आज AG to Haryana Govt ने कोर्ट में आकर अपनी statement record करवा दी कि आज शाम तक पूरी होने वाली interview process में जितने ineligible candidates मिलेंगे उनको बाहर करके दो गुना तक eligible candidates को बुलाया जाएगा तथा उनको बुलाने का schedule मंगलवार तक साईट पर डाल दिया जाएगा|

जेएनएन, अंबाला। प्रदेश में विभिन्न श्रेणियों के 6874 पीजीटी की भर्ती का मामला पंजाब एवं हरियाणा हाईकोर्ट में पहुंच गया है। इससे इस भर्ती के लटक जाने की संभावना है। विभिन्न जिलों के शिक्षकों ने भर्ती में मापदंडों के उल्लंघन का आरोप लगाते हुए इस पर रोक लगाने की मांग की है। हाई कोर्ट ने हरियाणा सरकार से इस पर 8 नवंबर को जवाब दाखिल करने काे कहा गया है।
इन शिक्षकों ने अपनी याचिका में कहा है कि हरियाणा कर्मचारी चयन आयोग ने भर्ती के लिए निकाले गए विज्ञापन में स्पष्ट लिखा था कि एचटेट (हरियाणा शिक्षक पात्रता परीक्षा) में पास उम्मीदवार ही साक्षात्कार के योग्य होंगे। आयोग ने जब साक्षात्कार के लिए बुलाया तो ऐसे उम्मीदवारों को भी बुला लिया जो स्क्रीनिंग में तो पास हो गए लेकिन एचटेट में फेल हो गए थे।
याचिका में कहा गया है कि जून 2015 में हरियाणा कर्मचारी चयन आयोग ने शिक्षकों के पदों के लिए विज्ञापन जारी किया था। इस विज्ञापन में पदों सहित विभिन्न शर्तों का भी उल्लेख किया गया था। इनमें एक शर्त यह भी थी कि साक्षात्कार के लिए एचटेट पास उम्मीदवार ही योग्य होगा। अक्टूबर 2015 में एचटेट का पेपर किन्ही कारणों से रद कर दिया गया। यह बाद में फरवरी 2016 में लिया गया।
उम्मीदवारों की संख्या ज्यादा होने के कारण सरकार ने भर्ती के लिए एक स्क्रीनिंग टेस्ट रखा। फरवरी में एचटेट की परीक्षा हुई और मार्च में स्क्रीनिंग टेस्ट हुआ। स्क्रीनिंग टेस्ट के समय एचटेट का रिजल्ट जारी नहीं किया गया था। जुलाई माह में एचटेट का भी रिजल्ट घोषित कर दिया गया और सरकार ने नोटिफिकेशन जारी कर कहा कि जिन लोगो का एचटेट पास हो चुका है वे आनलाइन अपलोड कर दें।
इसके बाद पेंच तब फंस गया जब कई आवेदक स्क्रीनिंग टेस्ट पास कर लिए थे लेकिन एचटेट में फेल हो गए थे। इसी को आधार बनाते हुए सतीश कुमार व अन्य ने हाईकोर्ट में याचिका दायर की। इस मामले में न्यायालय ने जवाब मांगा था जिसमें सरकार की तरफ से दलील दी गई कि स्क्रीनिंग के रिजल्ट में टॉपर को ही साक्षात्कार के लिए बुलाया गया है। हालांकि, याचिकाकर्ता ने कहा कि स्क्रीनिंग टेस्ट में जो पास हुए हैं उनके नंबर पूरी तरह से स्पष्ट नही हैं।

आज पीजीटी मैथमेटिक्स का केस फ़ाइल हो गया जिसमे कोर्ट ने माना है कि 2 टाइम्स का फार्मूला तो अच्छा है पर 2 टाइम्स में अयोग्य लोगों के कारण एलिजिबल कैंडिडेट्स मेरिट में नही आ रहे हैं।इससे एलिजिबल मेरिट में आने वाले कैंडिडेट्स को नुकसान हो रहा है।सरकार को नोटिस जारी. कल main केस के साथ होगी सुनवाई।

The application filed on behalf of the petitioners is produced in

scheduled to be held from 07.11.2016 and the fact that in the application,
list of 44 candidates has been mentioned which have not qualified the
HTET which is a condition precedent of appointment as a PGT
(Mathematics) teacher and other subjects. The names of these 44 candidates
find mention in the result of the written examination at Annex P-7 published
by Haryana Staff Selection Commission. It is argued that if the selection
the process is allowed to continue without an intervention of Court ineligible
persons will be finally ousted out to the benefit and undue advantage of
other candidates by application of the formula by calling twice the number
of vacancies. It is argued that the formula adopted in notes found at pages
24, 30, 31, 46 and 47 of the paper book is a good formula but in actual
practice it is being abused to bring less meritorious candidates into the
selection.
The Registry is directed to number the application and attach at
the appropriate place. The application is returned for filing. An advance copy
has been given to Ms. Goyal.
List the application on 04.11.2016 along with the main case for
Ms. Goyal to seek instructions on the grounds raised in this petition.
It may also be explained as to how 33% horizontal reservation for
women will be worked out by the formula of calling candidates twice the
number of vacancies when no separate result of women's reservation has
been published or uploaded on the official website.
To be shown in the urgent list.
A copy of this order be given to Ms. Goyal attested by the Bench
Secretary.
