General Guidelines for Transfers of Teachers
- Normal Tenure of an employee at any place of posting shall be a minimum
of 5 years. Further-more, an employee shall not be transferred even after 5
years in case his results have been 100% during the last three years and he
wishes to continue in that school. However, further an employee who has
completed tenure of 3 years will be eligible to seek transfer against
vacancy or on mutual transfer basis.
- Request of employees for transfer to their preferred stations shall only be
entertained subject to administrative exigencies and keeping in view the
interest of studies of school children.
- The request for mutual transfer would be entertained subject to the
condition that both the applicants are not posted at the stations within 10
k.m. of each other.
- Transfer of an employee during the academic year disturbs studies of the
students. No transfers therefore, will be made after 30th June, 2011 except
in circumstances of administrative exigencies.
- Preferably female teachers or male teachers above the age of 50 years will
be posted in the girl schools. If available, female teachers would be
preferred over male teachers of age more than 50 years.
- In case of displacement/ transer of the following categories of Teachers,
efforts will be made to adjust them in the same Block or within a radius of
around 10 k.m. from the desired place of posting in the following order of
preference:
- Blind (100%)
- Handicapped (70% or more)
- Those suffering from serious ailments/diseases like cancer etc. or whose
wards are sufering from any chronic disease like Thalassemia etc. (in case
of medical ground, the certificates issued by All India Institute of Medical
Science, New Delhi, PGI, Chandigarh and Medical College, Rohtak will not
be considered).
- Widow
- Legal Divorcee
- Wives of serving soldiers.
- Female teacher having only 2 unmarried minor daughters.

वेतनभोगी जिनका वेतन पांच लाख वार्षिक तक है, को आयकर रिटर्न भरने की जरूरत नहीं है। हम इस संबंध में जून के पहले सप्ताह में अधिसूचना जारी करेंगे।

देश में प्रति व्यक्ति आय 50 हजार के पार

नई दिल्ली। भारतीय अर्थव्यवस्था नई ऊंचाई छूने को अग्रसर है। देश में पिछले एक साल में प्रति व्यक्ति आय में 17.9 फीसदी का इजाफा हुआ है। केंद्र सरकार की ओर से मंगलवार को जारी आंकड़ों के मुताबिक वर्ष 2010-11 में देश की प्रति व्यक्ति आय 54,835 रुपये वार्षिक पहुंच गई है। एक वर्ष पहले यह 46,492 रुपये थी।

केंद्रीय सांख्यिकी संस्थान के मुताबिक, मौजूदा बाजार दर के लिहाज से एक वर्ष में प्रति व्यक्ति आय में आठ हजार रुपये से अधिक की वृद्धि दर्ज की गई है। प्रति व्यक्ति आय दरअसल देश की समग्र आबादी की आय का औसत है। राष्ट्रीय आय को कुल जनसंख्या से विभाजित किए जाने पर प्रति व्यक्ति आय की गणना की जाती है।

वैसे प्रति व्यक्ति आय में वृद्धि की 2004-05 की कीमतों के आधार पर गणना करे तो यह करीब 6.5 फीसदी है। मुद्रा स्फीति वृद्धि के लिहाज से तुलना का यही सही तरीका है। राष्ट्रीय आय के मौजूदा आंकड़ों के मुताबिक, वित्तीय वर्ष 2011 में प्रति व्यक्ति आय (आधार 2004-05 की कीमत) 35,917 रुपये रही जो कि पिछले वर्ष के 33,731 की तुलना में करीब दो हजार रुपये अधिक है।

पांच लाख तक की आय वालों को नहीं भरना होगा रिटर्न

नई दिल्ली। पांच लाख रुपये वार्षिक तक की आमदनी वाले देशभर के करीब 85 लाख वेतनभोगियों को अब आयकर टैक्स रिटर्न भरने की जरूरत नहीं होगी।

केंद्रीय प्रत्यक्ष कर बोर्ड (सीबीडीटी) के निवर्तमान चेयरमैन सुधीर चंद्रा ने बताया कि ऐसे वेतनभोगी जिनका वेतन पांच लाख वार्षिक तक है, को आयकर रिटर्न भरने की जरूरत नहीं है। हम इस संबंध में जून के पहले सप्ताह में अधिसूचना जारी करेंगे।

यह योजना मूल्यांकन वर्ष 2011-12 से लागू होगी। इसके मायने यह हैं कि योजना की दायरे में आने वाले वेतनभोगियों को वित्तीय वर्ष 2010-11 के लिए मूल्यांकन वर्ष 2011-12 में रिटन दाखिल करने की जरूरत नहीं होगी। हालांकि चंद्रा ने कहा कि यदि टैक्स प्रदाता रिफंड का दावा करना चाहते हैं तो उन्हें रिटर्न फाइल करना होगा।

चंडीगढ़, जागरण ब्यूरो : प्रदेश के सरकारी स्कूलों में दसवीं का परीक्षा परिणाम पिछले वर्षो की तुलना में इस बार काफी हद तक घट गया है। घटे परीक्षा परिणाम ने शिक्षा विभाग के अधिकारियों और शिक्षक नेताओं को बहस के लिए पुराना मुद्दा दे दिया है। पिछले पांच वर्षो की तुलना में इस बार सरकारी स्कूलों के परीक्षा परिणाम में 13 से 22 फीसदी की भारी गिरावट दर्ज की गई है। हरियाणा विद्यालय शिक्षा बोर्ड के अधिकारी सरकारी स्कूलों के परीक्षा परिणाम में आई गिरावट को सामान्य बता रहे हैं, जबकि हरियाणा राजकीय अध्यापक संघ ने इसे सेमेस्टर प्रणाली की खामियों से जोड़ते हुए वार्षिक परीक्षा पद्धति लागू करने का सुझाव दिया है। हरियाणा के सरकारी स्कूलों का दसवीं का परीक्षा परिणाम इस बार 59.90 फीसदी रहा है। वर्ष 2010 में 76.34 प्रतिशत और वर्ष 2009 में 79.96 प्रतिशत परीक्षा परिणाम रहा। वर्ष 2008 में सर्वाधिक 81.20 प्रतिशत परीक्षा परिणाम ने सभी को चौंका कर रखा दिया। प्रदेश में जिस वर्ष 2006 में सेमेस्टर प्रणाली लागू की गई, उस दौरान दसवीं का परीक्षा परिणाम 45.42 प्रतिशत दर्ज किया गया। वर्ष 2007 से परीक्षा परिणाम में वृद्धि चालू हो गई। इस साल 60.27 प्रतिशत परीक्षा परिणाम रहा है। बताया जाता है कि इस साल के परीक्षा परिणाम से पहले विद्यार्थियों को इंटरनल मा‌र्क्स (आंतरिक नंबर) प्रदान किए गए, जिनके आधार पर परीक्षा परिणाम में आश्चर्यजनक सुधार हुआ है, लेकिन इस बार लिखित परीक्षा में 33 प्रतिशत अंक लाने की अनिवार्यता के चलते नतीजों के प्रतिशत में कमी दर्ज की गई है। विद्यार्थी ने लिखित परीक्षा में यदि 33 प्रतिशत अंक हासिल नहीं किए तो उसे पास नहीं माना गया। इस बार की व्यवस्था से पहले 33 प्रतिशत अंक हासिल करने की अनिवार्यता नहीं थी और विद्यार्थी आंतरिक नंबरों के बूते न केवल पास हुए बल्कि बोर्ड के परीक्षा परिणामों में भी आश्चर्यजनक सुधार हुआ है। हरियाणा राजकीय अध्यापक संघ के प्रवक्ता कृष्ण कुमार निर्माण का कहना है कि सेमेस्टर प्रणाली ने बोर्ड व अधिकारियों को खुद कटघरे में खड़ा कर दिया है। शिक्षा विभाग के अधिकारियों ने विद्यार्थियों के सामान्य ज्ञान की परवाह किए बगैर रिजल्ट में सुधार के उद्देश्य से सेमेस्टर प्रणाली को लागू कराया है। हरियाणा विद्यालय शिक्षा बोर्ड के सचिव शेखर विद्यार्थी का कहना है कि परीक्षा परिणाम सामान्य है और इसमें किसी तरह का कोई विवाद नहीं है।

निजी सहायक निजी सचिव के पद पर अपग्रेड

चंडीगढ़ प्रदेश सरकार ने विभागाध्यक्षों के पास निजी सहायक के पद को निजी सचिव के पद पर अपग्रेड करने का निर्णय लिया है, ताकि इन श्रेणियों के कर्मचारियों को पदोन्नति के और अधिक अवसर उपलब्ध करवाए जा सकें। प्रदेश की मुख्य सचिव उर्वशी गुलाटी द्वारा इस आशय का एक परिपत्र जारी किया गया।


गैर-भारतीय प्रशासनिक सेवा के अधिकारियों सहित सचिव या विशेष सचिव रैंक के अधिकारी, जो विभागाध्यक्ष के रूप में कार्य कर रहे हैं और वेतनमान 37,400-67,000+10,000 रुपए या इससे अधिक के ग्रेड-वेतन में हैं, वे निजी सचिव के 9300-34, 800+4200 रुपए ग्रेड वेतन की सेवाओं के पात्र होंगे।

वे निजी सहायक के अतिरिक्त अन्य कर्मचारी जैसे कि निजी सहायक या वरिष्ठ स्केल आशुलिपिक के लिए पात्र नहीं होंगे। विधि परामर्शी कार्यालय और सचिव, हरियाणा विधि एवं विधायी विभाग तथा हरियाणा महाधिवक्ता कार्यालय को छोड़कर निदेशालय स्तर पर विभागाध्यक्ष के अलावा कोई भी अन्य अधिकारी निजी सचिव की सेवाओं के लिए पात्र नहीं होगा, चाहे वह वेतनमान 37,400-67,000+10,000 रुपए या इससे अधिक के ग्रेड-वेतन में हो। यदि निदेशालय में निजी सचिव का पहले से ही कोई दूसरा पद विद्यमान है तो जैसे ही पद की सेवानिवृत्ति या रिक्त स्थिति होने पर पद को उत्सर्ग (सरेंडर) समझा जाएगा तथा ऐसे मामलों में इस पद के स्थान पर निजी सहायक के पद स्वत: नवीनीकरण समझे जाएंगे।

वर्ष का निजी सहायक के रूप में अनुभव रखते हैं या वरिष्ठ स्केल आशुलिपिक जो आठ वर्ष का अनुभव रखते हैं, वे निजी सचिव के पद पर पदोन्नति के पात्र होंगे। इस संबंध में सेवा नियमों में आवश्यक प्रावधान एक वर्ष के अंदर-अंदर कर दिए जाएंगे।

चंडीगढ़, जागरण ब्यूरो : केंद्रीय मानव संसाधन विकास मंत्रालय ने व्यावसायिक शिक्षा की प्रायोगिक परियोजना शुरू करने के लिए हरियाणा को चुना है। इस परियोजना के अंतर्गत बच्चों को सामान्य शिक्षा के साथ व्यावसायिक प्रशिक्षण भी दिया जाएगा। इससे न केवल उनकी दक्षता बढ़ेगी, बल्कि रोजगार पाने में भी उन्हें आसानी होगी। यह जानकारी प्रदेश की शिक्षा मंत्री गीता भुक्कल ने दी है। राष्ट्रीय व्यावसायिक शिक्षा योग्यता फ्रेमवर्क के बारे में सोमवार को नई दिल्ली के विज्ञान भवन में आयोजित राज्यों के शिक्षामंत्रियों की बैठक में गीता भुक्कल ने कहा कि विभिन्न राज्यों में व्यावसायिक शिक्षा के प्रायोगिक चरण में विभिन्न क्षेत्रों को अपनाया जाना चाहिए। उन्होंने कहा कि हरियाणा में कृषि, बागवानी, टेक्नोलॉजी और पशुपालन के क्षेत्रों में व्यावसायिक शिक्षा पर जोर दिया जा सकता है। इसी तरह मध्यप्रदेश, महाराष्ट्र और अन्य राज्यों में वहां की आवश्यकता के अनुसार व्यावसायिक शिक्षा के क्षेत्र चुने जा सकते हैं। बैठक में हरियाणा के अलावा बिहार, महाराष्ट्र, कर्नाटक और मिजोरम के शिक्षा मंत्रियों और कई राज्यों के शिक्षा सचिवों ने भाग लिया। गीता भुक्कल ने व्यावसायिक शिक्षा के विषय को अन्य विषयों के समकक्ष रखने का सुझाव देते हुए कहा कि व्यावसायिक शिक्षा पर होने वाले प्रशिक्षण खर्च को केंद्र सरकार द्वारा वहन किया जाना चाहिए। शिक्षा मंत्री ने कहा कि राष्ट्रीय व्यावसायिक मानदंडों को स्पष्ट रूप से परिभाषित किया जाए और इसके लिए सक्षम पाठयक्रम तैयार किया जाए। पाठयक्रम ऐसा होना चाहिए जिससे प्रशिक्षण में कोई कठिनाई न आए। गीता भुक्कल ने कहा कि हरियाणा में जिन सेवा क्षेत्रों मे कौशल विकास की आवश्यकता है, उनमें बैकिंग और वित्तीय सेवाएं, संगठित खुदरा बाजार, आतिथ्य और पर्यटन व सूचना एवं संचार प्रौद्योगिकी शामिल हैं। उन्होंने कहा कि ऐसे व्यवसायों में कौशल प्रशिक्षण देना होगा, जिनकी आजकल मांग अधिक है। भुक्कल ने कहा कि व्यावसायिक शिक्षा के विषय को नौवीं, दसवीं के स्तर पर लाया जाना चाहिए। ऐसा करने से पसंद के विषय चुनने में आसानी रहेगी व प्रशिक्षण भी बेहतर होगा।

चंडीगढ़, जागरण संवाददाता : हरियाणा के नवनियुक्त जेबीटी अध्यापकों को गृह जिले में नियुक्ति न देने के मामले में पंजाब व हरियाणा हाईकोर्ट में अपना जवाब दाखिल के लिए समय हरियाणा सरकार ने और समय देने की मांग की। इसे हाईकोर्ट ने स्वीकार करते हुए सरकार को जवाब के लिए समय दे दिया। इस संदर्भ में नवचयनित अध्यापकों ने हाईकोर्ट में याचिका दाखिल की थी। फतेहाबाद, जींद, हिसार व भिवानी जिलों से चयनित व अन्य जिलों में नियुक्त नवनियुक्त जेबीटी अध्यापकों की ओर से दायर याचिका में कहा गया है कि सरकार ने अतिथि अध्यापकों को बनाए रखने के लिए उन्हें नियमों के विरूद्ध दूरस्थ जिलों में नियुक्ति दी है। याचिका में इस तथ्य का भी उल्लेख किया गया है कि भर्ती के समय जिला वार पद विज्ञापित किए थे और उम्मीदवारों से अपनी नियुक्ति की स्थिति में पंसद के जिले के विकल्प मांगे थे। चयन सूची जारी करते समय भी जिलावार मेरिट सूची भी जारी की गई। नियुक्ति के लिए काउंसलिंग के समय भी अध्यापकों से मनपंसद जिला विकल्प मांगा गया परंतु विभाग ने नियमों को ताक पर रखकर उन्हें अन्य जिलों में नियुक्ति दे दी। कई जिलों में तो विज्ञापित पदों की संख्या ज्यादा थी, परंतु वहां विज्ञापित पदों की मात्रा के अनुरूप नियुक्तियां नहीं दी गई। याचिका में यह तर्क भी पेश किया गया कि जेबीटी अध्यापकों का कैडर जिला स्तर का होता है और वरिष्ठता सूची भी जिला स्तर पर तैयार होती है। याचिका के अनुसार विभाग द्वारा बीएड डिग्री के आधार पर लगे अतिथि अध्यापकों को उनके पदों पर यथावत रखते हुए नियमित अध्यापकों को जिले से बाहर नियुक्ति देना नियमों के विरूद्ध है।

स्कूलों में प्रतिदिन 25 मिनट योग अनिवार्य

चंडीगढ़, जागरण ब्यूरो : हरियाणा विद्यालय शिक्षा विभाग ने खेल गतिविधियों का कैलेंडर जारी कर दिया है। शिक्षा मंत्री गीता भुक्कल ने यहां जारी बयान में बताया कि प्रदेश सरकार शिक्षा के साथ ही बच्चों में खेल भावना को प्रोत्साहित करने पर विशेष बल दे रही है। उन्होंने कहा कि विद्यालय शुरू होने के बाद 25 मिनट प्रतिदिन सामूहिक पीटी या योग अभ्यास प्रत्येक कक्षा के छात्र के लिए अनिवार्य होगा। इसके अलावा सभी छात्रों को कम से कम एक खेल में अवश्य भाग लेने तथा प्रत्येक विद्यालय को कम से कम दो खेल अपनाने के निर्देश दिए गए हैं। उन्होंने बताया कि विद्यार्थियों के लिए सांस्कृतिक और खेल गतिविधियों में भाग लेने वाले छात्रों को 16 अंक तक अतिरिक्त देने का प्रावधान किया गया है। इसमें विद्यालय स्तर की सांस्कृतिक अथवा खेल गतिविधि के लिए 4 अंक, ब्लाक स्तरीय गतिविधि के लिए आठ अंक, जिला स्तरीय गतिविधि के लिए 12 अंक तथा राज्य स्तरीय गतिविधि के लिए 16 अंक दिए जाएंगे। खेल कैलेंडर के अनुसार कक्षा छठी से 12वीं तक के छात्रों की अंडर-14 एवं 17 आयु वर्ग की प्री सुब्रतो कप इंटर स्कूल फुटबाल प्रतियोगिता रेवाड़ी में 3 से 5 अगस्त तक होगी। इसी प्रकार लड़कों एवं लड़कियों की अंडर-17 तथा लड़कों की अंडर-15 आयु वर्ग की प्री-नेहरू इंटर स्कूल हॉकी प्रतियोगिता 3 से 5 अगस्त तक कुरुक्षेत्र के शाहबाद में, लड़कों एवं लड़कियों की अंडर-14,17 तथा 19 आयु वर्ग की तैराकी/डाइविंग तथा वाटरपोलो, लड़कों एवं लड़कियों की अंडर-17 एवं 19 तथा केवल लड़कियों की अंडर-14 आयु वर्ग की जुडो तथा लड़कों की अंडर-19 आयु वर्ग की हॉकी प्रतियोगिता 17 अगस्त से 20 अगस्त तक सिरसा में, लड़कों एवं लड़कियों की अंडर-14,17 व 19 आयु वर्ग की बैडमिंटन तथा टेबल टेनिस प्रतियोगिता 17 से 20 अगस्त तक पंचकूला में, लड़कों की अंडर-14,17 व 19 लड़कों की वालीबाल, बॉक्सिंग, लड़कों की अंडर-14 व 17 आयु वर्ग की हॉकी तथा लड़कों की अंडर-19 आयु वर्ग की क्रिकेट प्रतियोगिता 23 से 26 अगस्त तक भिवानी में आयोजित की जाएगी। लड़कों की अंडर-14 जूडो तथा कबड्डी प्रतियोगिता झज्जर में 23 से 26 अगस्त तक, लड़कों की अंडर-17 व 19 आयु वर्ग की कबड्डी, अंडर-14,17 व 19 आयु वर्ग की खो-खो तथा एथलेटिक्स प्रतियोगिता 29 अगस्त से 1 सितंबर को रोहतक में, लड़कों की अंडर-14,17 व 19 आयु वर्ग की कुश्ती तथा अंडर-16 आयु वर्ग की क्रिकेट प्रतियोगिता पहली से 4 अक्टूबर तक सोनीपत में, लड़कों की अंडर-17 व 19 आयु वर्ग की फुटबाल तथा अंडर-14,17 व 19 आयु वर्ग की बास्केटबाल प्रतियोगिता 7 से 10 अक्टूबर तक हिसार में, लड़कों एवं लड़कियों की अंडर-14,17 व 19 आयु वर्ग की जिम्नास्टिक, अंडर-19 आयु वर्ग की एयरोबेटिक्स 3 प्रतियोगिता, लड़कियों की अंडर-14,17 व 19 आयु वर्ग की रिदमिक प्रतियोगिता, लड़कों की अंडर-14 आयु वर्ग की फुटबाल तथा लड़कियों की अंडर-19 आयु वर्ग की क्रिकेट प्रतियोगिता अंबाला में 12 से 15 अक्टूबर तक आयोजित की जाएगी। लड़कियों की अंडर-14,17 व 19 आयु वर्ग की एथलेटिक्स, लड़कों एवं लड़कियों की अंडर-17 व 19 आयु वर्ग की साइक्लिंग, लड़कियों की अंडर-14,17 व 19 आयु वर्ग की कबड्डी प्रतियोगिता कुरुक्षेत्र में तथा लड़कियों की अंडर-14,17 व 19 आयु वर्ग की हॉकी प्रतियोगिता शाहबाद में 17 से 20 अक्टूबर तक होगी। लड़कियों की अंडर-14,17, व 19 आयु वर्ग की बास्केटबाल एवं वालीबाल तथा अंडर-19 आयु वर्ग की फुटबाल प्रतियोगिता 22 से 25 अक्टूबर तक करनाल में, लड़कियों की अंडर-14,17 व 19 आयु वर्ग की खो-खो एवं योगा प्रतियोगिता, अंडर-14 व 17 आयु वर्ग की फुटबाल प्रतियोगिता तथा लड़कों की अंडर-14 आयु वर्ग की क्रिकेट प्रतियोगिता 28 से 31 अक्टूबर तक यमुनानगर में और लड़कों तथा लड़कियों की अंडर-14,17 व 19 आयु वर्ग की हैंडबाल, लड़कियों की अंडर-19 आयु वर्ग की कुश्ती तथा लड़कों की अंडर-14,17 व 19 आयु वर्ग की योगा प्रतियोगिता नरवाना में 2 नवंबर से 5 नवंबर तक होगी।

मुख्यमंत्री ने मंजूर की रेगुलराइजेशन पालिसी
हरियाणा में तीन हजार कच्चे कर्मियों को मिलेगा लाभ

चंडीगढ़। मुख्यमंत्री भूपेंद्र सिंह हुड्डा ने हरियाणा की रेगुलराइजेशन पालिसी को मंजूरी दे दी है। मुख्यमंत्री ने मंजूर करके फाइल मुख्य सचिव उर्वशी गुलाटी को भेज दी है। अब तकनीकी प्रक्रिया के तहत वित्त विभाग से भी मंजूरी लेनी होती है इसलिए फाइल वित्त विभाग के पास भेजी गई है।
मुख्य सचिव ने रेगुलराइजेशन पालिसी बनाते समय सुप्रीम कोर्ट का बहुचर्चित उमा देवी का फैसला ध्यान में रखा है। सुप्रीम कोर्ट ने फैसला दिया था कि 10 अप्रैल 2006 तक जिन कच्चे कर्मचारियों की सर्विस दस साल की हो गई है, उन्हें रेगुलर किया जा सकता है, लेकिन इसके बाद कोई भी बैकडोर एंट्री नहीं होगी। राज्य सरकार रेगुलर पोस्ट पर रेगुलर भरती करेगी। इस फैसले के बाद राज्य सरकार यह रेगुलराइजेशन पालिसी ला रही है। सीएम से मंजूरी मिलने के बाद वित्त विभाग में फाइल पहुंच गई है। वहां से मंजूरी मिलने के बाद राज्य सरकार पर निर्भर करेगा कि तुरंत पालिसी जारी कर दी जाए या कैबिनेट बैठक में मंजूरी के बाद जारी की जाए। इस पालिसी के तहत एडहॉक, कांट्रैक्ट, वर्कचार्ज, डेलीवेजिज और पार्ट टाइम पर लगे करीब तीन हजार कर्मचारियों को पक्की नौकरी का तोहफा मिलेगा। सरकार का फैसला है कि जब ये कच्चे कर्मचारी पक्के हो जाएंगे, उसके बाद भविष्य में एडहॉक, डेलीवेजेज, वर्कचार्ज और पार्ट टाइम के तौर पर स्वीकृत पदों पर कोई नियुक्ति नहीं की जाएगी।

गेस्ट टीचर्स को STET से गुजरना होगा-हाईकोर्ट

चंडीगढ़. शिक्षकों की भर्ती के लिए अब हरियाणा में सभी उम्मीदवारों को स्टेट टीचर एलीजिबिलटी टेस्ट (स्टेट) से गुजरना होगा। पंजाब एवं हरियाणा हाईकोर्ट ने सोमवार को गेस्ट टीचरों की तरफ से दाखिल उस याचिका को खारिज कर दिया जिसके तहत उन्हें स्टेट परीक्षा से छूट दिए जाने की मांग की गई थी।
जस्टिस एमएम कुमार व जस्टिस एएन जिंदल की खंडपीठ ने इस संबंध में दाखिल दस याचिकाओं को खारिज करते हुए कहा कि वह याचियों की इस दलील से सहमत नहीं हैं कि वर्ष 2002 से पढ़ा रहे गेस्ट टीचर्स को पहली बार आवेदन करने वाले शिक्षकों से अलग श्रेणी में रखा जाए।

खंडपीठ ने कहा कि जब गेस्ट टीचरों की नियुक्ति की गई थी तो उन्हें पहले ही जानकारी दे दी गई थी कि भविष्य में उन्हें नियमित करने की कोई संभावना नहीं है। ऐसे में ये नियुक्तियां एक निर्धारित समय के लिए हैं। अदालत ने याचियों की उस दलील पर भी आपत्ति जताई जिसमें उन्होंने कहा कि पात्रता परीक्षा का स्तर ज्यादा होने के चलते शिक्षकों की उपयुक्तसंख्या में भर्ती नहीं हो पा रही है। हाईकोर्ट ने कहा कि नीतिगत योजना तैयार करना राज्य सरकार का काम है। परीक्षा को लेकर किए गए नीतिगत संशोधन सही हैं।

हरियाणा शिक्षा विभाग में कार्यरत गेस्ट टीचरों की तरफ से याचिका दायर कर हरियाणा सरकार द्वारा 24 जुलाई 2008 को जारी अधिसूचना में किए गए संशोधन को चुनौती दी गई है। इसके तहत शिक्षकों की भर्ती के लिए स्टेट परीक्षा को अनिवार्य किया गया है। याचिका में मांग की गई थी कि 13 अगस्त 2009 के विज्ञापन के तहत शिक्षकों की भर्ती में उनके जैसे गेस्ट टीचर्स को पात्रता परीक्षा से छूट दी जाए। अदालत ने याचियों की दलीलों से असहमति जताते हुए याचिका खारिज कर दी।

पंजाब एवं हरियाणा हाईकोर्ट ने अध्यापक पात्रता परीक्षा पास न करने वाले अतिथि अध्यापकों को झटका देते हुए उनके द्वारा परीक्षा के खिलाफ दायर याचिका को खारिज कर दिया है।
अतिथि अध्यापक विजय कुमार व अन्य ने हाईकोर्ट में एक याचिका दायर कर राज्य सरकार द्वारा अध्यापकों की नियुक्ति के लिए राज्यस्तरीय अध्यापक पात्रता परीक्षा लेने के फैसले को चुनौती दी थी। याचिकाकर्ता ने कोर्ट में कहा था कि अध्यापकों की शैक्षिक योग्यता तय करना नेशनल काउंसिल टीचर एजूकेशन का काम है न की राज्य सरकार का। याचिकाकर्ता के अनुसार वे जेबीटी, बीए, बीएड, एमए, एमएड डिग्री प्राप्त कर चुके हैं जो स्कूल अध्यापक के लिए एनसीटीई द्वारा तय शैक्षिक योग्यता है। याचिकाकर्ता ने कोर्ट से मांग की थी कि सरकार ने अध्यापक पात्रता परीक्षा के लिए जो अधिसूचना जारी की है उस पर रोक लगाई जाए। सुनवाई के दौरान कोर्ट को यह भी बताया कि याचिकाकर्ता कई सालों से गेस्ट टीचर के रूप में काम कर रहे है और इस टेस्ट की वजह से वे नियमित नियुक्ति के पात्र नही रहेंगे।
इस मामले में पात्रता परीक्षा पास करनेवाले अध्यापक संघ के सदस्यों की तरफ से हाईकोर्ट में अर्जी देकर इस मामले में प्रतिवादी बनते हुए कोर्ट से अपना पक्ष रखने का अवसर देने का आग्रह किया गया था।
दोनो पक्षों की दलील सुनने के बाद कोर्ट ने अपने फैसले में स्पष्ट किया कि इस मामले में याचिकाकर्ता गेस्ट अध्यापकों द्वारा जो तर्क दिए गए हैं वे प्रभावित करने वाले नही हैं और राज्य सरकार के पास यह अधिकार है कि वह शिक्षा में सुधार के लिए अध्यापकों की उच्च योग्यता तय कर सके।
हाईकोर्ट के शुक्रवार के फैसले से वे हजारों गेस्ट टीचर प्रभावित होंगे, जिन्होंने अध्यापक पात्रता परीक्षा पास नहीं की है।

All India Post Graduate Entrance Examination for Admission Under 50% Seats Quota in MD/ MS / Diploma and MDs Courses in Medical & Dental Colleges

Eligibility-:
(1) Only Indian nationals are eligible to apply.

(2) The candidate must possess MBBS/BDS degree from a recognised Medical / Dental College or a foreign degree included in the schedules to the Indian Medical Council Act, 1956 AND full registration either from the Medical / Dental Council of India or State Medical / Dental Council after completing the compulsory rotating internship.

(3) Candidates who have obtained MBBS / BDS from Medical / Dental Colleges in Andhra Pradesh and Jammu & Kashmir are not eligible to apply. Haryana Planning New Grant-in-aid Model for Schools

In a bid to reform its school education system, Haryana is mulling to introduce a new grant-in-aid model where schools will have to meet certain performance standards with respect to every child. A spokesman of the Haryana Education Department said it had invited views from all aided schools and other stakeholders on the issue.

Under the proposal, the department would provide aid on the basis of enrolment figures. In the new per child grant-in-aid system, state would expect schools to fulfil certain performance and quality standards with respect to evry child, failing which the school may have to reimburse the aid received by it.

Meanwhile, Haryana Chief Minister Bhupinder Singh Hooda today assured temporary teachers that they would not be removed and urged them to help in realising the dream of making Haryana an education hub at international level. A delegation of the teachers had called on him at his residence here today.

The Chief Minister claimed that the education system was in bad shape when he came to power six years ago and so his government gave priority to the sector. Initially, guest teachers were appointed for three months to meet the shortage of teachers.

He said their performance was good and so the state had decided to continue with them. No Guest Teachers to be Removed: Hooda

Haryana Chief Minister Bhupinder Singh Hooda Sunday said none of the over 16,000 guest teachers would be removed in the wake of alleged lapses in their selection.

Hooda gave the assurance to a delegation of guest teachers who had called on him at his residence here Sunday under the banner of Haryana Atithi Adhyapak Sangh.

Education Minister Geeta Bhukkal Sunday urged those guest teachers, who were agitating, to shun the agitational approach.

Currently, 16,047 guest teachers are working in government schools in the state.

The school education department in Haryana last month started scrutinizing irregularities in selection of guest teachers.

An education department spokesman earlier said that lapses came to light in Faridabad district where selections were made without following due procedures and some appointments were made in 2008 despite a ban on appointments.

In 2006, with a view to ensure that studies of the students did not suffer due to shortage of teachers, the department authorized heads of institution and department officials to engage teachers as guest faculty.

While stating this on Saturday Director Recruitment, Col. Jose K.P. said that results would be declared for such candidates who had appeared for above mentioned category in Common Entrance Examination held on October 31, 2010 at Model School, Rohtak. The results could be seen at Army Recruiting Office Complex, Rohtak at 9 a.m. onwards.
