संख्या 11/32/2022-1 एफ.आर./22588.- भारत के संविधान के अनुच्छेद 309 के परन्तुक के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा सिविल सेवा (अवकाश) नियम, 2016 को आगे संशोधित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्ः-
1.
(1) ये नियम हरियाणा सिविल सेवा (अवकाश) संशोधन नियम, 2025 कहे जा सकते हैं।
(2) ये राजपत्र में इनके प्रकाशन की तिथि से लागू होंगे।
2. हरियाणा सिविल सेवा (अवकाश) नियम, 2016 (जिन्हें, इसमें, इसके बाद उक्त नियम कहा गया है) में, नियम 9 में, खण्ड (क) में, उप-खण्ड (4) के बाद, निम्नलिखित उप-खण्ड रखा जाएगा, अर्थात्ः-
'(4क) "प्रतिपूरक अवकाश" से अभिप्राय है, नियमित ग्रुप ग और घ कर्मचारियों को अधिसूचित अवकाश पर की गई अधिकारिक ड्यूटी के बदले में प्रतिपूरक अवकाशः ।
3. उक्त नियमों में, नियम 77 के बाद, निम्नलिखित नियम रखा जाएगा, अर्थात्ः-
"77क. प्रतिपूरक अवकाश. नियमित ग्रुप-ग और घ कर्मचारियों को अधिसूचित अवकाश (अवकाशों) पर की गई उसकी आधिकारिक ड्यूटी के एक मास के भीतर प्रतिपूरक अवकाश प्रदान किया जाएगा। और यदि एक मास के भीतर नहीं लिया जाता है. तो वह समाप्त हो जाएगा। इसे स्थानीय अवकाश सहित सम्बन्धित छुट्टियों के साथ लिया जा सकता है, तथापि, किसी भी स्थिति में, कुल अवधि सोलह (16) दिन से अधिक नहीं होगी:
परन्तु यदि प्रतिपूरक अवकाश के लिए एक मास की अवधि के भीतर आवेदन किया जाता है और उसे मन्जूरी प्राधिकारी द्वारा अस्वीकार कर दिया जाता है, तो उसे आगामी पंद्रह (15) दिन के भीतर लिया जा सकता है, अन्यथा अवकाश समाप्त हुआ समझा जाएगा;
परन्तु यह और कि यदि उस दिन के लिए कोई वित्तीय प्रोत्साहन प्रदान किया गया है या प्रदान किया जाना प्रस्तावित है, तो प्रतिपूरक अवकाश अनुज्ञेय नहीं होगा।"।

C.Leave : कॉन्ट्रैक्ट पर नियुक्त महिला कर्मचारी अब ले सकेंगी महीने में दो आकस्मिक अवकाश, साल में अधिकतम Casual Leave 22 मिलेंगी ।
To grant one Additional Casual Leave per month to the Female contractual employees.
I am directed to invite your attention to Government instructions bearing No. 16/7/2015-3GS-II, dated 01.09.2016 and para No. 7.3 of the Deployment of Contractual Persons Policy, 2022 amended vide Notification bearing No. 16/91/2021-4HR-II, dated 26.10.2023, vide which ten days casual leave and 10 days medical leave during a calendar year were allowed to all the contractual employees deployed/engaged under Outsourcing Policy Part-II and deployed through Haryana Kaushal Rozgar Nigam Limited, respectively.
2 Now, Government has decided that all the female contractual employees including those deployed through Haryana Kaushal Rozgar Nigam Limited shall be entitled to two days casual leave during each month subject to maximum of 22 days in a calendar year instead of 10 days during a calendar year. This leave shall be admissible in addition to 10 days medical leave during a calendar year.
3. These instructions shall be applicable with immediate effect. These may please be brought to the notice of all concerned for strict compliance in letter and spirit.
