Transfer policy 2023

*▶️General Transfer Drive प्रक्रिया में सर्वप्रथम पदों का रेशनलाइजेशन होगा फिर रिक्त पदों की सूची तैयार की जाएगी इसके बाद Yes/No के ऑप्शन मांगे जाएंगे, स्थानांतरण योग्य अध्यापकों की पहचान कर सूची तैयार की जाएगी, न्यूनतम 10 खंडों के ऑप्शन मांगे जाएंगे उसके उपरांत पदों का नॉर्मलाइजेशन किया जाएगा तथा अंत में स्कूल चॉइस भरवाई जाएगी ।

*▶️किसी भी एक विद्यालय में लगातार या संचित रूप से (टुकड़ों में) 5 वर्ष की सेवा करने वाले अध्यापक स्थानांतरण के योग्य माने जाएंगे जिस पद पर कार्यरत अध्यापकों की संख्या 80 से कम होगी उन्हें प्रक्रिया में शामिल नहीं किया जाएगा बशर्ते इनका पद सरप्लस कैटेगरी में न आ जाए ।

*▶️जनरल ट्रांसफर ड्राइव वर्ष में एक बार होगा तथा विभाग इसके लिए कोई भी कट ऑफ डेट निश्चित कर सकता है ।

*▶️स्टेट काडर के अध्यापकों को न्यूनतम 10 खंडों का चयन करना होगा तथा सीएंडवी और PRT को जिले के सारे खंडों का चयन करना होगा ।

*▶️प्रथम राउंड में स्टेशन ने मिलने पर द्वितीय राउंड भी चलाया जाएगा ।

*▶️सीएंडवी अध्यापकों को जिले में उसे विषय के टीजीटी अध्यापकों पर वरीयता दी जाएगी ।*

*▶️ESHM को ESHM तथा अपने विषय के TGT के पद भी आवश्यक रूप से भरने होंगे परन्तु स्थानांतरण में उन्हें वरियता ESHM पद पर ही दी जाएगी ।

*▶️नियमित अध्यापकों के स्थानांतरण के बाद गेस्ट अध्यापकों का ड्राइव चलाया जाएगा जो बचे हुए एलिजिबल पदों पर ही होगा परंतु उन्हें दूसरे स्कूल में पद मिलने से पहले कार्य मुक्त नहीं किया जाएगा ।

*▶️जनरल ट्रांसफर ड्राइव प्रक्रिया पूरी होने के उपरांत न्यूली मैरिड, रिसेंटली डायवोर्सड, विड्डो फीमेल टीचर को शेष बची हुई रिक्तियों पर उनकी प्रार्थना अनुसार मैन्युअल स्टेशन दिए जाएंगे तथा उन्हें अगले जनरल ट्रांसफर ड्राइव में "स्पेशल कैटिगरी" के अंतर्गत 80 पॉइंट के साथ भाग लेना होगा  लेकिन उन्हें 10 वर्ष से कम आयु के बच्चों वाली विधवा के ऊपर वरियता नहीं मिलेगी ।

*▶️पदों के नॉर्मलाइजेशन में पदों की कुल संख्या ड्राइव में भाग लेने वाले अध्यापकों की संख्या के समान ही होगी अर्थात कोई अतिरिक्त पद नहीं खोला जाएगा ।

*▶️आयु के अंकों के अतिरिक्त अधिकतम 20 अंक मिलेंगे परंतु विधवा को बच्चों की आयु सीमा के आधार पर मिलने वाले अतिरिक्त अंक प्राप्त होंगे जो 10 वर्ष से 18 वर्ष तक के बच्चे की अवस्था में 5 अंक होंगे ।

*▶️अतिरिक्त अंकों में डिफरेंटली एबल्ड और मेंटली चैलेंज्ड बच्चे के आधार पर मिलने वाले 10 अंक पति-पत्नी में से केवल एक ही ले सकता है । कपल केस के अंक दोनों को मिलेंगे । परीक्षा परिणाम के अंक (अधिकतम पांच) केवल विद्यालय मुखिया को मिलेंगे । सीनियर सेकेंडरी में प्राचार्य को दसवीं तथा बारहवीं के परिणाम की औसत के आधार पर तो हाई स्कूल में दसवीं कक्षा के परिणाम के आधार पर मुखिया को अंक मिलेंगे ।

*▶️प्रोट्रैक्टेड कैटेगरियों के अध्यापक उनकी अपनी इच्छा के आधार पर या फिर पद सरप्लस होने पर ही स्थानांतरण में भाग लेंगे और एलिजिबल कैटेगरी में शामिल होने पर उनको 80 अंक दिए जाएंगे तथा वे पुनः वही विद्यालय भी चुन सकते हैं ।

*▶️मेवात काडर के ROH में नहीं जा सकते परंतु रेस्ट आफ हरियाणा के अध्यापक मेवात काडर में जा सकते हैं परंतु वरीयता मेवात कैडर के अध्यापक को ही मिलेगी । मेवात काडर से बाहर के अध्यापकों के मेवात काडर में तथा हथीन खंड में आने पर तथा मोरनी खंड में एनीव्हेयर के आधार पर आने पर कुछ शर्तों के साथ अतिरिक्त पारिश्रमिक दिया जाएगा ।

*▶️Debilitating Disorder में अभी दस बिमारियां दी गई हैं ।

*🟧हरियाणा विद्यालय अध्यापक संघ मांग करता है कि तबादला पॉलिसी व अव्यवहारिक रेशनलाइजेशन पर संगठन की आपत्तियों को दूर करते हुए तुरंत अध्यापकों के तबादलों का शेड्यूल जारी किया जाए ।


विषय: दिनांक 05.06.2017 को जारी शिक्षक स्थानांतरण नीति 2016 को निरस्त कर शिक्षक स्थानांतरण नीति 2023।

सरकार ने 05.06.2017 को जारी शिक्षक स्थानांतरण नीति 2016 को निरस्त कर शिक्षक स्थानांतरण नीति, 2023 को मंजूरी दे दी है। तदनुसार, पॉलिसी निम्नानुसार दी गई है:

शिक्षक स्थानांतरण नीति, 2023

उद्देश्य

छात्रों के शैक्षणिक हितों की रक्षा करने और निष्पक्ष और पारदर्शी तरीके से कर्मचारियों के बीच नौकरी की संतुष्टि को अनुकूलित करने के लिए शिक्षकों/स्कूलों के प्रमुखों का न्यायसंगत, मांग-आधारित वितरण सुनिश्चित करना।

2. प्रयोज्यता

यह नीति हरियाणा स्कूल शिक्षा विभाग के तहत कार्यरत सभी शिक्षकों पर लागू होगी।

3. परिभाषाएँ

इस नीति में, जब तक कि संदर्भ से अन्यथा अपेक्षित न हो:

डी। एक मुख्य पद पर ऐसे शिक्षक का कब्जा है जिसे उन्होंने स्वेच्छा से जीन: ट्रांसफर ड्राइव में भाग लेने के लिए चुना है।

(iii) मुख्य पद: सरकारी स्कूलों के अलावा सभी पद

जिसमें माध्यमिक शिक्षा और दोनों शामिल हैं

सामान्य स्थानांतरण ड्राइव में भाग लेने के लिए पात्र

इस नीति में उल्लिखित कारणों के लिए.

(vi) योग्य रिक्ति: एक रिक्ति जिसे पदों के सामान्य होने के बाद सामान्य स्थानांतरण अभियान के दौरान प्रस्तावित माना जाता है। एक व्यक्तिगत शिक्षक के लिए "योग्य रिक्ति" एक रिक्ति होगी जिसके लिए वह अपनी पात्रता के अनुसार स्थानांतरण अभियान के दौरान प्रतिस्पर्धा करने का हकदार है।

(vii) अतिथि शिक्षक: अतिथि शिक्षक का अर्थ है एक शिक्षक

हरियाणा अतिथि शिक्षक सेवा अधिनियम, 2019 में परिभाषित

(12.03.2019 को अधिसूचित)

(viii) नॉन-कोर पोस्ट: नॉन-कोर पोस्ट में निम्नलिखित शामिल हैं:- a. राज्य मुख्यालय पर हरियाणा विद्यालय शिक्षा परियोजना परिषद में शिक्षकों के रिक्त पद

और क्षेत्रीय कार्यालय।

बी। निदेशालय में शिक्षकों के रिक्त पद

माध्यमिक शिक्षा और प्रारंभिक शिक्षा. सी। एससीईआरटी, गुरुग्राम, जिला शैक्षिक प्रशिक्षण संस्थान (डीआईईटीएस), ब्लॉक शिक्षक शिक्षा संस्थान (बीआईटीई), सरकारी प्राथमिक शिक्षक प्रशिक्षण संस्थान (जीईटीटीआई) में शिक्षकों के पद।

डी। जिला शिक्षा अधिकारियों और जिला प्रारंभिक शिक्षा अधिकारियों के कार्यालय में शिक्षकों के पद।

इ। मॉडल संस्कृति स्कूलों में शिक्षकों के रिक्त पद।

एफ। आरोही मॉडल स्कूलों/केजीबीवीएस में शिक्षकों के पद

(ix) योग्यता तिथि: वास्तविक रिक्तियों की गणना, मानी गई रिक्तियों, योग्यता अंक की गणना, रहने की गिनती और पदों के युक्तिकरण के लिए कटऑफ तिथि पर विचार किया जाएगा।

(x) पदों का युक्तिकरण: कटऑफ तिथि पर छात्र संख्या के आधार पर किसी स्कूल में शिक्षकों के पदों की वास्तविक आवश्यकता की गणना करने का अभ्यास।

,,(xi) हाल ही में तलाकशुदा महिला शिक्षक: एक महिला शिक्षक जिसका तलाक पिछले सामान्य स्थानांतरण अभियान और आगामी सामान्य स्थानांतरण अभियान की अवधि के बीच हुआ है।

(xii) हाल ही में विवाहित महिला शिक्षक: एक महिला शिक्षक जिसका विवाह पिछले सामान्य स्थानांतरण अभियान और आगामी सामान्य स्थानांतरण अभियान की अवधि के बीच संपन्न हुआ है।

(xiii) हाल ही में विधवा हुई शिक्षिका: एक महिला शिक्षक जिसकी

पति की पूर्व की अवधि के बीच मृत्यु हो गई है

जनरल ट्रांसफर ड्राइव और आगामी जनरल

स्थानांतरण ड्राइव.

(xiv) नियमित क्षमता में सेवा: इसका मतलब ऐसी सेवा है जिसमें एक कर्मचारी को नियमित कर्मचारी के रूप में नियुक्त किया गया है। (xv) शिक्षक: जब तक संदर्भ के लिए अन्यथा साधनों की आवश्यकता न हो

इस नीति के प्रयोजन के लिए नियमित क्षमता में कार्यरत प्रिंसिपल, हेडमास्टर, ईएसएचएमएस, पीजीटी, टीजीटीएस, सी एंड वी शिक्षक, मुख्य शिक्षक और पीआरटीएस।

4. प्रक्रिया

सामान्य स्थानांतरण अभियान प्रशासनिक सचिव द्वारा तय किए गए कार्यक्रम के अनुसार शुरू होगा जिसमें नीति में जहां भी लागू हो, योग्यता तिथि भी शामिल होगी। इसमें निम्नलिखित प्रक्रिया शामिल होगी:

(i) पदों का युक्तिकरण।

(ii) वास्तविक रिक्ति सूची तैयार करना और समझा जाना

रिक्ति सूची.

(iii) उन शिक्षकों से स्थानांतरण अभियान में भाग लेने के लिए विकल्प मांगना जो भाग लेना चाहते हैं

स्वेच्छा से। (iv) "योग्य शिक्षकों" की पहचान (V) शैक्षिक चयन के लिए प्राथमिकताएं तलाशना

पहली बार में ब्लॉक. इसके बाद,

सामान्यीकरण किया जाएगा और उसके बाद,

स्कूलों के विकल्प मांगे जाएंगे।

(vi) स्थानांतरण आदेशों का सृजन।

प्रत्येक प्रक्रिया के लिए तिथियां और समय जारी किया जाएगा

विभाग।

5. मूल सिद्धांत

6) जो शिक्षक राज्य संवर्ग या जिला संवर्ग के सदस्य हैं और मुख्य पदों पर तैनात हैं, उन्हें राज्य में कहीं भी और जिले में कहीं भी, जैसा भी मामला हो, स्थानांतरित किया जा सकता है।

(ii) जब भी किसी ट्रांसफर ड्राइव पर विचार किया जाता है

प्रशासनिक सचिव एक विशिष्ट आदेश द्वारा निर्णय लेंगे

ड्राइव में कौन से कोर पोस्ट शामिल किए जाएंगे।

(ii) किसी भी जिले के किसी विशेष स्कूल में लगातार या संचयी रूप से 5 साल का प्रवास/कार्यकाल पूरा करने वाला प्रत्येक शिक्षक सामान्य स्थानांतरण अभियान में "योग्य शिक्षक" बन जाएगा।

(iv) कम विषयों वाले शिक्षक (पीजीटीएस/टीजीटी/सीएंडवी)।

80 से अधिक कार्यबल की अनिवार्यता नहीं होगी

5 वर्ष का कार्यकाल पूरा होने के कारण अभियान में शामिल किया गया

जब तक कि उनका पद अधिशेष घोषित न कर दिया जाये

पदों का युक्तिकरण. विभाग प्रत्येक जीटीडी के निष्पादन से पहले ऐसे विषयों की एक सूची प्रकाशित करेगा।

(v) किसी वर्ष के लिए प्रशासनिक सचिव द्वारा तय की गई समय-सारणी के अनुसार, सामान्य स्थानांतरण वर्ष में केवल एक बार किए जाएंगे। हालाँकि, पदोन्नति/नियुक्तियों, स्वदेश वापसी के बाद पोस्टिंग, बहाली, लंबी छुट्टी या न्यायालय के निर्देशों के अनुपालन आदि के लिए आवश्यक पोस्टिंग कभी भी की जा सकती है। ऐसे शिक्षक अगले सामान्य स्थानांतरण अभियान में अनिवार्य रूप से भाग लेंगे।

(vi) वास्तविक रिक्तियों, मानी गई रिक्तियों के लिए अर्हता तिथि,

वेटेज/योग्यता अंक की गणना, ठहरने की संख्या और

पदों के युक्तिकरण के लिए जैसा निर्णय लिया जाएगा

प्रशासकीय सचिव।

(vii) सामान्य स्थानांतरण अभियान केवल अनुमोदित वेब-आधारित एप्लिकेशन के माध्यम से ही चलाया जाएगा। (viii) शैक्षिक ब्लॉकों और पदों का विकल्प

एक बार लाभ उठाने और पुष्टि करने वाले स्कूल अंतिम होंगे और

बदला नहीं जा सकता।

(ix) सभी योग्य शिक्षक अधिकतम संख्या का विकल्प चुन सकते हैं

शैक्षिक ब्लॉकों/स्कूलों में तैनात होने से बचें

कहीं भी श्रेणी.

(x) प्रत्येक शिक्षक का यह कर्तव्य होगा कि वह विभाग के एमआईएस के डेटाबेस में अपनी व्यक्तिगत और सेवा प्रोफ़ाइल की सटीकता बनाए रखे। योग्यता अंकों की गणना विशुद्ध रूप से उक्त डेटाबेस में उपलब्ध जानकारी के आधार पर की जाएगी। समस्त संस्था प्रधान, बीईओएस, उप. डीईओएस, डीईईओएस, डीईओएस ऑनलाइन प्राप्त प्रोफ़ाइल सुधार अनुरोधों का निपटान करने के लिए बाध्य होंगे

तीन कार्य दिवसों के भीतर शिक्षकों से उनके लॉगिन खाते में।

(xi)

सीएंडवी और पीआरटीएस को छोड़कर सभी योग्य शिक्षकों को अपनी प्राथमिकता के क्रम में न्यूनतम दस शैक्षिक ब्लॉकों का विकल्प प्रस्तुत करना होगा जहां वे सेवा करना चाहते हैं। सीएंडवी और पीआरटी कैडर के मामले में उन्हें प्राथमिकता के क्रम में ऐसे विशेष जिले के सभी शैक्षिक ब्लॉकों का चयन करना होगा।

(xii) सभी पात्र शिक्षकों से विकल्प भरने के लिए कहा जाएगा

वरीयता क्रम में अपनी पसंद के ब्लॉक में आने वाले स्कूलों की पात्र रिक्तियों के विरुद्ध। (xiii) रिक्तियों का आवंटन पूरी तरह से योग्यता के आधार पर किया जाएगा

इस नीति के प्रावधानों के अनुसार.

(xiv) योग्य शिक्षक जिन्हें पहले दौर में कोई स्कूल आवंटित नहीं किया जा सका, वे दूसरे दौर में शेष उपलब्ध रिक्तियों का विकल्प चुनेंगे। दूसरे चरण में छूटे शिक्षकों को बची हुई पात्र रिक्तियों में से रिक्तियां आवंटित की जाएंगी।

(xv)

सीएंडवी शिक्षकों को जिला कैडर होने के कारण जिले के भीतर उनकी पोस्टिंग सुनिश्चित करने के लिए टीजीटी कैडर के शिक्षकों की तुलना में उनके जिले में प्राथमिकता दी जाएगी।

(xvi) सभी योग्य ईएसएचएम को अनिवार्य रूप से ईएसएचएम के साथ-साथ टीजीटी के पद का विकल्प भी भरना होगा। ईएसएचएम के लिए चयनित योग्य रिक्ति आवंटित करते समय ईएसएचएम के पद के विकल्प को प्राथमिकता दी जाएगी। ईएसएचएम के सभी पदों को आवंटित करने के बाद ही शेष ईएसएचएमएस को टीजीटीएस के पदों पर आवंटित किया जाएगा।

(xvii) नियमित शिक्षकों के सामान्य स्थानांतरण अभियान के बाद, सभी अतिथि शिक्षकों के लिए स्थानांतरण अभियान चलाया जाएगा। स्थानांतरण में सभी अतिथि शिक्षक शामिल होंगे

(xviii) हालाँकि, स्थानांतरण अभियान के दौरान विस्थापित अतिथि शिक्षकों को अगले स्कूल में उनके समायोजन के बाद ही पिछले स्कूल से मुक्त किया जाएगा, बिना आने वाले नियमित शिक्षक की नियुक्ति को प्रभावित किए।

रिक्ति

(xix) सामान्य स्थानांतरण ड्राइव के पूरा होने के बाद नवविवाहित, हाल ही में तलाकशुदा / विधवा महिला शिक्षकों को उनके अनुरोध पर मैन्युअल रूप से उपलब्ध रिक्ति के खिलाफ पोस्टिंग का पसंदीदा स्थान दिया जाएगा, बशर्ते कि उन्हें अगले सामान्य स्थानांतरण ड्राइव में भाग लेना होगा और वे 80 का लाभ उठाएंगे। एक बार के लिए विशेष श्रेणी शिक्षक के अंतर्गत अंक। पैरा 8 में निर्धारित संरक्षित श्रेणी के शिक्षकों के बाद और नाबालिग बच्चों वाली विधवा शिक्षकों के बाद उनके दावे पर विचार किया जाएगा।

(xx) लेना प्रत्येक स्थानांतरित शिक्षक का कर्तव्य होगा

आबंटित पद का कार्यभार तत्काल लेकिन किसी भी स्थिति में नहीं

किसी विशेष सामान्य में योग्य शिक्षकों की संख्या

ड्राइव को उनके संबंधित पोस्ट या विषय में ट्रांसफर करें।

iii) इस हेतु पात्र व्यक्तियों से विकल्प मांगे जायेंगे

जिला कैडर पदों के लिए राज्य कैडर और विशेष जिले के सभी ब्लॉक। विभिन्न विषयों/पदों में प्रस्तावित पदों की गणना प्रत्येक शैक्षिक ब्लॉक और प्रत्येक स्कूल के लिए उपलब्ध रिक्तियों और योग्य शिक्षकों द्वारा चुने गए शैक्षिक ब्लॉक के विकल्पों पर विचार करके की जाएगी।

iv) सामान्य स्थानांतरण अभियान के लिए स्कूलों में प्रस्तावित पदों की संख्या पर विचार करके निर्णय लिया जाएगा

किसी विशेष ब्लॉक के लिए विकल्पों की संख्या।

v) सामान्यीकरण के बाद, सभी योग्य रिक्तियां होंगी

विभाग की वेबसाइट पर भी प्रकाशित किया जाएगा

पात्र शिक्षकों के लॉगिन में उनके अनुसार दिखाई दे

(iv) यदि पति और पत्नी दोनों विभाग में कार्यरत हैं, तो तालिका में क्रमांक 7 के विरुद्ध 10 अंकों के लाभ का दावा उनमें से कोई एक कर सकता है, दोनों नहीं।

8.

सुरक्षा

i) शिक्षकों की कुछ श्रेणियों को तब तक संरक्षित किया जाएगा जब तक कि वे स्वैच्छिक भागीदारी का विकल्प नहीं चुनते हैं या ऐसे शिक्षक द्वारा रखे गए पद को युक्तिकरण के अनुसार अधिशेष घोषित नहीं किया जाता है। यदि वे उपरोक्त में से किसी भी कारण से "योग्य शिक्षक" की श्रेणी में आते हैं, तो उन्हें मेरिट तैयार करने के लिए 80 मेरिट अंक दिए जाएंगे। इसके अलावा, उन स्कूलों को चुनने पर भी कोई रोक नहीं होगी जहां उसने लगातार 5 साल का कार्यकाल पूरा किया हो

संचयी रूप से. शिक्षकों की ये श्रेणियां हैं:- क) अगले 12 महीनों में सेवानिवृत्त होने वाले शिक्षक

अर्हता तिथि पर या उससे कम;

बी) वर्तमान में कैंसर से पीड़ित हैं; या ग) वर्तमान में डायलिसिस चल रहा है।

घ) बाईपास हृदय सर्जरी हुई हो; या

ई) गुर्दा प्रत्यारोपण; या लीवर प्रत्यारोपण; या

च) 75% से अधिक दृष्टि हानि होना; या छ) 75% से अधिक लोकोमोटर विकलांगता हो; या

ज) विधवा के पास 10 वर्ष की आयु तक का सबसे छोटा बच्चा हो 2) उनके अलावा अन्य शिक्षकों के बीच समानता के मामले में। उपरोक्त पैरा में उल्लिखित, ऐसे शिक्षकों को चयनित पात्र रिक्ति आवंटित करने के लिए निम्नलिखित आदेश अपनाया जाएगा:

3. वर्णमाला क्रम में नाम;

iii) एनसीसी इकाइयों वाले स्कूलों में निर्बाध राष्ट्रीय कैडेट कोर (एनसीसी) कार्यक्रम सुनिश्चित करने के लिए, एसोसिएट एनसीसी अधिकारियों (एएनओ) को तब तक स्थानांतरित नहीं किया जाएगा जब तक कि वे स्वैच्छिक भागीदारी का विकल्प नहीं चुनते हैं या उनके द्वारा कब्जा किया गया पद अधिशेष घोषित नहीं किया जाता है। यदि कोई एएनओ शिक्षक ऑनलाइन स्थानांतरण अभियान में भाग लेता है तो उसे गैर-एएनओ (सामान्य) शिक्षक माना जाएगा।

9. शिकायत निवारण

स्थानांतरण आदेश जारी होने के 15 दिन के भीतर शिकायत निवारण पोर्टल (सुगम संपर्क पोर्टल) पर स्थानांतरण प्रक्रिया से पीड़ित शिक्षक नवीन पदस्थापन स्थान पर कार्यभार ग्रहण करने के बाद ही विभाग को अभ्यावेदन दे सकते हैं। इस नीति के प्रावधानों के अनुसार इस तरह के अभ्यावेदन पर 15 दिनों के भीतर विचार और निर्णय लिया जाएगा।

10. मेवात कैडर के संबंध में विशेष प्रावधान (i) मेवात कैडर से संबंधित शिक्षकों को मेवात कैडर (नूंह जिला) से बाहर तैनात नहीं किया जाएगा।

(ii) शेष हरियाणा के शिक्षक मेवात जिले में एक ब्लॉक/स्कूल चुनने के लिए स्वतंत्र होंगे। हालाँकि, मेवात में रिक्ति के विरुद्ध मेवात कैडर शिक्षक को प्राथमिकता दी जाएगी। इसके बावजूद शिक्षकों का कैडर नहीं बदलेगा.

11. "राज्य में कहीं भी" के विकल्प पर सेवा देने के लिए प्रोत्साहन

यदि कोई शिक्षक मोरनी स्थित किसी स्कूल में नियुक्त होने का इच्छुक है

नूंह जिला (मेवात क्षेत्र माना जाएगा) और जिन्होंने न तो मोरनी क्षेत्र और पलवल, नूंह, फरीदाबाद या गुरुग्राम के मामले में पंचकुला को अपना गृह जिला घोषित किया है और न ही पंचकुला जिले में स्थित किसी स्कूल से 10वीं या 12वीं कक्षा पूरी की है। और उक्त दो क्षेत्रों के लिए क्रमशः पलवल, नूंह, फ़रीदाबाद या गुरुग्राम जिलों में, मूल वेतन + डी.ए. का अतिरिक्त 10%। ऐसे नियमित शिक्षकों को रुपये का भुगतान किया जाएगा। 10,000/- प्रतिमाह उक्त पदस्थापना के दौरान अतिथि शिक्षकों को।

12. विश्राम की शक्ति

इस नीति में किसी भी बात के बावजूद, प्रशासनिक सचिव, स्कूल शिक्षा विभाग, हरियाणा, माननीय मुख्यमंत्री, हरियाणा की पूर्व अनुमति से, किसी भी शिक्षक की नियुक्ति के उद्देश्य से उपरोक्त किसी भी या सभी प्रावधानों में ढील देने के लिए सक्षम होंगे। अत्यावश्यकता, ऐसी छूट को उचित ठहराने वाले कारणों को दर्ज करने के बाद।

13. स्पष्टीकरण एवं कार्यान्वयन

इस नीति के किसी भी प्रावधान की व्याख्या में किसी भी संदेह या अस्पष्टता के मामले में, प्रशासनिक सचिव स्कूल शिक्षा विभाग, हरियाणा ऐसे संदेह या अस्पष्टताओं को, जैसा भी मामला हो, तर्कसंगत आदेशों/निर्देशों के माध्यम से स्पष्ट करने के लिए सक्षम होंगे। . ऐसे तर्कसंगत आदेश/निर्देश सभी हितधारकों पर बाध्यकारी होंगे।

14. प्रचार के विरुद्ध रोक

नीति में दिए गए शिकायत निवारण तंत्र के अलावा कोई भी शिक्षक अपने मामले के लिए प्रचार नहीं करेगा। अन्य सभी व्यक्तिगत अभ्यावेदनों को नियत प्रक्रिया पर बाहरी प्रभाव लाने का प्रयास माना जाएगा।

15. निरसन

शिक्षक स्थानांतरण नीति, 2016 को निरस्त किया जाता है। इस तरह के निरसन के बावजूद, ऐसी नीति के तहत किया गया कोई भी कार्य या कार्रवाई वैध रहेगी। शिक्षक स्थानांतरण नीति 2016 के अंतर्गत किसी भी लंबित कार्रवाई/शिकायत का निर्णय शिक्षक स्थानांतरण नीति 2016 के प्रावधानों के अनुसार किया जाएगा।

Sub: Teachers Transfer Policy 2023 by repealing the Teacher 

Transfer Policy 2016 issued on 05.06.2017. 

The Government has approved the Teachers Transfer Policy, 2023 by repealing the Teacher Transfer Policy 2016 issued on 

05.06.2017. Accordingly, the policy is given as under: 

Teacher Transfer Policy, 2023 

1. 

Objective 

To ensure equitable, demand-based distribution of teachers/ Heads of the Schools to protect academic interest of students and optimise job satisfaction amongst the employees in a fair and transparent manner. 

2. Applicability 

3. 

This policy shall be applicable to all Teachers working under the Department of School Education, Haryana. 

Definitions 

In this policy, unless the context requires otherwise:

(i) 

Actual Vacancy: A Core Post not occupied by any 

teacher. 

(ii) Deemed Vacancy: 

a. a core post occupied by a teacher in a school for five or more years continuously or cummulatively on the qualifying date. 

b. a core post occupied by a teacher who has been 

given manual posting as per para 5(iv). 

C. a core post occupied by a Guest/ Contractual/ 

Adhoc teacher. 

d. a core post occupied by such teacher who has voluntarily opted for participation in General Transfer Drive. 

(iii) Core posts: All posts in Government schools other than posts of Model Sanskriti Schools, Aarohi Model and 

KGBVS. 

(iv) Department: School Education Department Haryana which includes both Secondary Education and Elementary Education. 

(v) Eligible Teacher: A teacher who has been declared Eligible to participate in the General Transfer Drive due to reasons mentioned in this Policy. 

(vi) Eligible Vacancy: A vacancy which is considered to be offered during the General Transfer Drive, after the normalization of posts. For an individual teacher "Eligible Vacancy" shall be a vacancy for which he/she is entitled to compete during the transfer drive as per his/her entitlement.

(vii) Guest Teacher: Guest Teacher means a teacher as defined in Haryana Guest Teachers Service Act, 2019 (notified on 12.03.2019) 

(viii) Non-Core Posts: Non-core posts include the following:- 

a. Posts occupied by teachers in Haryana School Shiksha Pariyojna Parishad at State Headquarters 

and field offices. 

b. Posts occupied by Teachers at the Directorate of 

Secondary Education and Elementary Education. 

C. 

Posts occupied by Teachers at SCERT, Gurugram, District Institutes of Educational Training (DIETs), Block Institutes for Teacher Education (BITE), Government Elementary Teacher Training Institutes (GETTIs). 

d. Posts occupied by Teachers in the office of District Education Officers and District Elementary 

Education Officers. 

e. Posts occupied by teachers in Model Sanskriti 

Schools. 

f. Posts occupied by Teachers in Aarohi Model 

Schools/ KGBVs 

(ix) Qualifying date: Cutoff date to be considered for calculation of actual vacancies, deemed vacancies, merit points calculation, count of stay and for rationalization of posts 

(x) 

Rationalization of posts: An exercise to calculate actual requirement of posts of teachers in a school based on the student strength on cutoff date.

(xi) Recently Divorced Female Teacher: A Female teacher 

whose divorce has happened between the period of the previous General Transfer Drive and upcoming General Transfer Drive. 

(xii) Recently Married Female Teacher: A Female teacher whose marriage has been solemnized between the period of the previous General Transfer Drive and upcoming General Transfer Drive. 

(xiii) Recently Widowed Teacher: A Female Teacher whose husband has died between the period of the previous General Transfer Drive and the upcoming General 

Transfer Drive. 

(xiv) Service in regular capacity: means a service in which an employee has been appointed as a regular employee. 

(xv) Teacher: Unless the context requires otherwise means Principals, Headmasters, ESHMS, PGTs, TGTs, C&V Teachers, Head Teachers and PRTS, working in Regular Capacity/Adhoc Teachers/ Guest Teachers for the purpose of this policy. 

4. Process 

General Transfer Drive will start as per schedule decided by the Administrative Secretary which shall also include the qualifying date wherever applicable in the Policy. It will involve the following process: 

(i) 

Rationalization of posts. 

(ii) Preparation of actual vacancy list and deemed 

vacancy list.

(iii) Seeking option for participation in transfer drive from those teachers who want to participate 

voluntarily. 

(iv) Identification of "Eligible Teachers" 

(v) 

Seeking preferences for choice of Educational Blocks at the first instance. Thereafter, 

Normalization would be done and subsequently, 

choices of Schools would be sought. 

5. 

(vi) Generation of transfer orders. 

Dates and time for every process will be issued by the Department. 

Basic Principles 

(i) 

Teachers who are members of State Cadre or District Cadre and posted on core posts are liable to be transferred anywhere in the State and anywhere in the district, as the case may be. 

(ii) Whenever a transfer drive is contemplated the Administrative Secretary will decide by a specific order which of the Core Posts will be included in the drive. 

(iii) Every teacher completing 5 years stay/tenure in a particular school of any district(s), either continuously or cumulatively shall become an "Eligible Teacher" in the General Transfer Drive. 

(iv) 

Teachers (PGTs / TGTs/C&Vs) of subjects having less than 80 working strength will not be compulsorily included in the drive due to completion of 5 years tenure unless their post is declared surplus due to

rationalization of posts. Department will publish a list of such subjects before execution of every GTD. 

(v) General Transfers will be made only once in a year, as per time schedule decided by the Administrative Secretary for a given year. However, postings necessitated by promotions/appointments, posting after repatriation, reinstatement, long leave or for compliance of Court Directions etc. can be made anytime. Such teachers shall participate mandatorily in the next 

General Transfer Drive. 

(vi) Qualifying date for actual vacancies, deemed vacancies, weightage/ merit points calculation, count of stay and for rationalization of posts shall be as decided by the Administrative Secretary. 

(vii) The General Transfer Drive shall be carried out only 

through the approved web-based application. 

(viii) The option of Educational Blocks and posts in the schools once availed and confirmed shall be final and 

cannot be changed. 

(ix) 

(x) 

All Eligible Teachers may opt for maximum number of Educational Blocks/ schools to avoid being posted in 

Anywhere category. 

It shall be the duty of every teacher to maintain accuracy of his personal and service profile in the database of MIS of the Department. Calculation of merit points shall be done purely on the basis of information available in the said database. All Heads of institutions, BEOs, Dy. DEOS, DEEOS, DEOS shall be under obligation to dispose off the profile correction requests received online

(xi) 

in their login account from the Teachers within three working days. 

All Eligible Teachers except C&V and PRTS shall submit choice of minimum ten Educational Blocks in order of their preference where they want to serve. In case of C&V and PRT Cadre they shall opt all Educational Blocks in such particular district in order of preference. 

(xii) All eligible teachers shall be asked to fill up choices against the eligible vacancies of the schools falling in the blocks of their choice in order of preference. 

(xiii) Allocation of vacancies shall be done purely on the merit 

as per the provisions of this policy. 

(xiv) 

Eligible Teachers who could not be allotted any of the school in the first round, shall opt the remaining 

available vacancies in second round. The teachers left 

out in second round shall be allotted vacancies out of remaining eligible vacancies. 

(XV) C&V Teachers being district cadre shall be given preference in their district over teachers of TGT Cadre to ensure their posting within the district. 

(xvi) All Eligible ESHMs have to mandatorily fill the choices of post of ESHM as well as TGT. While allocating an opted Eligible Vacancy to ESHM priority shall be assigned to the option of the post of ESHM. Only after allocating all posts of ESHM the remaining ESHMS shall be allocated on the posts of TGTs. 

(xvii) After the General Transfer Drive of Regular Teachers, Transfer Drive for all Guest Teachers shall be conducted. All Guest Teachers shall participate in the Transfer

Drive. Only unfilled Eligible Vacancies shall be offered to 

Guest Teachers. 

(xviii) However, Guest teachers dislocated during the transfer drive will be relieved from the previous school only after their adjustment in the next school without affecting the joining of incoming regular teacher against the said 

vacancy. 

(xix) After completion of General Transfer Drive newly married, recently divorced/ widowed female teachers shall be given preferred place of posting against available vacancy manually on their request subject to they wo necessarily having to participate in the next General Transfer Drive and they shall avail 80 points under Special Category Teacher for one time. Their claim shall be considered after the Protected Category Teachers prescribed in para 8 and after the Widow Teachers having minor children. 

(xx) It shall be the duty of every transferred teacher to take charge of the allocated post immediately but in no case beyond the prescribed joining time as per TA Rules applicable. 

Normalization of Posts 

i) 

Normalization is the process to decide the number of vacancies to be offered to the Eligible Teachers in the 

General Transfer Drive. 

ii) The number of posts to be offered shall be equal to the number of Eligible Teachers in a particular General Transfer Drive in their respective post or subject.

iii) For this purpose options will be sought from the eligible teachers for a minimum of 10 Educational Blocks for

State Cadre and all Blocks of the particular district for District Cadre Posts. The calculation of posts to be offered in different subjects/ posts shall be done for every Educational Block and every school by considering the available vacancies and choices of Educational Block opted by the Eligible teachers. 

iv) Number of posts offered in the schools for the General Transfer Drive shall be decided by considering the number of choices for a particular block. 

v) After the normalization, all Eligible Vacancies shall be published on the department's website as well as shall be visible in the login of eligible teachers as per their 

eligibility.

(ii) List of Diseases of debilitating disorder has been mentioned in the Annexure-I. The list can be amended by the Administrative Secretary School Education in consultation with the Administrative Secretary Health at least 30 days before the start of General Transfer Drive. 

(iii) In case of Principals, average of the pass percentages of 

10th and 12th classes shall be considered for calculation of academic performance as mentioned in the above Table. In case of Headmasters, only the pass percentage of 10th class of Board examination shall be considered for 

calculation of points.

(iv) If both husband and wife are working in the Department, 

the benefit of 10 points against Sr. No. 7 in the Table can be claimed by either of them and not by both. 

Protection 

i) Some categories of teachers shall be protected unless they opt for voluntary participation or post occupied by such a teacher is declared surplus as per rationalization. If they fall in the category of "Eligible Teacher" due to either of the above reasons, they shall be assigned 80 merit points for the preparation of merit. Further, there will be no bar to opt even the schools where he has completed tenure of 5 years continuously cumulatively. These categories of teachers are:- 

or 

a) teachers due to superannuate in the next 12 months 

or less on the qualifying date; 

b) currently suffering from cancer; or 

c) currently undergoing dialysis. 

d) having undergone bypass heart surgery; or 

e) kidney transplant; or lever transplant; or 

f) having more than 75 % vision loss; or 

g) having more than 75% locomotor disability; or 

age 

h) Widow having youngest child upto 10 years of ii) In case of a tie amongst teachers other than those mentioned in the above para, the following order shall be adopted to allocate an opted eligible vacancy to such 

teachers:

iii) To ensure uninterrupted National Cadet Corps (NCC) program in the schools having NCC units, Associate NCC Officers (ANO) shall not be transferred unless they opt for voluntary participation or post occupied by them is declared surplus. If any ANO teacher participates in the online transfer drive he will be treated as a non-ANO (general) teacher. 

Grievance redressal 

Within 15 days of issuance of transfer orders, the teachers aggrieved with the transfer process can represent to the department only after joining at the new place of posting, on the grievance redressal portal (Sugam Sampark Portal). Such representation shall be considered and decided within 15 days as per provisions of this policy. 

10. Special provision in relation to Mewat Cadre 

(i) Teachers belonging to Mewat Cadre shall not be posted 

outside the Mewat Cadre (Nuh district). 

(ii) The teachers of Rest of Haryana will be at liberty to opt for a Block/School in Mewat District. However, preference shall be given to Mewat Cadre Teacher against a vacancy in Mewat. Notwithstanding this, the cadre of the teachers will not change. 

11. Incentive for serving on the choice of "Anywhere in 

State" 

If a teacher is willing to be posted in a school located in Morni Educational Block of Panchkula district (to be considered as Morni area) or Hathin Educational Block of Palwal district or

Nuh district (to be considered as Mewat area) against a vacancy and who have neither declared Panchkula in case of Morni area and Palwal, Nuh, Faridabad or Gurugram as their home district nor have completed class 10th or 12th from a school located in Panchkula district and Palwal, Nuh, Faridabad or Gurugram districts respectively for the said two areas, additional 10% of the Basic Pay+D.A. will be paid to such regular teachers and Rs. 10,000/- p.m. to Guest teachers during the said posting. 

12. Power of relaxation 

Notwithstanding anything contained in this policy, the Administrative Secretary, School Education Department, Haryana with the prior approval of Hon'ble Chief Minister, Haryana, shall be competent to relax any or all of the above provisions for the purpose of posting of any teacher in exigency, after recording the reasons justifying such relaxation. 

13. Clarification & Implementation 

In case of any doubt(s) or ambiguity in the interpretation of any provision of this policy the Administrative Secretary School Education Department, Haryana shall be competent to clarify such doubt(s) or ambiguities, as the case may be through reasoned orders/ directions. Such reasoned orders/ directions shall be binding on all the stakeholders. 

14. Bar against canvassing 

No teacher shall canvass for his case except through the grievance redressal mechanism provided for in the policy. All other individual representations shall be treated as an attempt to bring extraneous influence on the due process.

15. Repeal 

The Teacher Transfer Policy, 2016 is hereby repealed. Notwithstanding such repeal, any act or action done under such policy will remain valid. Any pending action/grievance under the Teacher Transfer Policy 2016 shall be decided as per the provisions of Teacher Transfer Policy 2016.

भ्रष्टाचार को खत्म कर चुकी हरियाणा की शिक्षक तबादला नीति को और बेहतर बनाया गया है। पिछले साल ऑनलाइन तबादलों के दौरान आई मुश्किलों को दूर करते हुए शिक्षक संगठनों के अहम सुझावों को तरजीह दी गई है। दिव्यांग या गंभीर बीमारियों से ग्रस्त शिक्षकों को मनपसंद स्कूल मिलेगा। लड़कियों के स्कूल में 50 साल से अधिक उम्र के ही शिक्षकों की नियुक्ति की बाध्यता सरकार ने अब खत्म कर दी है। 1स्कूल शिक्षा विभाग के अतिरिक्त मुख्य सचिव पीके दास ने माध्यमिक शिक्षा और मौलिक शिक्षा निदेशकों को पॉलिसी में हुए संशोधन की लिखित सूचना भेजी है। इसके मुताबिक हर साल मार्च में तबादला प्रक्रिया शुरू होगी जो मई के अंत तक पूरी हो जाएगी। जून में तबादले होंगे। अध्यापकों को दो वगोर्ं कोर पोस्ट (सामान्य विद्यालयों में कार्यरत अध्यापक) और नॉन कोर पोस्ट (अन्य कहीं प्रति नियुक्त) में बांटा गया है। तबादले के लिए कुल अंक 78 से बढ़ा कर 80 किए गए हैं। आयु के अंकों को 58 से बढ़ाकर 60 किया गया है। कपल केस में महिला अध्यापिका को पांच अंक मिलेंगे। सौ फीसद दिव्यांगों, कैंसर रोगी, दिल की बायपास सर्जरी, किडनी ट्रांसप्लांट और डायलिसिस की स्थिति में 80 अंक की वेटेज मिलेगी। अध्यापकों की कमी होने पर कुछ पद होल्ड किए जा सकते हैं। न चाहने पर एनसीसी अध्यापकों का तबादला नहीं होगा, लेकिन ट्रांसफर के लिए आवेदन करने पर उन्हें सामान्य अध्यापकों की श्रेणी में रखा जाएगा। जोन सात व छह के नियम जोन पांच पर भी लागू होंगे और एक ही जोन में कई जिलों के स्कूल शामिल हो सकेंगे। महिला शिक्षकों को शादी, तलाक या विधवा होने पर समय पूरा न होने के बावजूद तबादला प्रक्रिया में शामिल होने का मौका मिलेगा। 1मांगे सुझाव और आपत्तियां : स्कूल शिक्षा विभाग ने अध्यापक स्थानांतरण नीति के तहत स्कूलों के जोन से संबंधित सुझाव एवं आपत्तियां मांगी हैं। पहले से नोटिफाइड स्कूल का जोन संशोधित होना चाहिए तो वह साथ लगते स्कूलों के अन्य जोन में होने जैसा ठोस कारण देकर संशोधन के लिए सुझाव दे सकता है। संबंधित जिला शिक्षा अधिकारी को यह सुझाव 8 जून तक ई-मेल से भेजने होंगे।

In supersession of letter No. 1/71-2015-e.Gov . dated 30.4.2016 the Government has approved the following policy to regulate the Transfers of Teachers working in the School Education Department Haryana:
VISION:
To ensure equitable, demand based distribution of teachers/ Heads to protect academic interest of students and optimise job satisfaction amongst itsemployees in a fair and transparent manner.
Clarification of some provisions of New Teachers Transfer Policy, 2016
New Teachers Transfer Policy- 2016 of School Education Department, Haryana DSE Hry
Main features:

  • i. Teachers who are members of State Cadre and District Cadre are liable to be transferred anywhere in the State and anywhere in the District respectively, at any point of time
  • ii. This Transfer Policy shall be applicable w.e.f. academic session 2016-17.
  • iii. The Transfer Policy shall be applicable to all teaching Cadre Posts including Principals and Headmasters. Posts of Ministerial Cadre, Block Officers, District Officers, Principal DIETs shall not be covered under the policy.
  • iv. The teaching post of Sarthak School, Govt. Model Sanskriti Schools and Aarohi Model Schools will be kept out of the purview of the Teachers Transfer Policy, as these posts are to be filled up through a selection process for ensuring that the teaching faculty so selected, is of high calibre and can teach in the English Medium.
  • (v) While effecting transfers, the academic interest of students shall be supreme.

3. Zoning of schools
All Government Schools shall be categorized into following seven zones for the purpose of transfer of teachers:

  • Zone 1 Schools located within Municipal area of the City of District Headquarters.
  • Zone 2 Schools located within the 10 KM radius starting from the boundary of Municipal Area of District Headquarters.
  • Zone 3 Schools located in the City/ Town of Educational Block Headquarters except those which are co-located with District Headquarters.
  • Zone 4 Schools located on the State Highways or National Highways between 10 K.M. to 15 K.M. outside the M.C. area of the District Headquarters.
  • Zone 5 Schools located in the radius of 5 K.M. of Block Headquarters. Distance shall be measured from Main Bus Stand of the City.
  • Zone 6 Schools located between the radius of 5-10 K.Ms of Block Headquarters. Distance shall be measured from Main Bus Stand of the City.
  • Zone 7 All remaining schools located in the farthest area and not covered in above categories.

Note: 1. For districts i.e. Bhiwani, Faridabad, Fatehabad, Gurgaon, Hisar, Jhajjar, Mewat, Rewari, Sirsa, Sonepat and Yamunanagar where the above stated zoning is not suitably applicable, district specific zoning shall be as per Annexure-I.
The one-time exercise of categorization of schools into zones shall be completed by all DEOs and DEEOs within one month of the notification of the policy.
Zonewise list of schools, once finalized will be hosted on the website seeking objections before it is notified by the Government.
4. Any subsequent alteration or inclusion of schools in zone, if required, will be made with the approval of the Government.
4. TIME SCHEDULE:
i) Periodicity of the transfers
General Transfers will be made only once in a year, as per time schedule given in para 4(ii) below or as notified by the Government for a given year. However, transfers can be effected by the Government at any time during the year in cases of administrative exigency, transfer of spouses of employees of Departments/ Organizations of Government of Haryana and Central Government and on compassionate grounds other than those under para 6(iii)
(b). The reasons for transfers under these grounds should be recorded on file.
ii) Time Table: The following time schedule shall be followed for various activities every year except the first year in which the online transfer policy is being implemented:

  • a) Decision about opening of new schools, upgradation of schools/section, addition of new subject/streams and redistribution/ rationalization of teaching posts will be done
  • from 1 st December to 31 st December, every year.
  • Notification of "Actual Vacancies" and "Deemed Vacancies" will be done from 1 st January to 15 January, every year.
  • Eligible teachers will submit their choice of schools online, from 15 January to 15 February, every year.
  • Transfer orders will be issued from 1 st April to 30th April, every year.
  • Qualifying date for actual vacancies, deemed vacancies, points calculation, count of stay shall be 30 th April every year.

5. BASIC PRINCIPLES:

  • Transfer/posting to the opted zone/school will not be claimed or treated as a matter of right.
  • Each year vacancy in the schools will be notified. Definition of vacancy and deemed vacancy is given in para 7(i).
  • The option once availed and confirmed shall be final and can be changed only under the provisions of this Policy.
  • No male teacher below the age of 50 years shall be posted in a Girls School.
  • Unless protected under a provision of this Policy, every teacher completing 5 years continuous stay in a particular school shall be transferred.
  • In some cases no option may be received for a "deemed vacancy". In such a case, teacher  ccupying that post will be allowed to continue in the same school for the next tenure of five years, if he/she opts for this. In such a scenario, his/her immediate next option shall stand exhausted and after the completion of his extended tenure he/she will considered for his/her next priority zone and onwards. Such teacher shall not be allowed to seek transfer before the completion of his/her stretched tenure of next Five Years. Provided that such post is not to be kept vacant as per provisions of para 7(ii) below.
6. CRITERIA FOR DECIDING THE CLAIM AGAINST VACANCY:
Decision of allotment to a vacancy shall be based on the total composite score of points earned by a teacher, out of 78 points as described below. The teacher earning highest points shall be entitled to be transferred against a particular vacancy.
Age shall be the prime factor for deciding the claim of the teachers against a vacancy since it shall have weightage of 58 points, out of total 78 points.
However, to take care of categories like women, women headed households, widows, widowers, differently abled persons, serious ailment, and teachers showing improvement in results, a privilege of maximum 20 points can be availed by the teachers of these categories (hereinafter to be referred as Special Category). The division of points shall be as given in para 6 (iii)(a) and 6 (iii) (b)

                31 मार्च के बाद ट्रांसफर शिक्षकों को भी मौका : शर्मा
                चंडीगढ़ : सरकारके स्कूल शिक्षा विभाग ने नई स्थानातंरण नीति-2016 के तहत स्वास्थ्य विभाग से विमर्श करके कुछ बीमारियां अधिसूचित की हैं। जिनसे कोई अध्यापक या आश्रित परिजन पीड़ित है तो तबादले में विशेष रियायत मिलेगी।
                नई नीति के तहत दिल की स्थाई बीमारी, धमनी की बीमारियां, गुर्दे की खराबी, ब्रेन ट्यूमर, विभिन्न अंगों का खराब होना, नीचे के अंगों का पक्षाघात/चतुरांग पक्षाघात/ पक्षाघात, मल्टीपल सकलेरोसिस, मिसथेनिया ग्राविस,पारकिनसन डिसिजिज, थैलेसिमिज, हिमोफिलिया, एपलास्टिक एनीमिज, मियलोडिस्पलास्टिक डिसऑर्डर, एड्स, लीवर या किडनी ट्रांसप्लांट से संबंधित बीमारियां को शामिल किया गया है। बीमारियों से संबंधित प्रमाण-पत्र एम्स (हरियाणा में इसकी शाखाओं सहित), पीजीआई रोहतक, पीजीआई खानपुर कलां, पीजीआई चंडीगढ़ या जिलों में गठित किया गया मेडिकल बोर्ड या कल्पना चावला मेडिकल कालेज करनाल से जारी किया होना चाहिए।
                शिक्षा मंत्री रामबिलास शर्मा ने बताया कि अध्यापकों की सुविधा के लिए 31 मार्च 2016 के बाद स्थानांतरित हुए अध्यापकों को भी नई अध्यापक तबादला नीति-2016 के तहत ऑनलाइन आवेदन करने का अवसर दिया जाएगा। चालू वित्त वर्ष के दौरान ही 31 मार्च 2016 के बाद कई अध्यापकों के तबादले के आदेश जारी किए गए थे। इन आदेशों के कारण कुछ प्रभावित अध्यापकों ने शिकायत दर्ज करवाई थी।
                अब निर्णय लिया है कि जिन अध्यापकों के 31 मार्च के बाद तबादले के आदेश जारी हुए थे, वे ऑनलाइन प्रक्रिया के तहत अब अनिवार्य रूप से हिस्सा लेंगे। ऐसे अध्यापक विकल्प के तौर पर दूसरे स्कूलों के साथ-साथ अपने मौजूदा स्कूल का नाम भी भर सकते हैं। वेटेज प्वाइंटस के आधार पर ही उस अध्यापक को मौजूदा स्कूल या दूसरा स्कूल अलॉट किया जाएगा।
                Note:

                • Teachers entitled for weightage under "Special Category" shall be entitled to avail such parameters bearing maximum 20 points under this category.
                • List of diseases to be considered under "Diseases of "Debilitating Disorders " shall be notified separately. Number of teachers belonging to Special Category as defined in Para 6(iii) b above, posted in one school shall not exceed 50% of the total sanctioned strength. Therefore, the teachers shall not be considered for transfer in a school already having 50% staff of Special Category, even if
                • they become eligible to be transferred to that school without availing the above mentioned privileges.
                • For teachers teaching both 10th and 12th classes, average of the two pass percentages will be taken for calculation of the privilege points.
                • If husband and wife, both are working in School Education Department, the benefit of 10 points under para 6(iii)(b)(6) above can be claimed by only anyone of them.

                7. DEFINING VACANT POSTS:
                i) There shall be two types of vacancies (i) Actual Vacancy (ii) Deemed Vacancy.

                • Actual Vacancy: A post not occupied by any teacher, a post which will become vacant due to retirement, promotion, voluntary retirement or otherwise as on date of publication of vacancies as per schedule given in Para 4 (ii) (b) above.
                • Deemed Vacancy:- A post occupied by a teacher for a period of Five Years or more on the qualifying date; or a post occupied by such teacher who has given option for transfer from his/her school under special dispensation given in Para- 8 (xiii) below but has not completed tenure of five years in that particular school.
                • Posts occupied by the contractual/ guest teachers shall not be considered as "Vacant".
                            Provided that such vacancies/deemed vacancies are not covered under the provision of para                 7(ii) below.
                ii) Some vacancies of all categories of teachers will remain unfilled at any given point of time. To avoid their concentration in some schools, percentage of such vacancies shall be maintained  proportionately amongst all schools (except posts of heads of institutions).

                8. PROCEDURE TO BE ADOPTED:

                • With a view to transfer the teaching staff in excess of sanctioned/ assessed strength in a school to other school having requirement, the task of creating/ shifting sanctioned posts shall normally be carried out before General Transfers.
                • Keeping in view the criteria mentioned in Para 7 above, school wise vacancies will be assessed before carrying out the transfer exercise. All teachers shall give option of zones in order of preference. State Cadre teachers shall be able to select zones of various Districts but choice of one zone shall be limited to one district only. For example if a State Cadre Teacher selects zone 1 of
                • Ambala District, he/she shall not be entitled to select zone 1 of Panchkula or other District. However, he/she shall be able to select zone 2 of any other district and so on.
                • In case a teacher has 35 years of service left, then he/she gets to select 7 zones in order of his/her preference. However for teachers who have less service left, they will submit options only for the remaining period in multiples of 5 years i.e. a teacher having 13 years of service left, will submit his/her preference only for 3 zones of his/her choice, as per the provisions of this policy .
                • All teachers shall be asked to select the zones in order of their preferences, across districts. They shall further opt for a minimum five or available number of schools, whichever is more, in order of preference within each zone, so that their claim could be considered against multiple vacancies within a zone. In case he/she does not get his/her preferred choice then he/she shall be given any available school in the same zone. In case there is no school available in the said zone then he/she will be considered for the next zone of preference and so on.
                • The option of zone shall be taken once in the whole career of teacher and can only be changed under the provisions of this Policy. Teachers shall be entitled to change the option of zones after every 10 years or as decided by Govt. from time to time. However, choice of schools within the opted zone shall be taken as and when transfer exercise is to be carried out or decided by Govt. from time to time.
                • Unmarried female teachers shall be given a chance to change options after their marriage, within two months, subject to the fulfilment of other conditions. Further married female teachers shall also have an opportunity to change their option in case of the death of husband or in case of Legal Divorce from husband. A Male teacher shall also be given the opportunity to change his option in case of death of his wife.
                • Teachers joining for the first time on direct recruitment/promotion shall also be asked to give their option of zones. However, teachers recruited by promotion, shall not select such zone(s) of Category 1-5 again in case they have already served for a period of five years or more in those zones.
                • Teachers joining the department on repatriation from U.T. Administration or other States or other department of the State Government, where they were on deputation, shall also be asked to give their option of zone/ school as per policy.
                • Teachers not interested to opt schools in zones 1 and 2 and wanting to stay in the zone in which they are working, can exercise the option for other schools located in zone 3 to 7.
                • Teachers, who have already completed the span of five years' stay in zone 1 or/and 2, shall not be entitled to opt for the respective zone(s) again, whichever is applicable. However, teachers having one year or less in retirement shall be exempted from this condition.
                • There shall be 8 th choice of "Anywhere in the State/District" which could be utilized by the Department at any point of time. This option shall be optional. Teachers giving choice for posting "Anywhere in the State" will fill up option for other Zones also including zone 6 and 7.
                • Minimum stay for seeking transfer shall be three years. However, for the first time, all teachers irrespective of their stay shall be entitled to give their choices for transfer, if they desire so.
                • In administrative exigency, the Department shall be at liberty to post any teacher at any of the choices given by him/her, irrespective of preference given.
                • All teachers who are found "teachers without requisite workload" on the basis of redistribution exercise enumerated in para 8 (i) above, shall compulsorily be shifted from their place of posting even if they have not completed their tenure of five years in that school. Teachers due for retirement within next one year will not normally be considered for transfer except Administrative exigency or on their own request.
                •  To ensure uninterrupted NCC program in the schools having NCC units, Associate NCC Officers (ANO) will be replaced by the teachers working as Associate NCC Officers only.

                9. MECHANISM TO BE ADOPTED

                • (i) Every teacher will be responsible for the accuracy and regular updation of data in the MIS in respect of his/ her credentials. In case he/she notices any discrepancy, he/she will get it rectified by adopting due procedure after producing the relevant evidences before the competent authority. He/she shall be responsible for updation of profile as and when any status is changed. 
                • All the options once exercised will be available for view to all concerned teachers in their login.
                • (iii) Teachers on fresh appointment/ promotion shall be considered for appointment against vacancies not-occupied by any incumbent across zones. However, allocation shall be made on the basis of their choice and in accordance with score obtained by them allocating the least scorer to the lowest zone and going upwards.
                • (iv) The transfer exercise shall be carried out through Application Software. However, 1% cases shall be checked manually on random basis.

                10. POST TRANSFER EXERCISE:

                • All Transfers shall be implemented within fifteen days of their issuance. The copy of transfer orders shall be sent to the Treasury Officer concerned with a request not to draw the salary of such transferred teacher from the institution he/she has been transferred.
                • The teachers transferred on administrative grounds will not be transferred back to same school from where they were transferred out on administrative grounds.
                • Aggrieved teachers can represent to the competent authority within 15 days of issuance of orders, after joining at new place of posting. Their representation shall be considered in accordance with the Policy and appropriate decision shall be conveyed to him/her within 15 days.

                11. OUT OF CADRE TRANSFER

                • Teachers appointed in "Mewat" Cadre shall not be considered for "Out-of Cadre transfer". Similarly teachers not belonging to "Mewat" Cadre and working in Mewat shall not be transferred from there unless their replacement is provided.
                • JBT and C&V teachers being District cadre, shall be considered for transfer out of Cadre (Inter district) on request in accordance with the policy framed to this effect or in public interest.
                •  Seniority of those teachers who belong to other cadres and opt for posting/transfer on willingness to "Anywhere in the State", and posted out of their cadre will be protected in their parent Cadre.
                12 INCENTIVE FOR SERVING ON THE CHOICE OF "ANYWHERE IN STATE"
                • If a teacher opts for 'anywhere in the State' and is thereafter posted in a school in Morni Hills Area or Mewat District against a vacancy for which no teacher has opted, he/she will be paid additional 10% of the Basic Pay+D.A. duringthe said posting.
                DISCLAIMER
                These guidelines regarding transfer are meant essentially for the internal use of the Department and do not vest any teacher with any right to transfer.
                POWER OF RELAXATION OF GUIDELINES
                Notwithstanding anything contained in the policy, the Administrative Secretary, School Education, Haryana with the prior approval of the Chief Minister, Haryana, shall be competent to transfer any teacher to any place in relaxation of any or all of the above provisions after recording reasons
                justifying such relaxation.
                INTERPRETATION OF GUIDELINES
                Administrative Secretary, School Education shall be the sole competent authority to interpret above provisions and pass such order(s) as deemed Special appropriate and essential to facilitate the implementation of the policy for thepurpose of effect, control and administration of the department as a whole.
                16. SAFEGUARD AGAINST EXTRANEOUS INFLUENCE
                Teachers shall not bring in any outside influence. If such an influence from whichever source  spousing the cause of teacher is received it shall be presumed that the same has been brought in by the teacher. The request of such a teacher shall not be considered. Action may also be initiated against
                such a teacher under relevant Service Rules/ Employees Conduct Rules and an entry to this effect shall be made in his/her service record.
                The above transfer policy may be brought to the notice of all concerned for compliance.

                2. Main features new transfer policy 2016:
                i. Teachers who are members of State Cadre and District Cadre are liable to be transferred anywhere in the State and anywhere in the District respectively, at any point of time. Transfer to an opted zone/ school cannot be claimed as a matter of right.
                ii. This Transfer Policy shall be applicable w.e.f. academic session 2016-17
                iii. The Transfer Policy shall be applicable to all teaching Cadre Posts including Principals and Headmasters. Posts of Ministerial Cadre, Block Officers, District Officers, Principal DIETs shall not be covered under the policy.
                iv. While affecting transfers, the academic interest of students shall be supreme.

                3. Zoning of schools
                All Government Schools of every district shall be divided into following seven zones for the purpose of transfer of employees:

                Zone 1 Schools located within Municipal area of the City of District Headquarters.

                Zone 2 Schools located within the 10 KM radius starting from the boundary of Municipal Area of District Headquarters.

                Zone 3 Schools located in the City/ Town of Educational Block Headquarters except those which are co-located with District Headquarters.

                Zone 4 Schools located on the State Highways or National Highways between 10 K.M. to 15 K.M. outside the M.C. area of the District Headquarters.

                Zone 5 Schools located in the radius of 5 K.M. of Block Headquarters. Central point shall be Main Bus Stand of the City.

                Zone 6 Schools located between the radius of 5-10 K.Ms of Block Headquarters. Central point being the bus stand of the City.

                Zone 7 All remaining schools located in the farthest area and not covered in above categories.

                Zone 8 Anywhere in the State.

                Note:
                For districts i.e. Bhiwani, Faridabad, Fatehabad, Gurgaon, Hisar, Jhajjar, Mewat, Rewari, Sirsa, Sonepat and Yamunanagar where the above stated zoning is not suitably applicable, district specific zoning shall be as per Annexure-I.
                • 1.-  Zone 1 shall be known as uppermost category and zone 7 shall belowest category.
                • 2.-  If the location of a school falls in more than one Zones, it shall be considered as covered in       the Zone of upper category.
                • 3.-  DEOs and DEEOs shall be responsible to categorize the schools in Zones strictly on the basis of above parameters..
                • 4.- The one-time exercise of categorization of schools into zones shall be completed by all DEOs and DEEOs within one month of the notification of the policy.
                • 5.-  Zonewise list of schools, once finalized will be hosted on the website seeking objections before it is notified by the Government.
                • 6- Any subsequent alteration in categorization of schools, if required, will be made with the approval of the Government.
                4. Periodicity of the transfers
                General Transfers will be made only during the period decided by the State Government. However, transfers can be affected by the Government at any time during the year in cases of administrative exigency, transfer of spouses of employees of Departments/ Organizations of Government of Haryana and Central Government and on compassionate grounds for which advantage under para 6(iii) (b) has not been taken by the teacher. The reasons for transfers under these grounds should be recorded on file.
                5. GUIDING/BASIC PRINCIPLES for new transfer policy 2016:
                (i) Transfer/posting to the opted zone/school will not be claimed or treated as a matter of right
                (ii) There should be a clear cut availability of vacancy in the opted school.
                (iii) The option once availed and confirmed shall be final and can be changed only under the provisions of this Policy.
                (iv) No male teacher below the age of 50 years shall be posted in a Girls School.
                (v) With a view to transfer the teaching staff in excess of sanctioned/ assessed strength in a school to other school having requirement, the task of creating/ shifting sanctioned vacancies shall normally be carried out before General Transfers. In such restructuring, a teacher can be posted at a place where
                his/her services are required at a station nearest possible to his/her option in the zone of the choice. As and when his/her services are required in his/her opted school, he/she can be considered for that school.
                (vi) Unless protected under a provision of this Policy, every teacher completing 5 years continuous stay in a school can be transferred.
                (vii) In case no teacher gives an option for a particular school in which another teacher is occupying a post for a period of five or more years, such a teacher will be allowed to continue in his post beyond the permissible period of 5 years provided such post is not to be kept vacant as per provisions of para 7(ii) below.

                6. CRITERIA FOR DECIDING THE CLAIM AGAINST VACANCY:
                Decision of allotment to a vacancy shall be based on the total composite score of points earned by a teacher, out of 78 points as described below. The teacher earning highest points shall be entitled to be transferred against a particular vacancy.
                (ii) Age shall be the prime factor for deciding the claim of the teachers against a vacancy since it shall have weightage of 58 points, out of total 78 points.
                (iii) However, to take care of categories like women, women headed households, widows, widowers, differently abled persons, serious ailment, and teachers showing improvement in results, a privilege of maximum 20 points can be availed by the teachers of these categories (hereinafter to be referred as Special Category). The division of points shall be as given in para 6 (iii)(a) and 6 (iii) (b)

                B. Advantageous Category

                • Female marks=10 marks (10 points shall be given to female teachers)
                • Special Category female teachers =10 marks (Widow/ divorced/separated/unmarried female teacher more than 40 years of age/ wife of serving Military personal/ Paramilitary personal working outside the State/wife of Haryana Govt. Employees )
                • Special Category male teachers= 5 marks ( Widower (A male who has lost his wife and has not re-married) and has one or more minor children and/ or unmarried daughter(s)Eligible male widowers shall be given 5 points only. (in case of remarriage of self/ children becomingmajor/ daughter getting married, the employee will have to update his profile in the MIS and will not be eligible for this advantage any more)
                • Differently abled persons Vision/Locomotors /Deaf 86 Dumb= 20 Marks (40% to 60% disability = 10 Marks. Above 60% to 80% = 15 Marks Above 80% =20 Marks)
                • Serious ailment as notified- Self/Spouse/unmarried Children=10 marks (Certificate issued by AIIMS (Including its branches in Haryana), PGI Rohtak, PGI, Khanpur Kalan, Kalpana Chawla Medical College, Karnal, PGI Chandigarh and Duly Constituted Medical Board only.)
                • Differently abled or mentally challenged children (Women having Mentally challenged or 100% differently abled child)= 10 Marks (Women teachers having mentally challenged or 100% differently abled children shall be provided maximum 10 points.)
                • Well performing teachers= 5 Marks (Teachers giving good results in the last board exam.)For results, following shall be the criteria for entitlement of points:
                • 75% to 80 % = 1
                • 80% to 85% = 2
                • 85% to 90% = 3
                • 90% to 95% = 4
                • 95% to 100% = 5
                Note:
                1) Teachers entitled for weightage under "Special Category" shall be entitled to avail such parameters bearing maximum 20 points under this category.
                2) List of diseases to be considered under "Serious ailment" shall be notified in consultation with Health Department, Haryana.
                3). Number of teachers belonging to Special Category as defined in Para 6(iii) b above, posted in one school shall not exceed 50% of the total sanctioned strength. Therefore, the teachers shall not be considered for transfer in a school already having 50% staff of Special Category, even if they become eligible to be transferred to that school without availing the above mentioned privileges.
                4). For teachers teaching both 10 th and 12th classes, lowest of the two pass percentages will be taken for calculation of the privilege points.


                7. DEFINING VACANT POSTS:

                i) In the schools falling in Zone 1 to 5 all such posts shall be considered "vacant" which are either "vacant" or are "occupied by an incumbent for more than 5 years" and having sufficient workload but are not covered under the provision of para 7(ii) below. In the Schools falling in Zone 6 and 7, all posts which are "Vacant" and having sufficient load but are not covered under the provision of para 7(ii) below, shall be considered vacant only on the shifting of the occupant to a higher zone of option. However, posts occupied by the teachers retiring within next one year shall not be considered as "Vacant" in order to protect such teachers from transfer. But such posts can be treated as "Vacant" if such teacher has either opted for "Transfer" or he/she is being considered for transfer in administrative exigency. Posts occupied by the contractual/ guest teachers shall not be considered as "Vacant".
                ii) Since some vacancies will remain unfilled at every point of time, to avoid their concentration in some schools, proportionate distribution of vacancies among all schools will be maintained. Such posts shall be filled up from the pool of retired teachers to be created under a policy to be framed separately.
                iii) Teacher proceeding on leave (CCL, Maternity Leave, Earned Leave, Study Leave, Extra-ordinary leave) for six months or more shall be adjusted against a vacant post in a school of his/her choice within the zone against vacancy available before return from leave prior to his/her joining. However, in case of non-availability of vacancy in the same zone, the teacher shall be considered for another zone of his/her choice and so on.

                8. APPROACH TO BE ADOPTED:


                1. Keeping in view the criteria mentioned in Para 7 above, school wise vacancies will be assessed before carrying out the transfer exercise.
                2. Since zones are divided in such a way that service rendered in rural areas can also be taken care of automatically, on first appointment of an employee his/her appointment will be considered for such zone which falls in rural area.
                3. Teachers, who have already completed the span of five years' stay in zone 1 or/and 2, shall not be entitled to opt for the respective zone(s), whichever is applicable. However, teachers having one year or less in retirement shall be exempted from this condition.
                4. State Cadre teachers shall be able to select zones of various Districts but choice of one zone shall be limited to one district only. For example if a State Cadre Teacher selects zone 1 of Ambala District, he/she shall not be entitled to select zone 1 of Panchkula or other District. However, he/she shall be able to select zone 2 of any other district and so on.
                5. All teachers shall be asked to select the zones in order of his/her preference across districts. They shall further opt sufficient number of schools in order of preference within each zone so that their claim could be considered against multiple vacancies within a zone. The exercise shall be repeated till the completion of exercise or opting out voluntarily by the teacher. The option of zone shall be taken once in the whole career of teacher and can only be changed under the provisions of this Policy. However, option of schools within the opted zone shall be taken as and when transfer exercise is to be carried out or decided by Govt. from time to time.
                6. Teachers joining first time on direct recruitment/promotion shall also be asked to give their option of zone. While giving their option, they shall not select that zone of higher category (Category 1-5) again, in which they have already served for a period of five years or more. However, they can give option for these zones, if their already served period falls short of five years for one year or more.
                7. Teachers joining the department on repatriation from U.T. Administration or other States or other department of the State Government, where they were on deputation or on inter-departmental adjustment, shall also be asked to give their option of zone/ school as per policy. 
                8. Teachers not interested to opt schools in higher zones ( zone 1 and 2) and wanting to stay in the zone of lower category in which they are working, can exercise the option for other schools located in that zone.
                9.  There shall be 8th choice of "Anywhere in the State/District" which could be utilized by the Department at any point of time. This option shall be optional. Teachers shall be entitled to change the option after every 10 years or as decided by Govt. from time to time. Teachers giving choice for posting "Anywhere in the State" will fill up option for other Zones also including zone 6 and 7.
                10. Minimum stay for seeking transfer from lower Zone to upper Zone shall be three years and be also subject to availability of vacancy.
                11. In administrative exigency, the Department shall be at liberty to post any teacher at any of the choices given by him/her, irrespective of preference given. All teachers who are "teachers without requisite workload" shall compulsorily be shifted from their place of posting even if they have not completed their tenure in that school. The Department shall be at liberty to post them on any of the choices given by them irrespective of preference.
                12. Unmarried female teachers shall be given a chance to change options after their marriage, within two months, subject to the fulfilment of other conditions. Further married female teachers shall also have an opportunity to change their option in case of the death of husband or in case of Legal Divorce from husband. A Male teacher shall also be given the opportunity to change his option in case of death of his wife.
                13. Teachers due for retirement within next one year will not normally be considered for transfer except Administrative exigency or on their own request.
                14. To ensure uninterrupted NCC program in the schools having NCC units, the department will arrange training for the teacher who will replace the Associate NCC Officers (ANO), in consultation with the NCC battalion. This exercise shall ensure large number of NCC trained teachers.

                    9. MECHANISM TO BE ADOPTED

                    1. Every teacher will be responsible for the accuracy and regular updation of data in the MIS in respect of his/ her credentials. In case he/she notices any discrepancy, he/she will get it rectified by adopting due procedure after producing the relevant evidences before the competent authority. He/she shall be responsible for updation of profile as and when any status is changed.
                    2. All the options once exercised will be available for view to all concerned teachers in their login. As and when Government decides to carry out General Transfers, all such options of those teachers who have completed five years at one school will be considered automatically as per policy parameters.
                    3. Teachers dislocated from their schools and not finding any school of their choices, shall be allocated to a school anywhere in the State.
                    4. Teachers on fresh appointment/ promotion shall be considered for appointment against vacancies not-occupied by any incumbent across zones. However, allocation shall be made on the basis of their choice and in accordance with score obtained by them allocating the least scorer to the lowest zone and going upwards.
                    5. The exercise shall be carried out through Application Software. However, 1% cases shall be checked manually on random basis.
                    10. POST TRANSFER EXERCISE:

                    1. All Transfers shall be implemented within seven days of their issuance. The copy of transfer orders shall be sent to the Treasury Officer concerned with a request not to draw the salary of such transferred teacher from the institution he/she has been transferred.
                    2. The teachers transferred on administrative grounds will not be transferred back to same school from where they were transferred out on the administrative grounds. However, on completion of the tenure of five years in that school, he/she can be considered for other school of his/her zone.
                    3. Aggrieved teachers can represent to the competent authority within 15 days of issuance of orders, subject to fulfilment of condition mentioned in para 10(i) above. Their representation shall be considered in accordance with the Policy and appropriate decision shall be conveyed to him/her within 15 days.

                    11. OUT OF CADRE TRANSFER
                    (i) Teachers appointed in "Mewat" Cadre shall not be considered for "Out-of Cadre transfer". Similarly teachers not belonging to "Mewat" Cadre and working in Mewat shall not be transferred from there unless their replacement is provided.

                    (ii) Employees (e.g. JBT and C&V being District cadre) can be considered for transfer out of Cadre (Inter district) on request in accordance with the policy to be framed to this effect or in public interest.

                    (iii) Seniority of those teachers who belong to other cadres and opt for posting/transfer on willingness to "Anywhere in the State", will be protected in their parent Cadre.

                    12. INCENTIVE FOR SERVING ON THE CHOICE OF "ANYWHERE IN STATE"
                    If a teacher opts for 'anywhere in the State' and is thereafter posted in a school in Morni Hills Area or Mewat District against a vacancy for which no teacher has opted, he/she will be paid additional 10% of the Basic Pay+D.A. during the said posting.
                    13. DISCLAIMER
                    These guidelines regarding transfer are meant essentially for the internal use of the Department and do not vest any teacher with any right to transfer.
                    14. POWER OF RELAXATION OF GUIDELINES
                    Notwithstanding anything contained in the guidelines, the Administrative Secretary, School Education, Haryana with the prior approval of the Chief Minister, Haryana, shall be competent to transfer any teacher to any place in relaxation of any or all of the above provisions after recording reasons justifying such relaxation.
                    15. INTERPRETATION OF GUIDELINES
                    Administrative Secretary, School Education shall be the sole competent authority to interpret above provisions and pass such order(s) as deemed appropriate and essential to facilitate the implementation of the guidelines for the purpose of effect, control and administration of the department as a whole.
                    16. SAFEGUARD AGAINST EXTRANEOUS INFLUENCE
                    Teachers shall not bring in any outside influence. If such an influence from whichever source espousing the cause of teacher is received it shall be presumed that the same has been brought in by the teacher. The request of such a teacher shall not be considered. Action may also be initiated against
                    such a teacher under relevant Service Rules/ Employees Conduct Rules and an entry to this effect shall be made in his/her service record.
                    The above transfer policy may be brought to the notice of all concerned for compliance.
