HIRING OF TEACHING STAFF FOR AAROHI MODEL SCHOOLS IN HARYANA
The state of Haryana has set up 36 Special Schools called AAROHI MODEL SCHOOLS in
the Educationally Backward Blocks (EBB) of the state. These are progressive, secular, child
centered co-educational schools committed to providing quality education. These schools have
been setup under the Central Govt. Scheme of Creation of 6000 Model Schools in EBB’s. These
schools are operated by individual societies headed by the Deputy Commissioner of the District.
The list of schools can be downloaded from the website
www.schooleducationharyana.gov.in
Applications are invited for the post of one Principal each for all schools and various
teaching posts of Post Graduate Teacher (PGT) in each school as per the table below. All
applicants must give three choices of institutions in the order of preference in the application form.
Allotting the station will be the discretion of the appointing authority and will be primarily based on
the merit. All applications have to be filed online at
www.schooleducationharyana.gov.in
Candidates should keep a printout of their online application for their record. Last date for filing
online application is 28-Oct- 2011.
The detailed guidelines, academic qualifications and other selection criteria are mentioned
in the ‘Aarohi Guidelines’ document that can be downloaded from the website.

Training (SCERT) Opposite Panchayat Bhawan, Sohna Road, Gurgaon-122001, 10:00am onwards

जेईई-2012 में ऑनलाइन आवेदन 31 अक्टूबर से

कोटा.15 भारतीय प्रौद्योगिकी संस्थानों, आईटी बीएचयू वाराणसी और आईएसएम धनबाद में प्रवेश के लिए संयुक्त प्रवेश परीक्षा (जेईई-2012) अगले साल 8 अप्रैल को होगी।

शनिवार को जारी अधिसूचना के अनुसार इसकी ऑनलाइन आवेदन प्रक्रिया 31 अक्टूबर से 10 दिसंबर तक चलेगी, जबकि ऑफलाइन फॉर्म 11 नवंबर से 5 दिसंबर तक केनरा बैंक की शाखाओं में मिलेंगे। इस बार जेईई में देशभर के 6 लाख से ज्यादा परीक्षार्थियों के भाग लेने का अनुमान है। इस बार जेईई के परीक्षा शुल्क में परिवर्तन किया गया है।

सामान्य वर्ग के छात्रों के लिए ऑनलाइन आवेदन शुल्क बढ़ाकर 1600 रु. और ऑफलाइन शुल्क 1800 रु. कर दिया गया है। आरक्षित वर्ग के छात्रों के लिए यह शुल्क क्रमश: 800 एवं 1000 रु. होगा।


सभी छात्राओं को ऑनलाइन आवेदन निशुल्क और ऑफलाइन फॉर्म 200 रु. में मिलेंगे।

लगातार चौथे साल कोटा में सेंटर नहीं

जेईई सेंटर के लिए किए गए तमाम प्रयासों के बावजूद कोटा में इस बार भी परीक्षा केंद्र बहाल नहीं किया गया है। 2008 के बाद से यहां से परीक्षा केंद्र हटा लिया गया था। राज्य के 4 शहरों जयपुर, जोधपुर,अजमेर और बीकानेर में ही परीक्षा केंद्र बनाए गए हैं।

ब्लैक पेन से भर सकेंगे आंसर शीट

जेईई, 2012 के पेपर में परीक्षार्थियों को पेंसिल की बजाय अब ब्लैक बॉल पाइंट पेन से आंसर शीट भरनी होगी।

पहली बार सब्जेक्टिव कटऑफ निर्धारित

आईआईटी संयुक्त प्रवेश बोर्ड ने जेईई, 2012 में छात्रों की सुविधा के लिए सब्जेक्टिव कटऑफ घोषित किया है। जेईई चेयरमैन प्रो.जी बी रेड्डी के अनुसार, सामान्य वर्ग के लिए विषयवार कटऑफ 10 फीसदी और तीनों विषयों का कुल कटऑफ 35 फीसदी निर्धारित किया गया है, जबकि ओबीसी में यह कटऑफ क्रमश: 9 फीसदी व 31.5 फीसदी और एससी, एसटी वर्ग के लिए क्रमश: 5 फीसदी व 17.5 फीसदी कटऑफ रहेगा।

टेट प्रमाण-पत्र अटकने से हो रही है थर्ड ग्रेड भर्ती परीक्षा में देरी

जयपुर.शिक्षक पात्रता के लिए हाल हुई टेट के प्रमाण-पत्र अटकने से अब थर्ड ग्रेड भर्ती परीक्षा में भी देरी हो रही है। कोर्ट के आरक्षित वर्ग के अभ्यर्थी के संबंध में दिए गए दिशा-निर्देशों के बाद राजस्थान माध्यमिक शिक्षा बोर्ड ने फिलहाल इन प्रमाण-पत्रों को रिलीज करने पर रोक लगा रखी है।

थर्ड ग्रेड भर्ती परीक्षा का आयोजन पंचायतीराज विभाग जिला स्तर पर करेगा। फिलहाल परेशानी इस बात को लेकर आ रही है कि बिना प्रमाण पत्र हासिल किए छात्रों को किस आधार पर इस परीक्षा में बैठने की छूट दी जाए।

हालांकि इस बात की पूरी संभावना है कि कानूनी प्रक्रियाओं को पूरी करते हुए जल्द ही छात्रों को प्रमाण-पत्र जारी किए जाएंगे। थर्ड ग्रेड परीक्षा में प्रदेशभर में करीब 4-5 लाख छात्रों के बैठने की संभावना है। परीक्षा के लिए पंचायतीराज विभाग ने पाठ्यक्रम भी घोषित कर दिया है

तीन बार गलती पर ड्राइविंग लाइसेंस होगा रद्द

गुड़गांव। साइबर सिटी की सड़कों को सुरक्षित बनाने के उद्देश्य से गुड़गांव पुलिस ने शुक्रवार को ‘रेसपैक्ट दि रोड, डोन्ट ड्रिंक एंड ड्राईव’ अभियान की शुरूआत की। पुलिस की ओर से शुरू किए गए इस अभियान के पीछे मुख्य उद्देश्य शराब पीकर वाहन चलाने वालों पर शिकंजा कसना है। साथ ही सड़क दुर्घटनाओं में होने वाले जानमाल के नुकसान के प्रति आम जनता को जागरूक करना है। पुलिस आयुक्त ने कहा कि अगर कोई भी वाहन चालक टै्रफिक नियमों को तोड़ते हुए तीन पर पकड़ा जाता है तो उसका लाईसेंस रद्द हो सकता है।
अभियान की शुरुआत करते हुए पुलिस आयुक्त एसएस देशवाल ने कहा कि टै्रफिक प्रबंधन में सबसे महत्वपूर्ण नागरिकों को शिक्षित करना है। गैर जिम्मेदार वाहन चालक सड़क पर चलते फिरते बम के समान हैं। वे स्वयं के अलावा पता नहीं कितने व्यक्तियों का नुकसान कर सकता है। उन्होंने कहा कि यह कार्यक्रम लोगों को सड़क दुर्घटनाओं से बचने के लिए प्रेरित करेगा। इसके अंतर्गत युवाओं, कामकाजी व्यक्तियों तथा सबसे ज्यादा और महत्वपूर्ण स्कूली बच्चों को टै्रफिक नियमों के पालन से होने वाले फायदों के बारे में जागरूक किया जायेगा। उन्होंने कहा कि भारत की सड़कों पर वैश्विक स्तर के मुकाबले १० गुना ज्यादा दुर्घटनाएं होती हैं। अभियान के दौरान नियमों को तोड़ने वाले वाहन चालकों के ड्राईविंग लाईसेंस को पुलिस द्वारा पंच किया जायेगा। ऐसे में अगली बार यदि वह व्यक्ति फिर से नियम तोड़ता पकड़ा गया तो उसकी पहले की गलतियों का पता चल जाएगा। तीन बार गलती करते पकड़े जाने पर उसका लाइसेंस रद्द किया जा सकता है।

Both the Public Interest Litigations have been filed seeking the
intervention of the court in the matter of confirmation of Teachers,
Lecturers, Head Masters and Principals in different schools who have
completed their probation period long back. Co-incidentally the petitioners
in both the cases also seek their own confirmation in service on the ground
that they are similarly situated to a large number of persons on whose behalf
the present Public Interest Litigations have been filed.
Though an element of personal interest is evident insofar as the
petitioners themselves are concerned, however, having regard to the larger
issue involved and also the stand taken by the State in the reply filed today
in the court, we are of the view that the personal interest of the petitioners
should not come in the way of adjudication of the writ petitions.
In the reply filed by the Assistant Director, HRG-1 of the office
of the Director, School Education Haryana it has been stated that by order
10.2.2011 the services of 373 Principals have been confirmed and by
another order dated 24.1.2011 similar confirmations have been made in
respect of 511 Head Masters. In the aforesaid reply, the respondents have
also stated that by order dated 21.4.2009 confirmation order in respect of
6410 Lecturers have been issued and the process of confirmation of
Masters and C&V Teachers is under active consideration of the department
and necessary orders will be issued shortly.
In view of the aforesaid stand taken by the respondent-State in
the reply filed, we are of the view that both the writ petitions should be
disposed of by directing that the confirmation process in respect of Masters
and C&V Teachers alongwith Lecturers, Head Masters and Principals, in
respect of whom confirmation orders are yet to be passed, shall be
completed by the respondent-State, after due verification, within a period of
four months from today.
Both the Public Interest Litigations are disposed of in the above
terms.

Number of petitioners working as JBT teachers and as on
other posts have approached this Court through different writ
petitions to challenge the order passed by the respondent-
Government to withdraw the bunching increments earlier granted to
them and thereafter, directing recovery of the paid excess amount
from their pay and allowances. The petitioners have, thus, not only
challenged the action of the respondent-Government in withdrawing
bunching increments but have also made a grievance in regard to the
recovery as ordered on the support of the ratio of law laid down in

. In some of the cases, reply has been filed, whereas pleadings

together through a common order. For the ease of discussion and
order, the facts have been taken from Civil Writ Petition No.19799 of
2010, titled as “Raj Singh Malik & others Vs. State of Haryana &
others”.
As per the averments, on the recommendation of the 6
th
Pay Commission, the State had introduced revised pay scales w.e.f.
1.1.2006 through a notification dated 30.12.2008. The pay of the
petitioners (in this writ petition) was, accordingly, fixed in the revised
pay scale of
Petitioners No.1 to 5 were drawing their basic pay of
pre-revised pay scale of
and dearness allowance of
the upgraded revised pay scale of

increments. Similar calculations are also given in respect of
petitioners No.6 to 26.
It is stated that the respondents had earlier fixed the pay
of the petitioners by granting the benefit of bunching as provided
under proviso of Rule7(1)(A) in Haryana Civil Services (Revised Pay)
Rules 2008 (for short '2008 Rules') issued vide notification dated
30.12.2008. Subsequently, however, Financial Department had
issued a letter on 14.6.2010 and through it, the benefit of bunching
has been withdrawn besides directing recovery from the pay of the
petitioners. Respondent No.4, accordingly, refixed the pay of the
`9300-34800+ pay band 4200 w.e.f. 1.1.2006.`5250/- in the`4500-125-7000/-, dearness pay of `2625/-`1890/-. This worked out to `9765/- in`9300-34800+ pay band 4200. By`14340/- as on`11020/- + 4200/-=15220/-.

petitioners and had directed recovery.
Mainly, it is stated that this action has been taken without
affording any opportunity of hearing to the petitioners and thus, this
order, which results in effecting recovery from the pay and
allowances of the petitioners, is passed in violation of principle of
natural justice. It is stated that there was no misrepresentation or
fraud on the part of the petitioners and as such the amount, if paid in
excess, in any manner cannot be recovered as per the ratio of law
laid down in
Sahib Ram's case(supra).
Reference is also made to the earlier case, where similar
controversy regarding grant of bunching increments and withdrawal
thereof had been considered by a Division Bench of this Court in the
case of
order, whereby the increments had been withdrawn after having been
granted.
The bunching increment is regulated by Rule 7, which
relates to fixation of pay in the revised scale even in the Rules of
2008. The rule of fixation of initial pay in the revised scale is
contained in Rule 7. The proviso under the earlier rule read as
under:-
“Provided further that where in the fixation of pay,
the pay of Government servants drawing pay at
more than four consecutive stages in an existing
scale gets bunched, that is to say, gets fixed in the
revised scale at the same stage, the pay in the
revised scale of such of these Government
servants, who are drawing pay beyond the first four
consecutive stages in the existing scale shall be
stepped up to the stage where such bunching

occurs, by the grant of increments in the revised
scale.”
In 2008 Rules, also proviso is identically worded and is as
under:-
“Where, in the fixation of pay, the pay of
Government servants drawing pay at two or more
consecutive stages in an existing scale gets
bunched, that is to say, gets fixed in the revised pay
structure at the same stage in the pay band, then,
for every two stages so bunched, benefit of one
increment shall be given so as to avoid bunching of
more than two stages in the revised running pay
bands. For the purpose, the increment will be
calculated on the pay in the pay band. Grade pay
would not be taken into account for the purpose of
granting increments to alleviate bunching.”
The counsel for the petitioners, accordingly, contends that
the bunching increment was allowed to the petitioners on the basis of
this proviso, which is identical in both the Rules and hence, the
action of the respondents in withdrawing the bunching increments
would be illegal in view of ratio of law laid down in
case(supra)
Mr. Rathee, however, would join issues with the counsel
for the petitioners. By referring to the reply filed in the writ petition,
Mr. Rathee contends that in the amended Rules, Note 2 has been
incorporated in the Rules itself, which is as under:-
indicated in Part B of the First Schedule to these
Rules, the fixation of pay in the applicable pay band
will be done in the manner prescribed in accordance
with clause A(i) and (ii) of Rule 7 by multiplying the

existing basic pay as on 01.01.2006 by a factory of
1.86 and rounding the resultant figure to the next
multiple of 10. The Grade pay corresponding to the
upgrade scale as indicated in column 6 of the
Part-B of the First Schedule will be payable in
addition. Illustration 4 in this regard is in
Explanatory Memorandum of these rules.”
As per Mr. Rathee, the position that was considered and
was applicable in the case of
the present case as earlier the bunching increment was withdrawn on
the basis of executive instructions but in the present case this is
being done on the basis of rule position that this order has been so
passed.
Be that as it may, the fact remains that the action to
withdraw the bunching increments is ordered without following the
principle of natural justice. The issue whether a recovery can be
ordered in view of law laid down in
also arise in this case. Since this order has been passed without
issuing show cause notice to the petitioners, certainly, it can be
viewed that the order would suffer from violation of principle of
natural justice. Even if these increments are to be withdrawn on the
basis of rule position as contained in the amended Rules, the
respondents can be expected to issue show cause notice before
passing any order adverse to the interest of the petitioners. It can be
urged that if the position was so clear in the Rules in the form of a
Note then why at the first instance, the Government had decided to
allow the bunching increments. Once the bunching increments were
allowed being fully conscious about the rule position contained in the
amended rules, withdrawal thereof could not have been ordered

without following the principle of natural justice. The issue of recovery
would also have to be considered by the Government in terms of the
law laid down in
In view of the above, the present writ petitions are
disposed of on the short ground without going into the challenge
raised by the petitioners on merit. The impugned orders are set aside
due to violation of principle of natural justice. The case would go
back to the respondents and they are granted liberty to issue a show
cause notice to the petitioners and after obtaining their reply can
pass fresh order in accordance with law. It would be appropriate if
the respondents pass a well reasoned order making the petitioners
understand as to how they are not entitled to the bunching
increments and how the ratio of law laid down in
case (supra)
still feel aggrieved against any order so passed, they would be at
liberty to approach any appropriate to determine for redressal of their
grievance.
At this stage, counsel for the petitioners point out that
impugned orders have been passed by respective BEO/DEEO. In
this background, it would be appropriate to direct that the show
cause notices are issued to all the petitioners even by BEO/DEEO,
but, thereafter, the order be passed by the Director (Primary) DPI to
maintain uniformity.

राजस्थान: तीन माह में भरे जायेंगे 50 हजार शिक्षकों के पद

जयपुर.शिक्षा मंत्री मास्टर भंवरलाल मेघवाल ने कहा है कि राज्य में अगले तीन माह में शिक्षकों के 50 हजार खाली पदों पर नियुक्तियां कर दी जाएंगी। उन्होंने शिक्षा के अधिकार कानून के तहत जन-जागरूकता और सामुदायिक प्रयासों को बढ़ावा देने के मकसद से प्रधानमंत्री द्वारा आगामी 11 नवंबर से शुरू किए जा रहे ‘शिक्षा का हक’ राष्ट्रीय अभियान की सफलता के लिए प्रदेश की ओर से पूरे समर्थन का भरोसा दिलाया है।

बुधवार को दिल्ली में केंद्रीय मानव संसाधन विकास मंत्री कपिल सिब्बल की अध्यक्षता में ‘शिक्षा का हक’ अभियान के संबंध में जन-जागरूकता एवं सामुदायिक प्रयासों को बढ़ावा देने के लिए आयोजित शिक्षा मंत्रियों के सम्मेलन में मेघवाल ने बताया कि देश में शिक्षा का अधिकार कानून को लागू करने वाला राजस्थान अग्रणी प्रदेश है।

‘चाइल्ड ट्रेकिंग सर्वे अभियान’ चला कर स्कूलों में नहीं जा रहे 6 से 14 वर्ष के चिन्हित किए गए 12 लाख बच्चों में से 9 लाख बच्चों को स्कूलों में भेजना शुरू किया गया है।

उन्होंने मांग की है कि राजस्थान जैसे रेगिस्तान प्रधान प्रदेश जहां आदिवासी, पहाड़ी एवं मरू स्थलीय क्षेत्रों में छितराई हुई आबादी अधिक है, वहां सर्व शिक्षा अभियान के मापदंडों में शिथिलता प्रदान की जानी चाहिए। मेघवाल ने बताया प्रदेश में स्कूलों की मेंपिग का काम भी किया जा रहा है जिससे प्राथमिक और उच्च प्राथमिक विघालय किस क्षेत्र में खुलने चाहिए इस कार्य में मदद मिल सकेगी।
