहे हैं, जो सी एंड वी अध्यापकों को भी इस नीति के तहत आवेदन करने के पात्र हैं। हालांकि, वे नए सिरे से नए जिले में परिवीक्षा की अवधि को पूरा करना होगा।

सभी अन्य बातों के समान हैं (वी), वरिष्ठ अधिकांश शिक्षकों अंतर जिला स्थानांतरण के लिए प्राथमिकता दी जाएगी।

(Vi) के सभी शिक्षकों के अंतर जिला स्थानांतरण उनके कि जिला में शामिल होने पर नए जिले में स्थानांतरण के माध्यम से एक नियुक्ति के रूप में विचार किया जाएगा। ऐसे शिक्षकों की वरिष्ठता नए जिलों में चिंतित काडर की पूंछ के अंत में तय हो जाएगा और उनके ग्रहणाधिकार स्वचालित रूप से नए जिले में शामिल होने पर पिछले जिला में समाप्त हो गया समझा जाएगा। मामला दो या इस नीति के तहत हस्तांतरण के माध्यम से एक ही तिथि पर नियुक्त अधिक सदस्यों में, वरिष्ठता हिंदुस्तान टाइम्स / PRT / सी एंड वी अध्यापक के रूप में नियुक्ति की मूल तारीख के सिद्धांत पर तय किया जाएगा यानी पिछले जिले में पहले से नियुक्त एक शिक्षक हो जाएगा वरिष्ठ। पिछले जिले में हिंदुस्तान टाइम्स / PRT / C8sV के रूप में नियुक्ति के एक ही तारीख की स्थिति में, भर्ती एजेंसी द्वारा जारी किए गए संयुक्त मेरिट सूची में निर्णायक कारक / सिद्धांत होगी। सभी शिक्षकों को अपने आवेदन वे नए जिले में पूंछ में नई वरिष्ठता को उनके पिछले जिले में उनकी वरिष्ठता कम है और इस बात से सहमत करने के लिए तैयार कर रहे हैं कि बताते हुए और पिछले में प्रदान की गई सेवा के आधार पर वरिष्ठता का दावा करने के लिए नहीं के साथ उनके हलफनामों देते हैं जाएगा जिला। इसके अलावा, वे स्वचालित रूप से नए जिले में शामिल होने पर उनके ग्रहणाधिकार पिछले जिला में समाप्त हो समझा जाता है कि अगर कोई आपत्ति नहीं होगी

नैतिक अधमता के नियम 7 या हरियाणा सिविल सेवा के 8 (दण्ड एवं अपील) नियम, 1987 या आपराधिक मामले के तहत आरोप पत्र के खिलाफ लंबित है अगर किसी भी शिक्षक की अंतर जिला स्थानांतरण के लिए (सात) आवेदन, बिना कोई कारण बताए तुरन्त अस्वीकार कर दिया जाएगा उसे।

वह दाखिल आवेदन के समय किसी भी कारण से निलंबन के तहत अगर (आठ) किसी भी शिक्षक की अंतर जिला स्थानांतरण के लिए आवेदन ठीक ही अस्वीकार कर दिया जाएगा।

जैसा भी मामला हो सभी शिक्षकों के अंतर जिला स्थानांतरण के लिए (नौ) अनुप्रयोग, उनके आरक्षित संबंधित वर्ग यानी या सामान्य श्रेणी में नए जिले में स्वीकृत पद की उपलब्धता के खिलाफ माना जाएगा। श्रेणी में कोई रिक्ति नए जिले में उपलब्ध है, तो शिक्षक के आवेदन रिक्ति के अभाव में खारिज कर दिया किया जाएगा

(X) के नए जिले में शिक्षकों की आवश्यकता को भी ध्यान में रखते हुए नए जिले में उपलब्ध काम के बोझ में रखते हुए, को ध्यान में रखा जाएगा। कोई काम के बोझ नए जिले में उपलब्ध है, तो अन्तर जिला स्थानांतरण के लिए शिक्षक का आवेदन मंजूर पद नए जिले में अपने वर्ग में उपलब्ध है, तो भी अस्वीकार कर दिया जाएगा।

इस नीति के खंड 3 में वर्णित के रूप में (बारहवीं) अपेक्षित दस्तावेजों के बिना प्रस्तुत शिक्षकों के आवेदन पत्र, अस्वीकार कर दिया जाएगा

किसी भी जानकारी दी गई या अपने आवेदन के साथ शिक्षक द्वारा प्रस्तुत दस्तावेजों किसी भी स्तर पर गलत या झूठी पाई जाती है तो (तेरह), उसके आवेदन को अस्वीकार कर दिया जाएगा। इंटर जिला स्थानांतरण के लिए आदेश पहले ही जारी किया गया है, तो एक ही वापस ले लिया जाएगा और शिक्षक अपने पिछले जिला शामिल होने के लिए बाध्य नहीं किया जाएगा। अनुशासनात्मक कार्यवाही गलत या झूठी जानकारी / दस्तावेज प्रस्तुत करने के लिए ऐसे शिक्षकों के खिलाफ शुरू किया जाएगा।

6. निदेशक प्राथमिक शिक्षा (डी) हरियाणा, पंचकूला के रूप में इस नीति की व्याख्या और प्रयोज्यता के संबंध में और जरूरत पड़ने पर साथ स्पष्टीकरण जारी कर सकता है। ये स्पष्टीकरण इस नीति का अभिन्न अंग माना जाएगा और इस तरह के रूप में लागू होगा।
