ORDER No. 13/182-2015 HRME(4) Dated, Panchkula 16.10.2015
In compliance of the Chief Secretary to Government of Haryana letter No.
22/ 132/2008-1GS-III dated 20.2.2013, in which it was intimated that Hon'ble Punjab
and Haryana High Court on 07.8.2012 in CWP No. 17280 of 2011 titled as Prem
Kumar Verma 86 others V/ s Haryana State has quashed the instructions dated
16.3.2006, the deemed dates of promotion in cadre of Assistant/Deputy
Superintendents and Superintendents have been calculated and are annexed for
inviting discrepancy objective alongwith revised seniority list as on 01.08.2015.
The deemed dates of the promotions in the cadre of Assistant/Deputy
Superintendent and Superintendent have been worked out on the basis of roster of
reservation decided by the Government from time to time and for cadre of Assistant,
Deputy Superintendent and Superintendents on the basis of their original seniority at
the level of Deputy Superintendent/lower grade and as per the Government
instructions cited above on the basis when the turn of reserved category employee for
promotion as Assistant, Deputy Superintendent and Superintendents would have
come, had the case of senior General Category employee been considered at the level
of Deputy Superintendent in due time and the reserved candidate would have not
been promoted on accelerated seniority to higher level i.e. Class-II as there is no
reservation in Class-II posts.
Therefore all concerned are requested to submit their objections, if any in
view of revised proposed dates of promotion as well as seniority within 10 days of the
issue of this communication otherwise it will be presumed that they have nothing to
say in this regard and the deemed dates of promotion and seniority will attain finality.

objections, if any, be submitted within stipulated period. :-

3. All District Elementary Education Officer Haryana State.
4. All Block Education Officer Haryana State.
