सरकार बताए कब तक होगी नियमित कंप्यूटर टीचर की भर्ती
चंडीगढ़ : हरियाणा में कंप्यूटर शिक्षकों की नियुक्ति को लेकर दायर याचिका पर सुनवाई करते हुए हाई कोर्ट ने हरियाणा सरकार से पूछा है कि वह कोर्ट को बताए कि राज्य में नियमित कंप्यूटर शिक्षकों की भर्ती कब होगी। साथ ही कोर्ट ने कहा कि जब तक नियमित भर्ती नही होती क्यों न इन शिक्षकों को काम करने दिया जाए। हाईकोर्ट ने सरकार को इस मामले में 23 नवम्बर तक जवाब देने को कहा हैं। 1मामले में कैथल निवासी अर्चना ने हाई कोर्ट में याचिका दायर कर हरियाणा सरकार द्वारा हटाए गए कंप्यूटर शिक्षकों को दोबारा रखने को चुनौती दी थी। याचिका के अनुसार हरियाणा सरकार ने प्रदेश के स्कूलों में कंप्यूटर शिक्षा देने के लिए तीन प्राइवेट कंपनियों को ठेके अलॉट किए थे। इन कंपनियों की स्कूलों में कंप्यूटर शिक्षा से जुड़ी सभी सुविधाएं व स्टॉफ देने की जिम्मेदारी थी। मगर 2013 में शर्त पूरी नहीं करने पर सरकार ने ठेका रद कर दिया। बाद में यह मामला आर्बिटेटर के पास भी गया। कंपनियों ने ठेके पर लगाए गए शिक्षकों का वेतन भी कई महीनों से जारी नहीं किया था। वर्तमान सरकार ने इन टीचर को हटाकर नए टीचर रखने का फैसला लिया था। याचिका में आरोप लगाया कि सरकार ने पिछले दिनों 2852 कंप्यूटर टीचर को मार्च 2016 तक नियुक्ति दे दी, लेकिन याची की योग्यता को अनदेखा करते हुए नियुक्ति नहीं दी गई। याची ने इस भर्ती को रद कर योग्य उम्मीदवारों को नियुक्ति देने की मांग की हैं।
हाईकोर्ट ने सरकार को 23 नवंबर तक जवाब दायर करने को कहा ।

Present: Mr.Jasbir Mor, Advocate, for the petitioners.
Through the present petition the petitioners seek consideration
of their candidature for appointment as Computer Instructor on contractual
basis after removing the condition of 60% marks in B.Sc. (Computer
Science) as imposed vide advertisement dated 17.03.2016.
As per the prescribed qualifications, candidates possessing
MCA, M.Tech. (Computer Science/IT) and M.Sc. (Computer Science/IT)
with 60% marks in Graduation are eligible for consideration of their
candidature.
Learned counsel for the petitioners inter-alia submits that the
petitioners possess more than 60% marks in their post-graduation degrees
but did not have 60% marks in their graduation degrees. Therefore, a
challenge is made to the condition of 60% marks in graduation inter-alia on
the ground that the same is arbitrary having no nexus with the object sought
to be achieved. It is further submitted that the petitioners who are having
more than 60% marks in their post-graduation degrees irrespective of the
fact that they did not have more than 60% marks in their graduation degrees
should be considered.
Notice of motion for 18.07.2016.
In the meanwhile subject to their eligibility on other counts,
purely on provisional basis, the petitioners shall be permitted to take part in
the selection process on submission of hard copies of their applications.
However, their results shall not be declared without the leave of this Court.

राज्य ब्यूरो, चंडीगढ़ : प्रदेश के 3336 कंप्यूटर शिक्षकों की नई भर्ती पर तलवार लटकती नजर आ रही है। पहले से अनुबंध पर कार्य कर रहे करीब 2600 शिक्षकों ने नई भर्ती को उच्च न्यायालय में चुनौती देने की तैयारी कर ली है। करीब आठ माह तक आंदोलन करने के बाद 2600 कंप्यूटर शिक्षकों को सितंबर 2015 में सरकार ने दोबारा नौकरी पर रखकर राहत दी थी, मगर 3336 कंप्यूटर शिक्षकों की नई भर्ती से एक बार फिर टकराव करे हालात बन रहे हैं।
12600 कंप्यूटर शिक्षकों का अनुबंध 31 मार्च को खत्म हो रहा है। सरकार ने आंदोलन कर रहे इन कंप्यूटर शिक्षकों को नियमित भर्ती का भरोसा दिलाया था, लेकिन अब नियमित की जगह एक बार फिर से अनुबंध के आधार पर भर्ती करने की तैयारी चल रही है। कंप्यूटर शिक्षकों को आशंका है कि नई भर्ती में पहले से काम कर रहे कंप्यूटर शिक्षकों को नजर अंदाज किया जाएगा, क्योंकि नई भर्ती में सरकार ने योग्यता को कम कर दिया है। नई भर्ती के लिए बीसीए, बीएससी और अन्य स्नातक की डिग्री की मांग की गई है। हालांकि हाल ही में कार्य कर रहे कंप्यूटर शिक्षकों की योग्यता मांगी गई भर्ती से कहीं ऊपर है। हरियाणा कंप्यूटर शिक्षक संघ के प्रवक्ता सुरेश नैन का कहना है कि हमारी योग्यता बीटेक, एमटेक, एमसीए है जो कि इस भर्ती की योग्यता से कहीं ज्यादा है मगर फिर भी हम इस भर्ती में फॉर्म अप्लाई नहीं कर पा रहे। इससे साफ जाहिर होता है सरकार की मंशा अनुभवी लोगों को रोजगार देने की नहीं है। कंप्यूटर शिक्षक संघ के प्रधान बलराम धीमान का कहना है कि नई भर्ती को उच्च न्यायालय में चुनौती दी जाएगी।
