MAPPING OF SCHOOLS AND NEIGHBORHOOD:-
The school education network has reached a
fairly satisfactory level. High school and senior
secondary level schooling facilities are available
within the radius of 1.52 KM and 2.28 KM. But
there are habitations without Secondary
Schooling. To track these gaps the State has
initiated School level Mapping with regard to
distance and availability in villages and wards. For
this purpose the department has purchased 21
GPS devices (one for each district) through
HARSAC, Hisar. The necessary training has been
imparted at the District level and work to collect
GPS Coordinates of the Schools has been started.
The HARSAC shall analyze the data and point out
the gap areas where new schools need to be
opened to address the gaps. The project is likely to
be completed by end of June 2011.

The Govt. has taken the following decisions regarding the issues relating to the
teachers engaged on the guest faculty basis:-
1 Female Guest Teachers' would be entitled to get three months maternity leave with
pay.
Female guest teachers would be allowed to change district in case of their marriage
or for any other unavoidable circumstances.
12 Casual Leaves would be admissible to guest teachers in the Calendar year instead
of one Causal leave per month.
Instead of following a period of six months teaching experience for adjustment of
guest teachers. 220 days of teaching would be considered and that period would be
counted as a year
As regards guest teacher policy/instructions issued from time to time will be
followed

पंजाब के 6500 शिक्षक

चंडीगढ़. भूखे पेट पढ़ाने की नौबत तो शायद अब तक नहीं है, लेकिन अगर यही हाल रहे तो ऐसा होने में भी देर नहीं लगेगी। ये हालत पंजाब के उन 6500 शिक्षकों की है, जिन्हें चार महीने पहले सर्वशिक्षा अभियान के तहत भर्ती किया गया है। इनसे काम तो पूरा लिया जा रहा है पर सैलरी नहीं दी जा रही। चार माह से ये शिक्षक सरकारी स्कूलों में मुफ्त पढ़ा रहे हैं।

विभाग के आला अधिकारियों का तर्क है कि केंद्र सरकार से सर्वशिक्षा अभियान के तहत अध्यापकों के वेतन और अन्य खर्चो के लिए फंड अभी आया ही नहीं है। इन शिक्षकों की सैलरी 16000 रुपये प्रतिमाह है। चार माह से वेतन न मिल पाने के कारण शिक्षकों को परेशानियों का सामना करना पड़ रहा है।

पंजाब के डायरेक्टर जनरल (स्कूल) बी पुरुषार्थ का कहना है कि शिक्षकों को वेतन न मिलने का मुख्य कारण केंद्र सरकार से आने वाले फंड में देरी होना है। उन्होंने यह भी कहा कि इसके लिए केंद्र सरकार से करीब 1050 करोड़ रुपये आने वाले हैं, जिसमें एक सप्ताह लग सकता है। उन्होंने आश्वासन दिया कि इन शिक्षकों को सात दिनों में सैलरी मिल जाएगी। हम अपनी तरफ से पूरी कोशिश कर रहे हैं, शिक्षकों को फिलहाल शांत रहना चाहिए।

सरकार चुप

वित्त विभाग को शिक्षकों को सैलरी के संबंध में कई बार गुहार लगाई है, लेकिन विभाग ने किसी भी पत्र का जवाब नहीं दिया। सरकार इस बारे में कुछ भी कहने को तैयार नहीं है।

संघर्ष करेंगे

जिन शिक्षकों को सैलरी नहीं मिली है, उन्होंने संघर्ष शुरू करने की चेतावनी दी है। ईटीटी टीचर्स यूनियन के प्रधान जसविंदर सिंह का कहना है कि शिक्षकों को बिना वेतन दिए चार माह से काम कराया जा रहा है। अब संघर्ष का रास्ता ही बचा है।

पीटीए शिक्षकों का मामला: ‘पॉलिसी नहीं चाहिए, हमें नियमित करो’

शिमला.शिक्षकों की नियुक्ति को लेकर ‘फिक्स्ड पॉलिसी’ का मांग कर रहे पीटीए शिक्षाक अब सीधे नियमितीकरण की मांग पर अड़ गए हैं। पीटीए शिक्षक संघ ने अब सरकार के खिलाफ मोर्चा खोलने का निर्णय लिया है। प्रदेश में पीटीए शिक्ष संघ के सदस्यों की संख्या 6808 है।

शिक्षक अब आगामी रणनीति के लिए मुख्यमंत्री के गृह जिला हमीरपुर में 12 जून को राज्यस्तरीय बैठक करेंगे। बैठक में प्रदेश के सभी ब्लॉक, जिला एवं राज्य कार्यकारिणी सदस्य भाग लेंगे। ताजा घटनाक्रम में संघ के राज्य अध्यक्ष विवेक मेहता को नव गठित सर्व कर्मचारी महासंघ का प्रभारी एवं प्रेस सचिव नियुक्त किए जाने से पीटीए शिक्षक संघ के आंदोलन को नई ऊर्जा मिली है।

मेहता ने कहा है कि पीटीए शिक्षकों की लगातार अनदेखी हो रही है। तीन लाख कर्मचारियों के सर्व कर्मचारी महासंघ का साथ मिलने से पीटीए शिक्षक संघ में काफी जोश है। पॉलिसी के साथ नियमितीकरण का मुद्दा भी गूंजेगा। वहीं, चंबा और कुछ अन्य जिलों से सेवा से हटाए गए 45 शिक्षकों को जल्दी एडजस्ट करने के मुद्दे पर भी सरकार पर दबाव बनाया जाएगा।
