विषयः
हरियाणा के विद्यालय प्रांगण में स्थित पेडों को काटने हेतु दिशा निर्देश जारी करने बारे।
उपरोक्त विषय के सन्दर्भ में।
विषयांकित मामले में माननीय निदेशक महोदय के आदेशानुसार आपको सूचित किया जाता है कि विद्यालयों में निर्माण कार्य में बाधित वृक्षों को कटवाने के सम्बन्ध में स्थानीय वन विभाग द्वारा वृक्षों का मूल्यांकन करवाते हुए एवं गांव में मुनवादी करवाने उपरान्त निर्धारित कमांक नं० 1 से 7 पर अंकित हिदायतों अनुसार सम्बन्धित विद्यालय के मुखिया / खण्ड शिक्षा अधिकारी तथा जिला शिक्षा अधिकारी एवं ग्राम पंचायत के सरपंच की देख-रेख में वृक्षों को कटवाने का कार्य जिला स्तर पर जिला शिक्षा अधिकारियों को अलॉट कर दिया गया है। जो कि निम्नानुसार है:-
1. पांच सदस्यो की कमेटी का गठन करके वृक्षो की नीलामी करवानी होगी। जिसके सदस्य निम्न प्रकार होने चाहिए। (जिला शिक्षा अधिकारी जिले से मनोनीत अधिकारी, सम्बधित विद्यालय का मुखिया, वरिष्ठ प्राध्यापक /अध्यापक, खण्ड शिक्षा अधिकारी, जिला उपायुक्त कार्यालय द्वारा भेजा गया मनोनीत अधिकारी / कर्मचारी तथा ग्राम सरपंच)।
2. वृक्षो की नीलामी की तारीख निर्धारित करके विज्ञापन हेतु कम्पयूटर से निकलवाये गये पोस्टर सार्वजनिक स्थलो पर लगवाकर व गांव / शहर मे मुनियादि करवाकर वृक्षो की खुली नीलामी करवानी होगी। 3. वन विभाग के द्वारा लगाई गई कीमत से कम कीमत पर वृक्षो को नीलाम नही किया जायेगा। 4. वृक्षो की नीलामी से प्राप्त राशि के सम्बन्ध में वन विभाग को सूचित करना होगा।
5. यदि विद्यालय परिसर में वृक्ष छात्र निधि से लगाये गये है तो वृक्षो की नीलामी से प्राप्त राशि भवन निधि खाते में जमा करवानी होगी। यदि वृक्ष सरकारी राशि या ग्राम पंचायत द्वारा लगाये गये है तो प्राप्त नीलामी की राशि को सरकारी प्राप्ति शीर्ष में जमा करवाना होगा।
6. विद्यालय परिसर में काटे गए पेडों के स्थान पर नये पौधे लगाने होगें। गठित कमेटी में वन विभाग के रेंजर अधिकारी को भी शामिल करना होगा।
7. वृक्षों को काटने से पहले वन विकास निगम को इन वृक्षों को टेकओवर / परचैज के लिए अनुरोध किया जाए तभी वृक्षों को काटने की कार्यवाही की जाए। अतः आपसे अनुरोध है कि वृक्षो से सम्बन्धित मामले अपने स्तर पर निपटान करने का कष्ट करे।

सभी राजकीय विद्यालयों में बालवाटिका से तीसरी कक्षा तक के लिए FLN के अन्तर्गत एक सामान्य समय-सारणी लागू करने के सन्दर्भ में।
उपर्युक्त विषय के संदर्भ में जैसा कि आपको विदित है कि निपुण हरियाणा मिशन के दिशानिर्देशो के तहत यह बहुत महत्वपूर्ण है कि विद्यार्थियों को मूलभूत साक्षरता और संख्या ज्ञान में निपुण बनाने के लिए हिंदी, गणित और अंग्रेजी विषयों में पर्याप्त शिक्षण समय मिलना आवश्यक हैं। इसे ध्यान में रखते हुए सभी राजकीय प्राथमिक विद्यालयों के लिए एक सामान्य समय-सारणी तैयार की गई है। इस समय सारणी का पालन करने से विद्यार्थियों को अपनी दैनिक रूपरेखा ध्यान रहेगी तथा अध्यापको को भी दैनिक एवं साप्ताहिक योजनायें बनाने व क्रियान्वयन में अतिरिक्त समय मिलेगा ।
इस समय सारणी में दैनिक आधार पर कक्षा 1 से 3 तक 90 मिनट हिंदी के लिए, 60 मिनट गणित के लिए और 60 मिनट अंग्रेजी पढाने के लिए दिए गए हैं। दोपहर 12:50 से 1:30 तक तक की समय अवधि का प्रयोग अध्यापक अपनी शैक्षणिक आवश्यकता के अनुसार कर सकते हैं। इसमें सामाजिक और भावनात्मक कौशल विकसित करने के लिए खेल, लाइब्रेरी, शिल्प गतिविधियां और EVS (कक्षा 3) को शामिल किया जाना है। दिवस समापन समय (दोपहर 1:30 से 1:45 तक) के दौरान शिक्षक दिन में पढ़ाए गये पाठों से मिली सीख को दोहराए, विद्यार्थियों द्वारा पूछे जा रहे प्रश्नों पर चर्चा कर विद्यार्थियों को अगले दिन की रूपरेखा के लिए उत्साहित करें। बाल वाटिका के लिए दी गई समय-सारणी को विस्तृत रूप से बाल वाटिका की संदर्शिका में भी बताया गया है।
अतः आपसे अनुरोध है कि इस सामान्य समय सारणी का एक रंगीन प्रिंटआउट प्रत्येक कक्षा में ब्लैकबोर्ड के निकट लगाना सुनिश्चित करें जिसे हर बच्चा पढ़ पाये। सामान्य समय-सारणी अनुलग्नक 1 में सांझा

राजकीय मॉडल संस्कृति स्कूलों के अध्यापको की ड्युटी अन्य कार्यों में न लगाने बारे। उपरोक्त विषय के संदर्भ में विभाग के संज्ञान में आया है कि रा० मौ० सस्कृति स्कूलों में कार्यस्त अध्यापको की ड्युटी अन्य कार्यों हेतु विभाग की बिना स्वीकृति से लगा दी जाती है, जिससे उनकी पढ़ाई के कार्य में बाधा आती है। अतः इस विषय पर स्पष्ट किया जाता है कि जहां तक सम्भव हो रा० गाँव संरकृति विद्यालयी में कार्यरत अध्यापको की ड्युटी न लगाकर अन्य विद्यालयों के कर्मचारियों की ड्युटी लगाई जाए। जिला मौलिक शिक्षा अधिकारी करनाल से अनुरोध किया जाता है कि श्री सुरेश कुमार /BT GMPS इन्द्री की ड्युटी नगरपालिका इंन्द्री से हटाकर किसी और विद्यालय के IBT अध्यापको की ड्युटी लगाई

3. शिक्षकों को सलाह दी जाती है कि वे स्वैच्छिक भागीदारी के लिए जिलावार और श्रेणीवार सत्यापन करके सावधानीपूर्वक अपनी पसंद प्रस्तुत करें

5. एक बार जब शिक्षक कैडर परिवर्तन अभियान में भाग लेने के लिए अपनी सहमति दे देता है, तो उसे अनिवार्य रूप से 2004, 2008, 2011 बैच पीआरटीएस/एचटी के लिए 21 जिलों (अपने वर्तमान जिले को छोड़कर) का विकल्प भरना होगा। . 2017 बैच के शिक्षक के लिए 21 जिले (मावत को छोड़कर) भरना जरूरी है। 6. किसी शिक्षक द्वारा जिले का विकल्प प्रस्तुत न किये जाने की स्थिति में
किसी भी कारण से निर्धारित समय अवधि के भीतर, उन शिक्षकों को जिला आवंटन के बाद शेष रिक्तियों के आधार पर किसी भी जिले में स्थानांतरित किया जा सकता है, जिन्होंने अपनी पसंद प्रस्तुत की है।
7. 2004 बैच के शिक्षकों की स्वैच्छिक भागीदारी के लिए विकल्प प्रस्तुत करने के कारण बनाई गई मानित रिक्तियों को वास्तविक रिक्तियों में जोड़ा जाएगा और 2004 बैच के प्रतिभागियों को पेश किया जाएगा।
8. 2004 बैच के पीआरटी/एचटी द्वारा परिणामी रिक्तियां
उन्हें जिलों का सफल आवंटन वास्तविक माना जाएगा
2008 बैच पीआरटीएस/एचटी के लिए रिक्तियां और मानी गई रिक्तियां
2008 बैच के पीआरटी/एचटी द्वारा स्वैच्छिक भागीदारी के लिए विकल्प प्रस्तुत करने के कारण बनाई गई रिक्तियों को वास्तविक रिक्तियों में जोड़ा जाएगा। इसी तरह का अभ्यास 2011 बैच के पीआरटी/एचटीएस के लिए दोहराया जाएगा।
9. न्यायालय के निर्देशों के मद्देनजर विभाग द्वारा 2017 बैच के लिए आरक्षित जिलेवार और श्रेणीवार रिक्तियां इस नोटिस के साथ संलग्न हैं। 2011 बैच के पीआरटीएस/एचटीएस को जिलों के सफल आवंटन के बाद बनाई गई परिणामी रिक्तियों को भी इन रिक्तियों में जोड़ा जाएगा और कुल रिक्तियों का उपयोग योग्यता के क्रम में 2017 बैच के पीआरटी को जिलों के आवंटन के लिए किया जाएगा।
10. यदि कोई प्रधान/ मुख्य शिक्षक (HT)कैडर परिवर्तन नीति में भाग लेता है, तो उसे इस अभियान के लिए पीआरटी शिक्षक माना जाएगा और नए जिले में पीआरटी के रूप में तैनात किया जाएगा।
11. सभी शिक्षकों को सलाह दी जाती है कि वे अपना लॉगिन और पासवर्ड किसी के साथ साझा न करें। यदि आपको किसी अन्य व्यक्ति से मदद लेने की आवश्यकता है, तो अपना पासवर्ड स्वयं डालें और अंतिम सबमिशन से पहले, यदि आपके सहयोगी द्वारा भरा गया है तो अपनी प्राथमिकताओं को सत्यापित करें। कृपया यह भी सुनिश्चित करें कि प्राथमिकताएं अंतिम रूप से जमा करने के बाद आपने अपने खाते से सफलतापूर्वक लॉग आउट कर लिया है।
12. यदि किसी कर्मचारी का पासवर्ड काम नहीं कर रहा है या लॉगिन में कोई समस्या आ रही है, तो उसे रीसेट करने के लिए 'पासवर्ड भूल जाएं' विकल्प का उपयोग करें। फिर भी यदि पासवर्ड अपडेट नहीं हुआ है तो संबंधित जिला शिक्षा से संपर्क करें। पासवर्ड रीसेट करने के लिए अधिकारी/जिला प्रारंभिक शिक्षा अधिकारी, जो शिक्षक के उचित सत्यापन के बाद ऐसे अनुरोधों को तुरंत स्वीकार करने के लिए जिम्मेदार होंगे।
13. शिक्षकों को यह भी सलाह दी जाती है कि अपनी पसंद/वरीयताएँ अंतिम रूप से प्रस्तुत करने के बाद सिस्टम के साथ खिलवाड़ न करें। यह आपकी प्राथमिकताओं को अनजाने में अंतिम रूप से प्रस्तुत किए बिना 'संपादन मोड' में डाल सकता है। इसके अलावा, कृपया आखिरी घंटे में अपने खाते में लॉगिन करने से बचें। ये भी हो सकता है

2. Participation for 2017 Batch PRTs is compulsory for Permanent District Allocation Drive.
3. Teachers are advised to submit their choice for voluntary participation carefully by verifying the district wise and category wise
vacancies.
4. District wise and category wise vacancies for 2004 batch is attached with the schedule.
5. Once the teacher gives his/her consent to participate in the cadre change drive, he/she shall have to compulsorily fill up the choices of 21 districts (except his/her present district) for 2004, 2008, 2011 Batch PRTS/HTs. For the teacher of 2017 Batch it is necessary to fillup 21 districts (except Mawat). 6. In case of non-submitting of the choices of district by any teacher
within stipulated time period due to any reason, he/she shall be liable to be transferred in any district based on the remaining vacancies after allocation of districts to those teachers who submitted their choice.
7. Deemed vacancies created due to submitting choice for voluntary participation of 2004 batch teachers shall be added in the actual vacancies and will be offered to the participants for 2004 batch.
8. The resultant vacancies created by 2004 batch PRTs/HTs after
successful allocation of districts to them shall be considered as actual
vacancies for 2008 batch PRTS/HTs and the deemed vacancies
created due to submitting choice for voluntary participation by 2008 batch PRTs/HTs shall be added in the actual vacancies. Similar exercise shall be repeated for 2011 batch PRTs/HTS.
9. District wise and category wise vacancies for 2017 batch reserved by the Department in view of Court Directions are attached with this notice. The resultant vacancies created by 2011 batch PRTS/HTS after successful allocation of districts to them, shall also be added in these vacancies and total vacancies shall be used for allocation of districts to the PRTs of 2017 batch in order of merit.
10. If any Head Teacher participates in the Cadre Change Policy, he will be treated as PRT teacher for the drive and will be posted as PRT in new district.
11. All Teachers are advised not to share their login and password with anyone. If you need to take help from any other person, put your password yourself and verify your preferences if filled up by your aide, before final submission. Also please ensure that you have successfully logged out of your account after final submission of preferences.
12. In case, the password of any employee is not working or facing any issue in login, use forget password' option to reset the same. Still if password is not updated, contact respective District Education. Officer/ District Elementary Education Officer for resetting the password, who shall be responsible to attend such requests promptly after proper verification of the teacher.
13. Teachers are also advised not to play with the system after final submission of your choice/preferences. This can put your preferences into 'edit mode' without final submission unknowingly. Also, please avoid last hour login to your account. This could also

To provide uninterrupted study to the students of Government Schools, the State Government has decided that the School Teachers of Government Schools, who superannuated during the mid session will work. up to the end of the ongoing academic session ie, up to 31 March on the same post till the time an alternate arrangement is made for rest of the academic session. The terms and condition of the re-employment are as
under:-
It will be applicable to all the Teachers including Head of the Schools working in the School Education Department. The re-employment shall be purely temporary and on optional basis. iii. It will be the prerogative of the State Government to deny any teacher
for re-employment on case to case basis.
iv. The re-employment will be from the date of retirement of teacher till the end of academic session i.e. up to 31st March or till the department is able to fill the post through any mode whichever is carlier.
V. The re-employment of the teachers will be made on need basis, keeping in view the factors such as workload and student teacher ratio
etc.

The salary will be paid to the pensioner teacher as per Rule-52 (amended vide notification dated 26.02.2018) of 'Haryana Civil Services (Pay) Rules, 2016 on re-employment, if retired under Old Pension Scheme (OPS) and the salary will be paid to the teacher who

विषयांकित मामले में आपको पुनः निर्देश दिये जाते है कि स्कूलों के खातों (RCF, CCWF, CWF, General Fund etc.) में प्राप्त मीड डे मिल की ब्याज (कुकिंग कोस्ट) की राशि को सबंन्धित खण्ड शिक्षा अधिकारी के द्वारा अपने खाते में मंगवाया जाये इसके उपरांत ही खण्ड शिक्षा अधिकारी द्वारा कुकिंग कोस्ट की राशि पर प्राप्त व्याज की राशि इक्कट्टे निदेशालय के SNA Account में 3 दिन के अन्दर अन्दर जमा करवाई जाये। यदि उनके खण्ड के किसी भी स्कूल द्वारा मिड डे मील की व्याज की राशि सीधे निदेशालय के SNA Account में जगा करवाई गई तो इसके लिए सबंन्धित खण्ड शिक्षा अधिकारी (BEO's) जिम्मेदार होंगे और साथ ही सभी खण्ड शिक्षा अधिकारी (BEO's), अपने अपने जिला मौलिक शिक्षा अधिकरियों के माध्यम से निदेशालय के SNA Account में जमा करवाई गई कुकिंग कोरट की व्याज की राशि का UC (Utilization Cirtificate) 3 दिन के अन्दर इस निदेशालय में भिजवाना सुनिश्चित करें।

9. न्यायालय के निर्देशों के मद्देनजर विभाग द्वारा 2017 बैच के लिए आरक्षित जिलेवार और श्रेणीवार रिक्तियां इस नोटिस के साथ संलग्न हैं। 2011 बैच के पीआरटीएस/एचटीएस को जिलों के सफल आवंटन के बाद बनाई गई परिणामी रिक्तियों को भी इन रिक्तियों में जोड़ा जाएगा और कुल रिक्तियों का उपयोग योग्यता के क्रम में 2017 बैच के पीआरटी को जिलों के आवंटन के लिए किया जाएगा।
10. यदि कोई प्रधान शिक्षक कैडर परिवर्तन नीति में भाग लेता है, तो उसे इस अभियान के लिए पीआरटी शिक्षक माना जाएगा और नए जिले में पीआरटी के रूप में तैनात किया जाएगा।
11. सभी शिक्षकों को सलाह दी जाती है कि वे अपना लॉगिन और पासवर्ड किसी के साथ साझा न करें। यदि आपको किसी अन्य व्यक्ति से मदद लेने की आवश्यकता है, तो अपना पासवर्ड स्वयं डालें और अंतिम सबमिशन से पहले, यदि आपके सहयोगी द्वारा भरा गया है तो अपनी प्राथमिकताओं को सत्यापित करें। कृपया यह भी सुनिश्चित करें कि प्राथमिकताएं अंतिम रूप से जमा करने के बाद आपने अपने खाते से सफलतापूर्वक लॉग आउट कर लिया है।
12. यदि किसी कर्मचारी का पासवर्ड काम नहीं कर रहा है या लॉगिन में कोई समस्या आ रही है, तो उसे रीसेट करने के लिए 'पासवर्ड भूल जाएं' विकल्प का उपयोग करें। फिर भी यदि पासवर्ड अपडेट नहीं किया गया है, तो पासवर्ड रीसेट करने के लिए संबंधित जिला शिक्षा अधिकारी/जिला प्रारंभिक शिक्षा अधिकारी से संपर्क करें, जो शिक्षक के उचित सत्यापन के बाद ऐसे अनुरोधों पर तुरंत ध्यान देने के लिए जिम्मेदार होंगे।
13. शिक्षकों को भी सलाह दी जाती है कि वे फाइनल के बाद सिस्टम के साथ खिलवाड़ न करें
अपनी पसंद/वरीयताएँ प्रस्तुत करना। यह आपकी प्राथमिकताओं को अनजाने में अंतिम रूप से प्रस्तुत किए बिना 'संपादन मोड' में डाल सकता है। इसके अलावा, कृपया आखिरी घंटे में अपने खाते में लॉगिन करने से बचें। इससे आप अपनी प्राथमिकताओं की पुष्टि न होने की स्थिति में भी आ सकते हैं।
14. 2004 बैच और 2017 बैच के लिए विचार की जाने वाली पात्र रिक्तियों की सूची इसके साथ संलग्न है।

Guidelines
1. Participation for the Cadre Change Drive for 2004, 2008, 2011 Batch PRTS/HTs is voluntarily. 2. Participation for 2017 Batch PRTs is compulsory for Permanent
District Allocation Drive.
3. Teachers are advised to submit their choice for voluntary participation carefully by verifying the district wise and category wise
vacancies.
4. District wise and category wise vacancies for 2004 batch is attached
with the schedule.
5. Once the teacher gives his/her consent to participate in the cadre
change drive, he/she shall have to compulsorily fill up the choices of
21 districts (except his/her present district) for 2004, 2008, 2011
Batch PRTs/HTs. For the teacher of 2017 Batch it is necessary to fillup 21 districts (except Mawat). 6. In case of non-submitting of the choices of district by any teacher within stipulated time period due to any reason, he/she shall be liable
to be transferred in any district based on the remaining vacancies
after allocation of districts to those teachers who submitted their
choice.
7. Deemed vacancies created due to submitting choice for voluntary participation of 2004 batch teachers shall be added in the actual vacancies and will be offered to the participants for 2004 batch.
8. The resultant vacancies created by 2004 batch PRTs/HTs after
successful allocation of districts to them shall be considered as actual
vacancies for 2008 batch PRTS/HTs and the deemed vacancies

created due to submitting choice for voluntary participation by 2008 batch PRTS/HTs shall be added in the actual vacancies. Similar exercise shall be repeated for 2011 batch PRTs/HTS.
9. District wise and category wise vacancies for 2017 batch reserved by the Department in view of Court Directions are attached with this notice. The resultant vacancies created by 2011 batch PRTS/HTS after successful allocation of districts to them, shall also be added in these vacancies and total vacancies shall be used for allocation of districts to the PRTs of 2017 batch in order of merit.
10. If any Head Teacher participates in the Cadre Change Policy, he will be treated as PRT teacher for the drive and will be posted as PRT in new district.
11. All Teachers are advised not to share their login and password with anyone. If you need to take help from any other person, put your password yourself and verify your preferences if filled up by your aide, before final submission. Also please ensure that you have successfully logged out of your account after final submission of preferences.
12. In case, the password of any employee is not working or facing any issue in login, use forget password' option to reset the same. Still if password is not updated, contact respective District Education Officer/ District Elementary Education Officer for resetting the password, who shall be responsible to attend such requests promptly after proper verification of the teacher.
13. Teachers are also advised not to play with the system after final
submission of your choice/preferences. This can put your preferences into 'edit mode' without final submission unknowingly. Also, please avoid last hour login to your account. This could also land you in a position of non-confirmation of your preferences.

Rationalization surplus rule Haryana Guest teacher and regular Teacher

In the process of scientization, the following guidelines have been issued for declaring surplus JBT teachers/head teachers as surplus:-
1. Among the surplus teachers, the junior guest JBT teacher from the school will be the first to be made surplus. If the guest teacher is 70 percent disabled then surplus will not be made.
II. If all the guest teachers in the district are surplus, then in that case all the guest teachers will be declared surplus and they will be sent to other districts as per the Guest Teacher Adjustment policy.
III. If a guest JBT teacher is not working in a school, then in that case the regular JBT teacher who has the longest stay in that school will be surplus.
IV. No head teacher will be made surplus. V. If in case of surplus, another JBT teacher wants to be made surplus in place of the senior JBT teacher, then the second teacher can be made surplus by presenting the written consent of both the teachers.
VI. Teachers of any (Protected Category) (Widow, Physically Handicapped 70% or above, parityakta, Divorce Terminal Disease & Retiree within one year) will not be made surplus. If all the teachers in a school are in Protected Category, then the teacher with the maximum stay among them will be declared surplus.
