Why JBT teachers appointed in 2000 got ACP benefit, DEEOs asked

The Elementary Education Department, Haryana, has taken note of extension of assured career progression (ACP) benefit to JBT teachers whose appointments were quashed by the Punjab and Haryana High Court last year.
The Director, Elementary Education (DEE), has questioned District Elementary Education Officers (DEEOs) whether they had sought permission from the department before giving the ACP benefit to teachers or not, sources said.
The DEE has also directed the DEEOs to submit a report within a week about how many teachers appointed in 2000 were given the ACP benefit in their respective jurisdiction and that on the order of which officer was it done.
“It has come to the notice that the DEEOs are extending the ACP benefit to primary teachers appointed in 2000 while their case is pending in the court. Hence, they should clarify that how many teachers have so far been benefited with the ACP,” said the DEE, in a communique sent to the DEEOs recently.
The High Court had, on January 8, 2014, quashed the selection of 3,206 JBT teachers appointed through a controversial selection process in 2000 because of which former Chief Minister Om Prakash Chautala and his son Ajay Chautala were jailed.
Jhajjar DEEO Vedpal Daulta said the DEEO had the authority to extend the ACP benefit to primary teachers in general cases, but they had to take care of several things while considering the controversial cases.
“Since the case of JBT teachers appointed in 2000 is sub-judice, the ACP issue should have been discussed with the higher authorities. However, no such teacher has been given the ACP benefit in Jhajjar district,” Daulta added.
