संदर्भ एफडी के पूर्व निर्देश क्रमांक 11/112/2022-3FR/2338 दिनांक 09.11.2022

और 22.11.2022 ऊपर उल्लिखित विषय के संबंध में। 2. इस संबंध में निर्देश क्रमांक 11/112/2022- 3FR/2338 दिनांक 09.11.2022 द्वारा निम्नलिखित दिशानिर्देश जारी किये गये:-

पैरा 2 (1) जहां अध्ययन अवकाश की आवश्यकता नहीं है:

ए) ऑनलाइन/निजी/पत्राचार/दूरस्थ माध्यम/शाम की कक्षाओं के माध्यम से सार्वजनिक हित में तकनीकी या वैज्ञानिक अध्ययन सहित उच्च अध्ययन/पाठ्यक्रम/प्रशिक्षण प्राप्त करने के मामलों के लिए, जहां कार्यालय समय के दौरान शारीरिक रूप से कक्षा में उपस्थित होने की कोई आवश्यकता नहीं है, वह कर सकता है। विभागाध्यक्ष (ग्रुप-सी और ग्रुप-डी कर्मचारियों के मामले में) और प्रशासनिक विभाग (ग्रुप-बी अधिकारियों के मामले में) द्वारा उच्च अध्ययन करने की अनुमति इस शर्त के अधीन दी जाएगी कि आधिकारिक कार्य में कोई बाधा न आए। परिस्थितियाँ। अधिकारी/कर्मचारी से अपेक्षा की जाएगी कि वह अपने कर्तव्यों और सौंपे गए कार्य पर ध्यान दे। ऐसी अनुमति देने के बाद, एचसीएस (छुट्टी) नियम, 2016 में निर्दिष्ट अनुसार सक्षम प्राधिकारी द्वारा परीक्षा की तैयारी या उपस्थित होने के लिए आकस्मिक छुट्टी (अध्ययन छुट्टी के अलावा) सहित आवेदित छुट्टी दी जा सकती है।

वित्त विभाग में प्राप्त प्रश्न के संदर्भ में, यह स्पष्ट किया जाता है कि उन मामलों में जो उपरोक्त दिशानिर्देशों के अंतर्गत आते हैं, ऐसी अनुमति नियमित आधार पर तीन साल की सेवा की शर्त की पूर्ति के अधीन सक्षम प्राधिकारी द्वारा दी जाएगी।

and 22.11.2022 regarding the subject noted above. 2. In this regard, following guidelines were issued vide instructions No.11/112/2022- 3FR/2338 dated 09.11.2022:-

Para 2 (1) Where study leave is not required:

a) For cases for pursuing higher studies/course/training including technical or scientific studies in public interest through online/private/ correspondence/ distance mode/evening classes, where there is no need to attend class physically during office hours, he/she may be granted permission to pursue higher studies by the Head of Department (in case of Group-C and Group-D employees) and by Administrative Department (in case of Group-B officers) subject to the condition that official work does not suffer under any circumstances. The official/officer shall be expected to attend to his/her duties and work assigned. After granting such permission, applied leave including casual leave (other than study leave) may be granted for preparation or appearing for examination by the competent authority as specified in HCS (Leave) Rules, 2016.

With reference to query received in the Finance Department, it is hereby clarified that in those cases which are covered under aforesaid guidelines, such permission shall be granted by the competent authority subject to fulfilment of condition of three years' service on regular basis.
