DEOs and DEEOs की मींटिग के मुख्य अंश :-

Kindly refer to discussions held in the meeting of all District Education Officers held on 18.11.2015 at Shiksha Sadan, Sector-5, Panchkula under the chairpersonship of

W/ACSSE.
I have been directed to invite your attention towards the directions given by W/ACSSE in the meeting vide which the following activities are to be completed within next one week.

1.    Exercise to divide all Govt. schools of your district in seven zones on test basis.

2.    File tracking system may be implemented in all District Education and District Elementary Education Offices before 20th November, 2015.

3.    Achieve target of 100% Enrolment of Students studying in Govt. as well as Private Schools for Aadhaar Identification. To achieve this target, DEOs shall continue to act as District Coordinators and DEEOs shall assist them in achieving this target. Any non-cooperation of DEEO with DEO, reported shall be viewed seriously and invite disciplinary proceedings against the faulty DEEO. DEO shall coordinate with Deputy Commissioner concerned to make the Aadhaar Kits available for organizing special camps in Govt. as well as Private Schools. Sending of daily progress report in the prescribed format may be ensured by all DEOs. Districts not submitting daily reports will be penalized.

4.    The Govt. has decided to capture student wise and teacher wise result of subjects being studied by the students and make available following 5 services online to the employees of School Education Department:
                     i.        Permission for renewal of Passport
                   ii.        Permission for going abroad
                  iii.        Permission for higher studies
                  iv.        Sanction of Earned Leave, Casual Leave and Medical Leave
                    v.        Extension in Service after 58 years.
Further, the Department has planned to integrate the transfer policy (which is under consideration of the Govt.) with Parivartan-MIS Portal.
To achieve the targets mentioned above, the following are the pre-requisites:-
i.         Completion of non-mandatory fields like Aadhaar No. of the student, Father, Mother, Mobile No. of Father, Mother, allocation of subjects, allocation of roll nos, allocation of section.
ii.       Completion of school profile by filling up of non-mandatory fields like address, contact no., email address, name of committees (SMC/SMDCs)
iii.      Completion of personal profile of teachers and employees (to be taken up after migration of data which will be notified very soon).

5.    User names and passwords for all Private Schools (As per UDISE Database) were sent to all DEOs on 02.11.2015. It was requested to take up the matter with all Private Schools and get the data of students studying in private schools, digitized along with their Aadhaar Number on MIS Portal. On review, it was revealed that data of only 1111 students has been digitized on the MIS Portal. It was desired by W/ACSSE that digitization of data of all students studying in Private Schools may be got done within a timeframe and daily progress may be reviewed by all DEOs. Details guidelines, training material, format and instructions as to how the portal can be used for data digitization are available at http://schooleducationharyana.gov.in/mismaterial.html . Schools finding it difficult can consult MIS Helpdesk by dialing 0172-5206666 between 09:00 AM to 05:00 PM (Monday to Saturday). Districts lagging behind shall be liable for disciplinary proceedings.

6.    Implementation of Aadhaar enabled biometric attendance system in the offices of DEOs, DEEOs, BEOs, BEEOs and Govt. Schools. There are two issues with regard to  Aadhaar enabled biometric attendance system:

a.    Implementation of AEBAS in the offices of DEOs, DEEOs, BEOs, BEEOs; the system has been initiated w.e.f. 1st August, 2015 in these offices for which finger print devices have already been provided to all DEOs and DEEOs. On review, it has been found that attendance on the portal by the employees of offices is very low and non-satisfactory. The matter is reviewed by Hon’ble CM regularly and a serious view has been taken on low attendance. It may be ensured that attendance is marked by all employees and every employee working in each office is registered on the portal. The matter may be reviewed on daily basis by all DEOs and DEEOs to ensure 100% attendance on the portal.

b.    Implementation of AEBAS in Govt. Schools: to implement the system in all schools, 42 portals have been created usernames and passwords have been sent to all DEOs and DEEOs ro register the employees on the relevant portal. It was found that only 39% employees have been registered on the portal till 18.11.2015. it was desired that the work of registration of the employees may be completed by 20.11.2015 positively and a certificate to this effect may be sent to the Directorate by all DEOs and DEEOs latest by 20.11.2015 (EOD). Finger print devices may be distributed to schools and installed there immediately (wherever received). BAS tablets shall also reach very soon in the offices of DEEOs which will be distributed in independent primary and middle schools. Broadband connections in all schools may please be ensured to make the system successful. Guidelines to the effect have already been issued to utilize local funds available in the schools for procurement of the broadband connection which are available on the website of schooleducationharyana.gov.in

7.    Implementation of Centralized File Movement and Tracking Information System (CFMTIS):- it was directed that CFMTIS may be implemented in all the offices for which training has already been held by NIC through VC. On demand, it was directed that another VC shall be organized very soon in consultation with NIC. A daily progress on the issue shall be monitored by W/ACSSE.

8.    It was reported by some DEOs that they do not have a computer professional in their office. It was directed that demand shall be sent through email by those DEOs where no junior programmer or data entry operator is in position, so that their request could be forwarded to HARTRON and matter could be expedited. All DEOs to send their requisition by tomorrow so that matter can be taken up with HARTRON.
