Action on Anonymous/Pseudonymous complaints - regarding
I am directed to invite your attention to the subject mentioned above and to say that it has been noticed that a large number of anonymous and pseudonymous complaints/ petitioners are submitted often to blackmail and intimidate honest officials. The dealing public servants who receive such anonymous and pseudonymous complaints usually, order an enquiry into these complaints and play safe. It has been often noticed that these complaints are engineered specially when promotion is due to a Government servant so as to delay the promotion (if not denied). Such motivated complaints demoralize honest Government servants 2
At the level of the Central Government, both DoPT and CVC India from time to
time have issued guidelines/ instructions regarding the same. The Government after duly considering the matter prescribes the following guidelines for dealing such anonymous and pseudonymous complaints:
(i) "Anonymous complaints' are such complaints which do not carry both name and address of the complainant
(10) Pseudonymous complaints' are such complaints which bear false or fictitious name. No action should be taken on anonymous and pseudonymous complaints. These
(ii)
should be ignored and filed.
(iv) Complaints containing vague allegations shall be filed without verification of identity of the complainant
(V) If a complaint contains verifiable allegations, the complaint will be first sent to the complainant for owning/disowning, as the case may be. If no response is received from the complainant within 15 days of sending the complaint, a reminder will be sent. After waiting for 15 days of sending the reminder if still nothing is heard the said
complaint may be filed as pseudonymous These instructions may please be brought to the notice of all concerned for compliance in letter and in spirit.
