GPF deduction under tax conditionally
वित्त विभाग द्वारा जारी हिदायतों अनुसार अब किसी भी कर्मचारी के एक वित्त वर्ष में PF(GPF) में पांच लाख से ज्यादा जमा नहीं होंगे । अगर किसी के पहले ही पांच लाख जमा हो चुके हैं तो चालू वित्त वर्ष की शेष अवधि में अब उस कर्मचारी की कोई कटौती नहीं की जाएगी व उक्त कर्मचारी को 8 फीसदी कटौती की अनिवार्य कटौती में Relaxation दी जाएगी ।
पांच लाख से ऊपर राशि का ब्याज एक टैक्सेबल इनकम है जो चालू वर्ष और आगामी वर्षों में भी टैक्सेबल ही रहेगा ।

Ceiling of Rs.Five Lakh on subscription to General Provident Fund in a Financial
Year-instructions regarding.

Sir/Madam,
I have been directed to invite your attention to the Gazette Notification of Govt. of India, Ministry of Personnel, Public Grievances and Pensions (Deptt. of Pension & Pensioners' Welfare) bearing No. G.S.R.36, dated 15.6.2022 vide which an anrual ceiling of Rs. Five Lakh only (including monthly subscriptions and arrears of subscriptions, if any) has been fixed for the total amount of subscription in a financial year on General Providen: Fund for Certral Government employees and the General Provident Fund (Central Services) Rules, 1960 have been accordingly amended. This ceiling has been fixed/GPF Rules have been so amended follow ng an amendment dated 31.8.2021 having been made by the Govt. of India in the Income Tax Rules, 1962 vide which annual ceiling of Rs. Five. Lakh ony (monthly subscription and arrears of subscription, if any) has been fixed for total subscription on GPF and other recognized Providert Funcs for earning non-taxable interest. The purpose of this amendment is that the interest accrued on the subscription beyond Rs. Five Lakh only shall be chargeable to Income Tax
In view of the above, the ex sting Rule 22 of HCS (GPF) Rules, 2016 which deals with the "ate/ceiling of subscription is recuired to be amended accordingly for which requisite process has already been undertaken. Since, the amendment as such shall take its cwn time in due course and the current financial year 2022-23 is rearing its end, therefore, in order to comply with the inherent provision in the remaining part of current financial year 2022-23, it has been decided as under:-

There may be chances that some employees might have crossed the proposed ceiling of
Rs. Five Lakh only during currert financial year. In these cases, no further subscription
to their respective GPFS shall be made by the respective DDOS in the remaining pay months of current financial year 2022-23. In such cases, the minimum subscription of 8% of basic pay, as per Rule 22 ibid snall be deemed to have been relaxed. In the cases of all other employees, it will be ensured by the respective DDOS that their total annual subscription should not exceed Rs. Five Lakh in the current financial year

संख्या 11/12/2021-3एफआर / 25615. भारत के संविधान के अनुच्छेद 309 के परन्तुक के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा हरियाणा सिविल सेवा (अवकाश) नियम, 2016 को आगे संशोधित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्-
1. (1) ये नियम हरियाणा सिविल सेवा (अवकाश) संशोधन नियम, 2023 कहे जा सकते हैं।
(2) ये नियम राजपत्र में इनके प्रकाशन की तिथि से लागू होंगे।
हरियाणा सिविल सेवा (अवकाश) नियम, 2016 (जिन्हें, इसमें इसके बाद उक्त नियम कहा गया है) में, नियम 9 में खण्ड (क)
2. (i) उपखण्ड (3) के स्थान पर निम्नलिखित उपखण्ड प्रतिस्थापित किया जाएगा, अर्थात्:-
*(3) बालक देखरेख से अभिप्राय है, केवल अठारह वर्ष की आयु तक के अपने दो बड़े जीवित बालकों की देखरेख के लिए सम्पूर्ण सेवाकाल के दौरान अधिकतम दो वर्ष (अर्थात् 730 दिन) की अवधि के लिए महिला सरकारी कर्मचारी तथा / या एकल पुरुष सरकारी कर्मचारी को अनुज्ञेय अवकाश, ":
(ii) उपखण्ड ( 20 ) के बाद निम्नलिखित उप-खण्ड रखा जाएगा, अर्थात्ः- *(20क) 'एकल पुरुष सरकारी कर्मचारी से अभिप्राय है, अविवाहित या विधुर या विधिक रूप से तलाकशुदा
सरकारी कर्मचारी।। उक्त नियमों में नियम 46 में, पुरुष
(i) दो बार आने वाले "महिला सरकारी कर्मचारी शब्दों के स्थान पर महिला सरकारी कर्मचारी तथा एकल सरकारी कर्मचारी शब्द प्रतिस्थापित किए जाएंगे;
(ii) उपनियम (1) के स्थान पर निम्नलिखित उपनियम प्रतिस्थापित किया जाएगा, अर्थात्ः- "(1) बालक देखरेख अवकाश केवल अठारह वर्ष की आयु तक के अपने दो बड़े जीवित बालकों की देखरेख के लिए सम्पूर्ण सेवाकाल के दौरान 730 दिन की अधिकतम अवधि के लिए अनुज्ञेय होगा:
परन्तु 730 दिन की अवधि में एकल पुरूष सरकारी कर्मचारी द्वारा आवेदन प्रस्तुत करने से पूर्व किसी राज्य सरकार या भारत सरकार के अधीन कार्य करने के दौरान महिला कर्मचारी के रूप में, उन्हीं दो बड़े बालकों की माता के रूप में लिया गया बालक देखरेख अवकाश, यदि कोई हो, भी शामिल है:
परन्तु यह और कि अठारह वर्ष से कम आयु की शर्त, दिव्यांग बालकों पर लागू नहीं होगी, यदि-

(ख) दिव्यांग बालक पूर्ण रूप से महिला सरकारी या एकल पुरूष सरकारी कर्मचारी जैसी भी स्थिति हो, पर
(क) सक्षम चिकित्सा प्राधिकारी द्वारा जारी किए गए अशक्तता प्रमाण-पत्र के अनुसार अशक्तता से अधिक है, तथा
पूर्ण रूप से आश्रित है।": (iii) अन्त में विद्यमान टिप्पण में, "महिला कर्मचारियों, शब्दों के स्थान पर महिला कर्मचारियों, एकल पुरुष सरकारी कर्मचारियों, शब्द तथा चिह्न प्रतिस्थापित किए जाएंगे।

Notification The 23rd February, 2023
No. 11/12/2021-3FR/25615.- In exercise of the powers conferred under the proviso to article 309 of the Constitution of India, the Governor of Haryana hereby makes the following rules further to amend the Haryana Civil Services (Leave) Rules, 2016, namely:-
1. (1) These rules may be called the Haryana Civil Services (Leave) Amendment Rules, 2023.
(2) They shall come into force from the date of their publication in the Official Gazette. 2. In the Haryana Civil Services (Leave) Rules, 2016, (hereinafter called the said rules), in rule 9, in clause (a), (ii) after sub-clause (20), the following sub-clause shall be inserted, namely:-
(20 A) "single male government employee" means an unmarried or widower or legally divorcee Government
employee:"; (i) for sub-clause (3), the following sub-clause shall be substituted, namely:-
(3) "child care leave" means the leave admissible to a female Government employee and/or single male Government employee for a maximum period of two years (i.e. 730 days) during the entire service for taking care of their two eldest surviving children upto the age of eighteen years only;":
In the said rules, in rule 46,- (i) for the words "woman Government employee" occurring twice, the words "woman Government
employee and single male Government employee" shall be substituted; (ii) for sub-rule (1), the following sub-rule shall be substituted, namely:- "(1) Child care leave shall be admissible for a maximum period of 730 days during the entire service for taking care of two eldest surviving children upto the age of eighteen years only:
Provided that the period of 730 days includes the child care leave availed, if any, by the mother. as a female Government employee, while working under any State Government or the Government of India prior to the submission of application by a single male Government employee of the same two eldest children:
Provided further that condition of less than eighteen years shall not be applicable to the Divyang Child, if-
(a) impairment is more than sixty percent as per the impairment certificate issued by the competent authority; and
(b) Divyang Child is completely dependent on the female Government employee or single male Government employee, as the case may be." (iii) In the note existing at the end, for the words "woman employee", the words "woman employee and single male employee" shall be substituted.

दो चरणों में सम्पन्न की जाए। अतः कक्षा पहली में प्रवेश की आयु में निम्नानुसार बदलाव किया गया है।
जो सरकारी तथा प्राइवेट दोनों प्रकार के विद्यालयों पर लागू होगा:- (i) शैक्षणिक सत्र 2023-24 जो 01 अप्रैल, 2023 को आरम्भ होगा, के लिए पहली कक्षा में दाखिले की आयु 31 मार्च, 2023 को 5 वर्ष 6 मास होगी। अतः ऐसे विद्यार्थी जो 01 अप्रैल, 2023 को इस आयु को प्राप्त कर चुके हों दाखिले के पात्र होंगे।
(ii) 01 अप्रैल, 2024 को आरम्भ होने वाले शैक्षणिक सत्र में कक्षा पहली में दाखिले की न्यूनतम

To obtain a Pariwar Pehchan Patra (PPP) in Haryana, you can follow these steps:
Visit the official website of the Pariwar Pehchan Patra Haryana: https://meraparivar.haryana.gov.in/.
Click on the "Apply for Pariwar Pehchan Patra" button.
Select the option "New Registration" and enter the required details such as name, mobile number, email ID, etc.
After filling in the required details, click on the "Submit" button.
An OTP will be sent to your registered mobile number. Enter the OTP in the given space and click on the "Verify" button.
Once your mobile number is verified, you will be directed to the application form for PPP.
Fill in all the required details in the form, such as the details of the head of the family, family members, Aadhaar numbers, etc.
Upload the required documents, such as a scanned copy of the Aadhaar card, passport-size photograph, etc.
After completing the form, click on the "Submit" button.
You will receive an acknowledgment receipt with a unique registration number. Save this number for future reference.
