filling up of vacancies and drawing a panel of candidates for the posts of Post Graduate Teachers from Gen./OBC/SC/ST Categories on DIRECT RECRUITMENT BASIS in the Jawahar Navodaya Vidyalayas located in various districts of the country.

Details regarding essential and desirable qualifications for various categories of posts, Pay Scales, Age limit, Relaxation of age, Mode of Selection and other related details are given below. Reservation for various categories viz. SC, ST, OBC & PH will be provided as per Govt. instructions. In addition to the pay scale and grade pay, selected candidates will be entitled to draw admissible allowance besides 10% special pay for performing additional residential duties.

PART - II

Eligibility of Applicants for PGTs.

The Cut-Off date for determining various eligibility criteria (Educational Qualifications, age limit etc.) will be 30.11.2011. Applicants must satisfy about their eligibility as on 30.11.2011 before applying.

AGE RELAXATION

Maximum relaxation in upper age will be as under:

(a) Up to a maximum of Five years in the case of SC/ST candidates.

(b) Up to a maximum of Three years in the case of OBC candidates.

(d) Up to a maximum of Five years in the case of Govt. servants / NVS regular employees.

(e) Up to a maximum of 10 years in the case of SC/ST candidates and 8 years in the case of OBC candidates serving as Govt. employees in accordance with instructions or orders issued by the Govt. of India. An applicant claiming age relaxation under this para should produce a certificate from his/her employer to the effect that he/she is a Govt. servant as on the date of advertisement.

(f) Up to a maximum of 10 years in the case of Physically Handicapped.

EXCEPT PHYSICALLY HANDICAPPED CANDIDATES, ALL THE CONCESSIONS MENTIONED ABOVE WILL BE CONCURRENT, THAT IS, IF A PERSON IS ELIGIBLE FOR MORE THAN ONE CONCESSION, ONLY ONE OF THE CONCESSIONS OF THE HIGHLY PERMISSIBLE LIMIT WILL BE GRANTED.

2. Blind candidates will be allowed to take the assistance of scribes (to be arranged by the candidates) at the respective Examination Centre who will assist them in the examination process. Such candidate must write clearly about their disability in the application form. An extra time of 30 minutes will be given to such candidates.

3. Candidates admitted to the examination will be sent an Admit Card permitting them to take examination. No candidate will be permitted to appear in the examination hall without the Admit Card along with date sheet and specific instructions.

. The decision of the Samiti about the mode of selection to the above posts and eligibility conditions of the applicants for interview shall be final and binding. No correspondence will be entertained in this regard.

6. SCHEDULE FOR WRITTEN EXAMINATION

Schedule of examination will be intimated with the Admit Card. Detailed examination schedule will be notified on Samiti’s website www.navodaya.nic.in in February 2012.

How to Apply:

i. Candidates are required to apply Online through NavodayaVidyalayaSamiti’s web-site at www.navodaya.nic.in No other means/mode of application will be accepted.

ii. Candidates are required to have a valid personal email ID. It should be kept active during the currency of this recruitment. The NavodayaVidyalayaSamiti may send call letters for written test, interview etc. through the registered email ID. Under no circumstances, he/she should share/ mention email ID to/ or of any other person.

iii. In case, a candidate does not have a valid personal email ID, he/she should create his/ her new email ID before applying Online.

iv. Applicants are first required to go to the NavodayaVidyalayaSamiti’s web-site at www.navodaya.nic.in and open the link 'Recruitment'. Thereafter, open the Recruitment Notification titled as ‘RECRUITMENT OF PGTs - 2012'

v. Take a print of the entire Recruitment Notification, including the 'FEES PAYMENT CHALLAN'.

vi. Fill in the Fee Payment Challan in a clear and legible handwriting in BLOCK LETTERS. Go to the nearest Branch of Union Bank of India with the Fee Payment Challan duly filled in and pay, in Cash the appropriate Application Fee in favour of NavodayaVidyalayaSamiti.Applicants are required to pay Rs. 500/-+ Rs 40/- as Bank’s service charges towards non-refundable application processing charge in the form of a bank challan as mentioned above.No fees is required to be paid by candidates belonging to SC / ST / PH categories and Women Candidates, hence the steps for payment of fees will not be applicable to them.

vii. Obtain the counterfoil (Applicant's Copy& NVS Copy) of the Fee Payment Challan duly received by the Bank with (a) Branch Name & Code Number (b) Transaction ID/Journal No (c) Date of Deposit & Amount filled by the Branch Official.

viii. Candidates are now ready to apply Online by re-visiting the Recruitment Page of the NavodayaVidyalayaSamiti’s website and going to the sublink "Online APPLICATION

FOR RECRUITMENT OF PGTs - 2012". Click on this sublink will open up the appropriate Online Application Format.

ix. Carefully fill in the complete details in online application form indicating the necessary details from the Fee Payment Challan, scan and upload your recent photograph and signatures at the appropriate places as per instructions contained in enclosed Annexure-I and submit the same Online.

x. Original counterfoil of the fee payment challan(NVS Copy) will have to be submitted with the Call Letter at the time of written test. Without counterfoil of the fee payment challan, the candidates will not be allowed to appear in the written test. Candidates are, therefore, advised to keep 3 photocopies of the fee payment challan for future use.

xi. The candidates should take a printout of the online application, affix a recent passport size photograph and preserve it with them for their record and should not be sent at the NavodayaVidyalayaSamiti’s address or any other address. The application printout with photograph affixed will also have to be submitted during document verification at the time of interviews alongwith the attested copies of certificates in support of Age, Qualification, Experience, Caste, Caste Validity, Non Creamy Layer, as applicable.

xii. The name of the candidate or his/ her father/ husband etc. should be spelt correctly in the application as it appears in the certificates/ mark sheets. Any change / alteration found may disqualify the candidature.

xiii. Candidates will be required to download the call letter from Navodaya Vidyalaya Samiti’s website i.e. “www.navodaya.nic.in”. Candidates will be intimated about the same by e-mail & SMS.

The NVS will take up verification of eligibility conditions with reference to original documents only after the candidates have qualified for interview. Only those OBC categories which are recognized by Government of India will be considered for appointment under OBC category.

पप्पू को गली-गली ढूंढ़कर लाएंगे गुरुजी

यूजीसी और एमएचआरडी के पीएचडी के नियम अलग

सतीश चौहान, कुरुक्षेत्र राष्ट्रीय महत्व के संस्थान कहे जाने वाले राष्ट्रीय प्रौद्योगिकी संस्थान (निट) से पीएचडी करने वाले विद्यार्थियों को अपने ही देश में नौकरी मिल पाना मुश्किल हो सकता है। यूजीसी के नियमों के अनुसार प्रवेश परीक्षा और छह महीने के कोर्स वर्क के बिना पीएचडी मान्य नहीं होगी और मानव संसाधन विकास मंत्रालय (एमएचआरडी) द्वारा संचालित राष्ट्रीय संस्थानों में प्रवेश परीक्षा को तरजीह नहीं दी गई है और बिना प्रवेश परीक्षा के ही धड़ल्ले से पीएचडी में रजिस्ट्रेशन होते हैं। ऐसे में एमएचआरडी द्वारा संचालित निट में बिना प्रवेश परीक्षा के ही पीएचडी में रजिस्ट्रेशन हो रहे हैं। ऐसे में नुकसान केवल छात्रों का होना तय है। राष्ट्रीय प्रौद्योगिकी संस्थान (निट) में पीएचडी में रजिस्ट्रेशन के लिए किसी प्रकार की प्रवेश परीक्षा की आवश्यकता नहीं है। प्रशासन के अनुसार ज्यादा उम्मीदवारों के होने के बाद ही प्रवेश परीक्षा ली जाती है। ऐसे में निट में आज भी पुराने तरीके से प्रोफेसरों पर ही निर्भर है कि वो किस को शोध कराना चाहते हैं और किस को नहीं। इसके लिए केवल विभागीय स्तर पर विभागीय शोध कमेटी का गठन किया गया है और अपने चहेतों को प्रवेश दे दिया जाता है। इसके लिए प्रवेश परीक्षा नहीं साक्षात्कार को माध्यम बनाया जाता है। निट के पीएचडी नियमों में वैसे तो प्रवेश परीक्षा को दिया गया है। जिसके कारण पिछले सालों में इक्का-दुक्का प्रवेश परीक्षाओं के अलावा निट में पीएचडी की प्रवेश परीक्षा हुई ही नहीं। निट में कराई गई इस प्रकार की पीएचडी करने वाले विद्यार्थी को अगर अन्य विश्र्वविद्यालयों में नौकरी के लिए आवेदन करना पड़ा तो मुश्किल हो सकती है, क्योंकि यूजीसी के नियमों के अनुसार बिना कोर्स वर्क और प्रवेश परीक्षा के की गई पीएचडी धारक को नौकरी नहीं दी जा सकती है। जिनमें इस प्रकार के शोध को मान्य माना गया है। बाकि विश्र्वविद्यालयों में नौकरी के लिए ये आवेदन भी नहीं कर सकते। निट के पीआरओ डॉ. दीक्षित गर्ग का कहना है कि कई विभागों में पिछली बार प्रवेश परीक्षा कराई गई हंै, लेकिन सभी विभागों में अभी प्रवेश परीक्षा नहीं कराई जा रही है क्योंकि एमएचआरडी के नियमों में ऐसा नहीं है और यूजीसी के नियम निट पर लागू नहीं होते।

गुजवि में पीएचडी प्रवेश परीक्षा संपन्न

हिसार, जागरण संवाददाता : गुरु जम्भेश्वर विज्ञान एवं तकनीकी विश्वविद्यालय में शनिवार को पीएचडी प्रवेश परीक्षा शांतिपूर्ण ढंग से संपन्न हो गई। इस परीक्षा में लगभग 1100 विद्यार्थियों ने भाग लिया। परीक्षा के लिए विवि के परिसर में 16 परीक्षा केंद्र बनाए गए थे। एक परीक्षा केंद्र कोलकाता में बनाया गया था। कोलकाता केंद्र पर रसायन शास्त्र व जीव विज्ञान की परीक्षा आयोजित की गई थी। परीक्षा में किसी भी प्रकार की समस्या न हो इसके लिए गुरु जम्भेश्वर विश्र्वविद्यालय के कुलसचिव प्रो. आरएस जागलान व प्रो. एमएस तुरान ने परीक्षा केंद्रों का निरीक्षण किया। इस संबंध में जानकारी देते हुए बताया कि विश्वविद्यालय के 16 विभागों में 79 सीटों पर पीएचडी के दाखिले होने हैं। इसके लिए यह परीक्षा आयोजित की गई थी। परीक्षा सुबह के सत्र में 11 बजे से एक बजे तक तथा शाम के सत्र में दो बजे से चार बजे तक हुई।

कंप्यूटर संचालक ने बनाई अश्लील सीडी

हिसार, जागरण संवाददाता : टाउन प्लाजा में एक कंप्यूटर संचालक ने सेंटर में कंप्यूटर कोर्स करने वाली एक युवती की अश्लील सीडी बनाकर बेचने का प्रयास किया। पुलिस ने आरोपी के खिलाफ आईटी एक्ट के तहत मामला दर्ज कर गिरफ्तार कर अदालत में पेश किया। कोर्ट ने उसे न्यायिक हिरासत में जेल भेज दिया। मय्यड़ निवासी एक युवक हिसार के टाउन प्लाजा में कंप्यूटर सेंटर चलाता है। यहां आने वाली एक युवती को उसने अपने प्यार के झांसे में फंसाकर सेंटर में लगे गुप्त कैमरों से युवती की अश्लील सीडी बना ली। युवक सीडी बेचने की फिराक में था। इसी दौरान भनक लगने पर पुलिस ने आरोपी को गिरफ्तार कर लिया। इसके बाद पुलिस ने उसे अदालत में पेश किया जहां से उसे न्यायिक हिरासत में जेल भेज दिया गया।

बृजेश द्विवेदी, कुरुक्षेत्र छोटू तुम कहां हो, स्कूल क्यों नहीं आ रहे हो? कुछ इसी तरह सरकारी स्कूल के अध्यापक व प्रबंध समिति के सदस्य शहर व गांव की गलियों में उन बच्चों का ढूंढते नजर आएंगे जो दाखिला लेने के बाद तीन माह व इससे ज्यादा समय से स्कूल नहीं आ रहे हैं। शिक्षा का अधिकार कानून लागू होने के बाद राजकीय विद्यालयों में दाखिले के लिहाज से छात्रों की संख्या बढ़ी है लेकिन उपस्थित में भारी गिरावट आई। कक्षाओं से लगभग 25 प्रतिशत छात्र गायब हैं। इससे शिक्षा विभाग की चिंता बढ़ गई है। यह चिंता अध्यापकों के लिए आयोजित सतत् मूल्यांकन की ट्रेनिंग के दौरान भी देखी गई। लंबे समय से अनुपस्थित चल रहे बच्चों को वापिस स्कूल कैसे लाएं इस बारे में भी अध्यापकों को ट्रेनिंग के दौरान दिशा निर्देश दिया जा रहा है। शिक्षा का अधिकार कानून लागू होने के बाद सरकारी स्कूलों में दाखिला लेने वाले छात्रों की संख्या बढ़ी है। शिक्षा विभाग के दबाव में स्कूलों ने संख्या तो बढ़ा ली लेकिन छात्रों को कक्षाओं में नहीं रोक पाए। यदि स्कूलों की उपस्थिति रजिस्टर को चेक जिया जाए तो चौंकाने वाले तथ्य सामने आ सकते हैं। ऐसे छात्रों की एक बड़ी संख्या सामने आ सकती है। सतत् मूल्यांकन के लिए दी जा रही ट्रेनिंग के दौरान अध्यापकों ने ही अधिकारियों के सामने सवाल रखा। उनका कहना था कि वे उन बच्चों का किस आधार पर मूल्यांकन करें जो दाखिला लेने के बाद महीनों से स्कूल नहीं आ रहे हैं। क्योंकि शिक्षा के अधिकार कानून के तहत इन बच्चों को स्कूल लाने के लिए उनके साथ जबरदस्ती नहीं की जा सकती। उनके अभिभावकों को बच्चों को स्कूल भेजने के लिए सिर्फ प्रोत्साहित किया जा सकता है। ट्रेनिंग के दौरान अधिकारियों ने अध्यापकों को बताया कि जो बच्चे स्कूल से अनुपस्थित हैं उनके अभिभावकों से संपर्क किया जाए तथा बच्चे के स्कूल नहीं आने का कारण जाना जाए। इसके बाद स्कूल मैनेजमेंट कमेटी की बैठक बुलाकर बच्चे को स्कूल लाने का रास्ता तलाशा जाए।

आरोही स्कूलों को है शिक्षकों का इंतजार

हिसार, जागरण संवाददाता : जिले के शैक्षिक रूप से पिछड़े क्षेत्रों में अंग्रेजी माध्यम से आधुनिक शिक्षा देने के लिए खोले गए आरोही मॉडल स्कूल को अगले वर्ष तक शिक्षकों का इंतजार करना होगा। इन स्कूलों को स्थायी शिक्षक देने के लिए शिक्षा विभाग जिले व प्रदेशस्तर पर दो बार साक्षात्कार आयोजित कर चुका है, लेकिन सफल शिक्षकों की घोषणा अभी तक नहीं की गई है। शिक्षकों के अभाव में इन स्कूलों से विद्यार्थियों का पलायन जारी है। हालांकि इन स्कूलों में विकल्प के तौर पर अन्य सरकारी स्कूलों से शिक्षकों को अस्थायी तौर पर नियुक्त तो किया गया है, लेकिन स्कूल अंग्रेजी माध्यम के होने के कारण शिक्षकों को पढ़ाने में समस्याएं उत्पन्न हो रही हैं। उल्लेखनीय है कि जिले के अग्रोहा, बरवाला, हांसी 1, हिसार, नारनौंद व उकलाना में स्थित आरोही स्कूलों में स्थायी शिक्षकों की नियुक्ति करनी है। वर्तमान में यहां 15 से 40 फीसदी तक स्टाफ की कमी है। इस बारे में स्कूल के शिक्षकों का कहना है कि इन आरोही स्कूलों में सबसे ज्यादा संख्या विज्ञान विषय को पढ़ने वाले बच्चों की है, लेकिन स्कूल के पास पर्याप्त शिक्षक न होने के कारण बच्चे स्कूल से पलायन कर रहे हैं। तीन माह बाद वार्षिक परीक्षा आयोजित होगी, लेकिन यहां पढ़ने वाले बच्चे वैकल्पिक शिक्षकों के सहयोग से अपना कोर्स भी पूरा नहीं कर पा रहे। इस संबंध में संयुक्त शिक्षा निदेशक बीआर वत्स ने बताया कि इन स्कूलों में शिक्षकों की नियुक्ति के लिए काम चल रहा है। निदेशक की देखरेख में हो रही इस नियुक्ति की घोषणा जल्द ही कर दी जाएगी।

शिक्षकों को एलटीसी की राशि का इंतजार

बलवान शर्मा, भिवानी छठे वेतन आयोग की सिफारिशें लागू होने के बाद से आज तक प्रदेश के 70 हजार से अधिक शिक्षकों को पिछले चार वर्ष से एलटीसी की राशि का इंतजार है। इसके तहत एक महीने का वेतन दिए जाने का प्रावधान है। उल्लेखनीय है कि प्रदेश सरकार ने सन 2006 में छठे वेतन आयोग की सिफारिशों को लागू किया था। इसके तहत कर्मचारियों को लगातार कार्य के दबाव से उबारने के लिए एक माह का वेतन अलग से देने का प्रावधान किया गया था। चार-चार साल का ब्लाक बनाया गया और इसके तहत एक ब्लाक में एक माह का अतिरिक्त वेतन देने का प्रावधान किया गया। 2006 से पूर्व भी यह सुविधा तो थी लेकिन उस समय प्रावधान यह था कि कर्मचारी को भ्रमण करना ही होगा और इसके बाद ही भुगतान होगा। छठे वेतन आयोग की सिफारिश में संशोधन करते हुए यह प्रावधान किया गया कि उक्त कर्मचारी भ्रमण करे या न करे, उसे चार साल में एक माह के वेतन का भुगतान कर दिया जाए। छठे वेतन आयोग की सिफारिशों को लागू हुए चार साल (एक ब्लाक) पूरे हो चुके है और अभी तक शिक्षा विभाग के कर्मचारियों को एक माह के वेतन का भुगतान नहीं हो पाया है। इस बारे में हिसार की जिला मौलिक शिक्षा अधिकारी आशा ग्रोवर से बात की गई तो उन्होंने माना कि अभी इस राशि का भुगतान नहीं हो पाया है। उधर हरियाणा राजकीय अध्यापक संघ के प्रदेश प्रवक्ता जयवीर नाफरिया आर प्राथमिक शिक्षक संघ के प्रदेश संगठन सचिव देवेन्द्र सिंह दहिया ने कहा कि विभाग को एलटीसी राशि का जल्द से जल्द भुगतान करना चाहिए।

जम्मू। राज्य कैबिनेट की इस वर्ष की 26वीं बैठक में इंचार्ज हेडमास्टरों एवं प्लस टू लेक्चररों को उनके पद पर नियमित करने को मंजूरी दे दी है। बैठक में वकीलों की हड़ताल का भी मुद्दा उठा लेकिन इस पर कोई फैसला नहीं हो पाया। मिली जानकारी अनुसार रावी तवी से पानी लेने के लिए कठुआ जिले के गांव सतवाइयां से 1150 क्यूसिक क्षमता की नहर का निमार्ण किया जाएगा। यह नहर रावी मुख्य रावी नहर का का विस्तार होगी। इस नहर पर आने वाली 245 करोड़ की लागत आएगी। इसमें से 90 प्रतिशत राशी केंद्रग सरकार द्वारा दी जाएगी।

शेष दस प्रतिशत राज्य सरकार देगी। केंद्र यह राशी सिंधु जलनदी समझौते से राज्य को हुए नुकसान की भरपाई के तौर पर देगा। केंद्र इस परियोजना के लिए तभी पैसा देगी, जब राज्य सरकार इसे जमीनी स्तर पर अमल में लाना शुरू करेगी। राज्य सरकार अपना दस प्रतिशत का हिस्स विभिन्न पन परियोजनाओं से लिए जाने वाले वाटर यूसिस चार्ज में से खर्च करेगी।

इंचार्ज हेडमास्टरों तथा लेक्चररों को नियमित किए जाने के लिए स्क्रीनिंग कमेटी सभी उम्मीदवारों के मामलों की जांच करेगी। कमेटी की अध्यक्षता विभाग की आयुक्त सचिव करेंगी। जबकि अन्य सदस्यों में आयुक्त सचिव जीएडी व दोनों संभागों के शिक्षा निदेशक शामिल होंगे। बताते चलें कि पिछले 14 साल से उन्हें नियमित करने का मामला लटका पड़ा था। शेषत्नपेज २ पर

पीएसएसी से 300 शिक्षाकर्मी बनेंगे प्राचार्य

रायपुर। शिक्षाकर्मियों को प्राचार्य बनाकर उनके नियमितीकरण का रास्ता खुलने लगा है। इस बार विभागीय स्तर पर परीक्षा नहीं ली जाएगी, बल्कि पीएससी के माध्यम से पहले चरण में 300 शिक्षाकर्मियों को प्राचार्य बनाने की योजना है।

शालेय शिक्षाकर्मी संघ के कार्यकारी प्रांताध्यक्ष संजय तिवारी ने बताया कि शिक्षामंत्री बृजमोहन अग्रवाल के हस्तक्षेप के बाद स्कूल शिक्षा विभाग के सचिव सुनील कुमार ने इसी माह 300 प्राचार्य संवर्ग के विज्ञापन का मांग पत्र पीएससी को भेज दिया है। श्री तिवारी ने बताया कि 2007 में मंत्री परिषद ने निर्णय लिया था कि शिक्षा विभाग एवं आदिम जाति कल्याण विभाग में 25 फीसदी प्राचार्य के पद शिक्षाकर्मी वर्ग-1 से भरे जाएंगे। इनकी पदोन्नति का नियम नहीं है।

शिक्षा विभाग ने मंत्री परिषद के फैसले के अनुसार 2008 को राजपत्र में प्रकाशन किया, 2009 में शिक्षाकर्मियों को प्राचार्य बनाने की मुहिम शुरु की, लेकिन शिक्षक संगठनों ने याचिका दायर कर विरोध शुरु कर दिया। श्री तिवारी और नवनीत तंबोली ने भी हाईकोर्ट में याचिका दायर कर दी। न्यायालय ने शिक्षाकर्मियों के हक में फैसला दिया।

फ्री में कीजिये मास्टर एजुकेशन और लीजिये साथ में नौकरी भी!

भीलवाड़ा.घटते एजुकेशन लेवल से चिंतित देश की ख्यातनाम कंपनियों ने इंजीनियरिंग व एकेडमी कॉलेज स्टूडेंट्स का रिक्रूटमेंट कर देश के नामी इंस्टीट्यूट में मास्टर एजुकेशन (एमएस) कराकर अपने यहीं नौकरी दिलाने का निर्णय लिया है। रिक्रूटमेंट स्टूडेंट्स की मास्टर एजुकेशन का खर्च भी ये कंपनियां ही वहन करेंगी।

इन कंपनियों में आईटी सर्विस में देश की दूसरी सबसे बड़ी कंपनी विप्रो के अलावा एलएनटी कोर, सेप लैब आदि शामिल हैं। घटते एजुकेशन लेवल से कंपनियों ने क्वालिटी एंप्लाइज नहीं मिलने से यह कदम उठाया है। यह पहला मौका है जब इन कंपनियों ने स्टूडेंट्स को भी मौका दिया है।

कंपनियां इन स्टूडेंट्स की क्वालिटी बढ़ाने के लिए ख्यातनाम इंस्टीट्यूट से मास्टर एजुकेशन कराएगी।

"घटते एजुकेशन लेवल के कारण इन कंपनियों को यह निर्णय लेना पड़ा। हालांकि यह एकेडमी व इंजीनियरिंग स्टूडेंट्स के लिए स्वर्णिम अवसर है। एलएनटी कोर में टेक्सटाइल कॉलेज स्टूडेंट्स को एप्लाई करने के लिए कहा है। स्टूडेंट्स इन कंपनियों की वेबसाइट पर आवेदन कर सकते हैं।"

शादीशुदा बेटियां भी होंगी एक्स सर्विसमैन आश्रित

चंडीगढ़. हरियाणा सरकार में नौकरी के लिए आवेदन में अब एक्स सर्विस मैन के आश्रितों में शादीशुदा बेटियां भी शामिल होंगी। पंजाब एवं हरियाणा हाईकोर्ट ने राज्य सरकार की इस संबंध में पॉलिसी को खारिज करते हुए कहा कि जीविका का साधन न होने पर शादीशुदा लड़कियां भी अपने पिता के एक्स सर्विस मैन आश्रितों में शामिल होंगी।

पुराने नियमों के तहत रोजगार का साधन न होने वाले लड़कों को ही अपने पिता के एक्स सर्विस मैन आश्रित होने का लाभ दिया जा रहा था। जय नारायण जाखड़ की तरफ से दाखिल याचिका में हरियाणा सरकार की 11 अक्टूबर 2001 की पॉलिसी को खारिज करने की मांग की गई थी जिसमें जिला सैनिक बोर्ड की तरफ से एक्स सर्विस मैन आश्रितों के लिए प्रमाण पत्र महज शादीशुदा लड़कों को ही जीविका का साधन न होने पर जारी किया जा रहा था।

याचिका में कहा गया कि शादीशुदा होने के बाद यदि लड़की की जीविका का कोई स्वतंत्र साधन नहीं है तो उसे इस लाभ से कैसे वंचित किया जा सकता है। जस्टिस एमएम कुमार व जस्टिस आरएन रैना की खंडपीठ ने याचिका को स्वीकार करते हुए कहा कि महज लड़की होने पर यह भेदभाव नहीं किया जा सकता। यदि जीविका का साधन नहीं है तो फिर लड़का अथवा लड़की होने के आधार पर कोई भेदभाव नहीं किया जा सकता। अदालत ने इस पर पॉलिसी के इस क्लॉज को असंवैधानिक बताते हुए इसे खारिज करने के निर्देश दिए हैं।

पंजाब में भी बेटियों को राहत नहीं

पंजाब सरकार में भी नौकरी के लिए आवेदन में एक्स सर्विस मैन के आश्रितों में शादीशुदा लड़कियों को पिता पर आश्रित नहीं माना जा रहा। कैबिनेट मंत्री बलबीर सिंह बाहट ने कहा कि हरियाणा की तरह की पंजाब में भी एक्स सर्विस मैन के आश्रितों में शादीशुदा लड़कियां शामिल नहीं हैं। केवल शादीशुदा लड़कों को ही जीविका का साधन न होने पर एक्स सर्विस मैन का आश्रित माना जा रहा है।

Dharambir Baldodia has purchased gas chullahs along with lighter,pipe, regulator and burner © Rs.3297/- each including VAT chargesamounting to Rs.20,44,017/- from The Khadi & Village Industries Board,Faridabad treating it as an approved source whereas it was not approvedsource by the Haryana Government for the said item.
In the open market the value of this set was about Rs.1258/- includingVAT whereas the payment has been made © Rs.3297/- per item. In thisway, he has violated the instructions of the Finance & this Dept and hascaused a loss of Rs.12,64,057/- to the Govt. In addition, the said gaschullahs were not 181 marked.
Thereafter, he replied to the said chargesheet on 17-06-2009 (at CP-29).Finding his reply as unsatisfactory, Sh.
After going through the contents of the charge sheet and explanation thereof,report of regular inquiry officer and written representation, the observations are asunder:-
Regarding charge No. 1, Sh. Dharambir Baldodia, the then BEO Hathin, beingmember of the Committee constituted by the then DEO Mewat, is responsible topurchase an item from The Khadi & Village Industries Board Faridabad, whichwas not an approved source.
By signing the proceedings of placing the order and signing of inspection reportdated 27.04.2007, the said incumbent is responsible for felicitating the paymentof huge amount beyond the actual cost of the articles purchased and iscollectively responsible for causing a loss to the tune of Rs.12,64,057/- bypurchasing the said articles at the rate of Rs.3297/- instead of optimum marketrate of Rs.1258/-.
Taking and overall view of the matter as enunciated above, it has been clearlyestablished beyond an iota of doubt that a loss of Rs.12,64,057/- has been caused tothe state exchequer by Sh. Karan Singh Sehrawat, DEED Mewat, Sh. DharambirBaldodia, BEO Hathin, Sh. Khoob Chand, Head Teacher, GPS Bajarkan (Nuh) and Sh.Rule 7 ofHaryana Civil Services (Punishment and Appeal) Rules 1987 vide Govt. orderdated 15-07-2008 (at CP-6), on the following charges and allegations:-0.
