New NCTE norm on B.Ed leaves working lecturers in the lurch
The new norm of National Council for Teacher Education (NCTE) making elementary education course (NTT/JBT) mandatory for pursuing B.Ed through distant education mode from this academic session
has put hundreds of working government lecturers in tight spot.
The Haryana Education Service Rules, 2012, made B.Ed qualification a mandatory norm for lecturers working in government schools who were recruited in or after 2012. It is mandatory for other government lecturers who were recruited according to service rules 1998 for getting promotion in jobs.
According to the new norm of NCTE having binding on all national and state varsities, “The candidate should be trained in-service in elementary education for seeking admission in B.Ed course distance mode”.
Asha, an official at the Directorate of Distance Education, Kurukshetra University, Kurukshetra, where B.Ed course is offered, said: “We are aware of the situation as it left lecturers wanting to do this course choice less but the varsity cannot do much in it as there was a binding of norms from the NCTE, New Delhi”.
Sharmila Rani, who is posted as a lecturer in Bhiwani government school, said: “The new norm is beyond one’s logic for candidates like me. I am MA/M.Phil but bound by the government norms. Now, I have to do B.Ed. But strangely, new norm wants me to do JBT of two years first”.
Suman Rani, a Ph.D, working as a lecturer in another government school of the district, said: “The NCTE officials should have thought carefully before making it mandatory for candidates like us. For freshers, the new norm may be ideal, but for one year B.Ed course, should I leave my job for two years of JBT regular course?”
Gurdeep Singh, another lecturer said, earlier the NCTE norm was two years experience for getting admission in B.Ed, but now a candidate has to get an elementary education degree first.
The last dates of Kurukshetra University and IGNOU, Delhi, are August 30 and August 20, respectively. Admitting the concern of working government lecturers as genuine, NCTE member secretary Juglal said they were receiving such representations from all over the country for seeking relaxation.
He said: “But it’s a norm now. I can’t say we can do anything immediately but it can be considered at any level in future”.
