पदोन्नति में आरक्षण का लाभ एक बार ही मिलेगा

रायपुर.मंत्रालय में विभिन्न वर्गो के लिए पदोन्नतियों के लिए मचे घमासान के बीच महाधिवक्ता दफ्तर ने साफ कर दिया है कि आरक्षण का लाभ केवल एक बार भर्ती के समय दिया जा सकता है। पदोन्नति में आरक्षण देने के लिए शासन बाध्य नहीं है।

इस बारे में सामान्य प्रशासन विभाग ने 12 मई को महाधिवक्ता को पत्र लिखकर मार्गदर्शन मांगा था। जीएडी को महाधिवक्ता कार्यालय से 9 जून को जवाब मिल गया। जीएडी की बैठक में भी इस पर चर्चा की गई।

सूत्रों के अनुसार जीएडी ने सुझाव दिया है कि पदोन्नतियों के पूर्व में दी गई पदोन्नतियों व वर्तमान में प्रस्तावित पदोन्नतियों की समीक्षा करने एक कमेटी गठित कर ली जाए। बताया गया कि महाधिवक्ता दफ्तर ने परामर्श दिया है कि आरक्षण का लाभ बार-बार किसी कर्मचारी-अधिकारी को नहीं दिया जा सकता।

पदोन्नति के समय आरक्षित वर्ग के क्रीमीलेयर वाले अभ्यर्थियों को अलग करना अनिवार्य है। इस बारे में हाईकोर्ट के विभिन्न निर्णयों का उल्लेख भी परामर्श में किया गया है। इरीगेशन विभाग के आरसी द्विवेदी विरुद्ध शासन के प्रकरण का उल्लेख भी किया गया है। जीएडी से कहा गया है कि रोस्टर का गलत आशय लगाकर पदोन्नति देने से बचा जाए।

जीएडी के सूत्रों के अनुसार पिछले चार सालों में मंत्रालय में उप सचिव के पदों पर 100 प्रतिशत से अधिक पदों पर आरक्षित वर्ग के अवर सचिवों को पदोन्नति दे दी गईं। नियम है कि 39 प्रतिशत पदों पर आरक्षण का लाभ दिया जाना था।
इसी तरह अन्य संवर्गो में 70 प्रतिशत पदों पर नियम विरुद्ध पदोन्नति देने की शिकायत शासन से वंचितों ने की हैं।

इन शिकायतों के निराकरण के लिए मुख्य सचिव पी. जॉय उम्मेन ने विधि विभाग से अभिमत लेने के निर्देश दिए थे। विधि विभाग ने 2008 में जारी नियमों का पालन पदोन्नतियों में करने अभिमत दिया था। इन सबके बावजूद विधि वेत्ताओं का मानना है कि उनका काम संबंधित पक्षों को आइना दिखना है। उनका परामर्श मानने कोई बाध्य नहीं है।

कौन कितना विकलांग, जांच के बाद ही मिलेगी नौकरी

बिलासपुर.विकलांगता सर्टिफिकेट के सहारे शिक्षाकर्मी बनने की कोशिश करने वालों की अब खैर नहीं है। जिला पंचायत सीईओ ने विकलांग कोटे से चयनित उम्मीदवारों के नियुक्ति आदेश पर रोक लगा दी है। ऐसे उम्मीदवारों की विकलांगता को परखने के लिए सिविल सर्जन के नेतृत्व में कमेटी बनाई जाएगी। यही कमेटी तय करेगी कि कौन कितना विकलांग है।

जिला पंचायत ने शिक्षाकर्मी वर्ग एक और दो के 311 पदों पर चयन की प्रक्रिया पूरी कर ली है। अब नियुक्ति और पदस्थापना की जा रही है। चयनित उम्मीदवारों में वर्ग-1 के 6 और वर्ग-2 के 3 उम्मीदवारों का चयन विकलांग कोटे से हुआ है। जिला पंचायत सीईओ भुवनेश यादव ने इन उम्मीदवारों को नियुक्ति आदेश जारी करने पर रोक लगा दी है।

उन्हें तब-तक नियुक्ति नहीं मिलेगी, जब तक कि इनके विकलांगता की पुष्टि नहीं हो जाती। सीईओ ने सिविल सर्जन को कमेटी बनाने के निर्देश दिए हैं। यह कमेटी अत्याधुनिक उपकरणों के साथ पता लगाएगी कि उम्मीदवार विकलांग है या नहीं।

इतना ही नहीं कमेटी विकलांगता के प्रतिशत का भी आंकलन करेगी। कमेटी जारी सर्टिफिकेट का भी सत्यापन करेगी।विकलांग कोटे से चयनित उम्मीदवारों की नियुक्ति कमेटी की रिपोर्ट पर निर्भर करेगी।

जाएंगे जेल

जिला पंचायत सीईओ भुवनेश यादव ने विकलांग प्रमाण पत्र गलत मिलने पर एफआईआर का आदेश दिया है। श्री यादव ने  बताया कि विकलांगता फर्जी मिली तो उम्मीदवारों को शिक्षाकर्मी के लिए अपात्र माना जाएगा, साथ ही कानूनी कार्रवाई भी की जाएगी।

भास्कर ने किया था खुलासा

पिछले कुछ दिनों से विकलांग प्रमाण पत्र बनवाने वाले बढ़ गए हैं। शिक्षाकर्मी सहित भर्तियों में मिलने वाले लाभ के लिए उम्मीदवार सब कुछ ठीक होने के बाद भी खुद को विकलांग बताने लगे हैं। दैनिक भास्कर ने 25 जून के अंक में इस मामले को प्रमुखता से प्रकाशित किया था।

स्वास्थ्य विभाग के आंकड़ों के आधार पर बताया गया था कि जनवरी से 15 जून तक 1804 लोगों को विकलांग प्रमाण पत्र जारी किए गए। इनमें 311 लोगों को श्रवण बाधित प्रमाण पत्र जारी किया गया है। इस पर जिला पंचायत सीईओ ने जांच के निर्देश दिए हैं।

दसवीं का 11.24 और बारहवीं का परीक्षा परिणाम 31.77 प्रतिशत

भिवानी. हरियाणा ओपन स्कूल की सेकंडरी और सीनियर सेकंडरी परीक्षाओं के पूर्ण विषय, सीटीपी व एसटीसी का परिणाम 28 जून को घोषित किया जाएगा।

हरियाणा विद्यालय शिक्षा बोर्ड सचिव शेखर विद्यार्थी ने बताया कि सेकंडरी परीक्षा पूर्ण विषयों में 17, 868 परीक्षार्थियों ने परीक्षा दी और इनमें से 2,009 परीक्षार्थी उत्तीर्ण हुए। इनकी पास प्रतिशतता 11.24 रही। 5,372 लड़कियों में से 508 ने परीक्षा उत्तीर्ण की है। लड़कियों की पास प्रतिशतता 9.45 रही। दूसरी ओर 12,496 लड़कों में से 1501 उत्तीर्ण हुए और इनकी पास प्रतिशतता 12.01 रही।

ओपन स्कूल की सीनियर सेकंडरी परीक्षा में 28,753 परीक्षार्थी शामिल हुए और इनमें से 9,137 परीक्षार्थी उत्तीर्ण रहे हैं और इनकी पास प्रतिशतता 31.77 रही। 8,574 लड़कियों में से 3,400 ने यह परीक्षा पास की और उनकी पास प्रतिशतता 39.65 रही। 20,179 लड़कों में से 5,737 ने परीक्षा पास की है। पास प्रतिशतता 28.43 रही।

देश भर में आठ लाख छात्रों ने दी सीटीईटी की परीक्षा

 सीबीएसई ने देश में शिक्षकों की नियुक्ति के लिए शिक्षा के कानून अधिकार के तहत पहली बार सीटीईटी परीक्षा आयोजित की है। परीक्षा के लिए सीबीएसई ने 86 शहरों में 1178 केंद्र बनाए थे। देश भर से परीक्षा में करीब आठ लाख छात्र शामिल हुए। परीक्षा 150 अंकों की थी। 90 मिनट की परीक्षा में 150 प्रश्न पूछे गए। सफल परीक्षार्थियों की केंद्रीय स्कूलों, एनवीएस और तिब्बतिया स्कूलों में नियुक्ति होगी।

हिमाचल विश्वविद्यालय में विकलांगां के लिए आरक्षण

शिमला, 25 जून :भाषा: हिमाचल प्रदेश विश्वविद्यालय ने शैक्षिक एवं गैर शैक्षिक कर्मियों की नियुक्ति में आज तीन प्रतिशत आरक्षण की शुरूआत की।

विश्वविद्यालय के कुलपति की अध्यक्षता मेंे कार्यकारी परिषद की आयोजित बैठक में परीक्षा के स्वरूप में कुछ बदलाव करने का निर्णय किया गया। इसके तहत परीक्षा की अवधि कम करने तथा परीक्षा परिणामों को तय समयावधि में घोषित किया जाना शामिल है।

परिषद ने साथ ही कालेजों में प्रवेश प्रक्रिया को इस वर्ष 30 जून तक समाप्त करने का फैसला किया।

हरियाणा में अब सीधे बैंकों से पेंशन ले सकेंगे सेवानिवृत्त स्कूल कर्मचारी

हरियाणा के निजी तौर पर चलाये जा रहे सरकारी द्वारा सहायता प्राप्त स्कूलों में काम करने वाले लगभग 2000 सेवानिवृत्त कर्मचारी अब अपनी पेंशन सीधे बैंकों से ले सकेंगे।

हरियाणा स्कूल शिक्षा विभाग के वित्तीय आयुक्त और प्रधान सचिव ने राज्य के सभी जिला शिक्षा अधिकारियों को इस संबंध में आज एक परिपत्रा जारी किया।

राज्य में निजी तौर पर चलाये जा रहे सरकार द्वारा सहायता प्राप्त लगभग 250 स्कूल हैं जहां लगभग 3,500 कर्मचारी कार्यरत हैं। सेवानिवृत्त कर्मचारियों की संख्या लगभग 2,000 है।

हरियाणा में भी जल्द बनाया जाएगा एंटी रैगिंग एक्ट

पंचकूला. हरियाणा में रैगिंग यानी कालेजों में दाखिला लेने वाले जूनियर्स को तंग करने या शर्मिदगी का अहसास कराने वाला मजाक जल्द कानून के दायरे में आ सकता है।

इसका ड्राफ्ट मोटे तौर पर तैयार हो चुका है। अभी यह सरकार के पास विचाराधीन है। संभव है कि राज्य सरकार अगले कुछ दिनों में प्रस्तावित कानून को अमल में लाने पर फैसला ले या इसमें कुछ फेरबदल करे। सरकार की मंजूरी मिलने के बाद में इस मसौदे को मूर्त रूप देने के लिए विधानसभा से पारित कराया जाएगा।

यह कानून लागू होने पर रैगिंग का खमियाजा रैगिंग करने वाले विद्यार्थियों के साथ संबंधित संस्थान प्रबंधन को भी भुगतना पड़ेगा। इससे पहले हिमाचल प्रदेश सहित देश में तमिलनाडु, महाराष्ट्र, केरल व पश्चिम बंगाल में रैगिंग पर कानूनी शिकंजा लागू है। अभी तक हरियाणा में रैगिंग के मामले में शिकायत की पुष्टि होने पर आरोपियों पर पुलिस केस दर्ज कराया जाता है। पुलिस आरोपी विद्यार्थियों को गिरफ्तार कर जेल की सलाखों के पीछे डाल देती और इसका सीधा प्रभाव उन विद्यार्थियों के करियर पर पड़ता है।

हरियाणा में तीन सौ से ज्यादा कॉलेज

हरियाणा में करीब दो सौ प्रोफेशनल और सौ से ज्यादा जनरल कॉलेज हैं। आधा दर्जन मेडिकल कालेज भी हैं। कालेजों में जूनियर्स के साथ रैगिंग करना फैशन बनता जा रहा है। इसका प्रभाव कई विद्यार्थियों के दिल और दिमाग पर तो पड़ता ही, शर्मिदगी का अहसास कर कुछ आत्महत्या जैसा कठोर कदम उठा लेते हैं। इन्हीं हालात को देखते हुए उच्चतर शिक्षा विभाग की आयुक्तधीरा खंडेलवाल ने एंटी रैगिंग एक्ट लागू करने का ड्राफ्ट तैयार कर अप्रूवल के लिए सरकार को भेजा है।

हिमाचल में यह कानून

रैगिंग अदालत की अनुमति से कौग्नीजेबल, नॉन बेलेबल और कंपाउंडेबल आफेंस है। शिकायत मिलने पर संस्थान प्रमुख 24 घंटे के भीतर जांच कराता है और पुष्टि होने पर पुलिस में एफआईआर दर्ज कराई जाती है। इसमें एक साल कैद और जुर्माने की सजा का प्रावधान है।

दृष्टिहीन उम्मीदवारों को तीस मिनट ज्यादा समय

 केंद्रीय शिक्षक पात्रता परीक्षा (सीटीईटी) में शामिल होने के लिए दृष्टिहीन उम्मीदवारों को उच्च न्यायालय ने अन्य उम्मीदवारों की तुलना में तीस मिनट ज्यादा समय व एक लिपिक देने का आदेश दिया है। साथ ही 23 जून को जारी अधिसूचना के उस हिस्से की शर्ते पूरी करने से भी छूट दे दी है, जिसमें ऐसे उम्मीदवारों को परीक्षा से एक दिन पहले अपने केंद्र के अधीक्षक को सूचित करने को कहा गया था। साथ ही असिस्टेंट सर्जन के रैंक के अधिकारी से अक्षमता का प्रमाणपत्र लेकर आने को कहा था। हालांकि अदालत ने रविवार को होने वाली इस परीक्षा पर रोक लगाने से इंकार कर दिया है। न्यायमूर्ति मनमोहन सिंह व न्यायमूर्ति सुरेश कैत की खंडपीठ ने कहा है कि सीबीएसई अपने सभी केंद्रों के अधीक्षक को सूचित कर दे कि यह उम्मीदवार अपने अपाहिज होने के संबंध में जो सर्टिफिकेट लाए उसी के आधार पर इनको परीक्षा देने दी जाए। अगर परीक्षा केंद्रों पर लिपिक की कमी हो तो ऐसे दृष्टिहीन उम्मीदवार के साथ आने वाले लिपिक को परीक्षा देने दी जाए। इस बात की सूचना मीडिया में दी जाए कि अपाहिज उम्मीदवार परीक्षा के समय अपने अपाहिज होने का कोई सर्टिफिकेट साथ लेकर जरूर आएं। दृष्टिहीन लोगों के अधिकारों और हितों की रक्षा करने वाले स्वयं सेवी संगठन स्कोर फाउंडेशन ने यह याचिका दायर कर ऐसे उम्मीदवारों को ज्यादा समय देने के साथ ही अन्य सुविधा देने का दिशा-निर्देश जारी करने की मांग की थी।

नर्सरी से 12वीं तक की शिक्षा खुद संभालेगी दिल्ली सरकार

नई दिल्ली सरकार राजधानी में नर्सरी से बारहवीं तक की पूरी शिक्षा व्यवस्था खुद संभालेगी। अभी तक प्राइमरी शिक्षा की जिम्मेदारी दिल्ली नगर निगम के पास है और सीनियर सेकेंडरी की शिक्षा दिल्ली सरकार संचालित कर रही है। अगले सत्र यानी जुलाई, 2012 से नर्सरी से 12वीं तक की शिक्षा दिल्ली सरकार के पास रहेगी।

पंचायतों में तैनात होंगे एमबीए-बीटेक धारक

 नई दिल्ली पैसा पानी की तरह बहाने के बावजूद गांवों और गांववालों की शक्ल-सूरत बदलने की कोशिश नाकाम होने के बाद केंद्र सरकार का भरोसा अब सरपंचों या ग्राम प्रधानों से उठ गया है। गांव को शहरों की सुविधा से लैस करने का जिम्मा अब केंद्र सरकार पेशेवर एमबीए और बी.टेक इंजीनियरों से कराएगी। ग्रामीण विकास कार्यों में सरपंचों की भूमिका सलाह देने तक ही सीमित की जाएगी। ग्रामीण बुनियादी ढांचे के प्रबंधन के लिए एमबीए और तकनीकी जरूरतें पूरी करने के लिए बी.टेक इंजीनियरों की नियुक्ति की योजना पर केंद्र सरकार तेजी से चल पड़ी है। मनरेगा, वाटरशेड, प्रोग्राम और स्वच्छता राष्ट्रीय आजीविका मिशन, इंदिरा आवास और अन्य केंद्रीय योजनाओं के संचालन का दायित्व अब इन्हीं के हाथों में होगी। एमबीए और बी.टेक की डिग्री वाले इन युवाओं की नियुक्ति की जरूरत तब महसूस की गई, जब हजारों करोड़ की ग्रामीण योजनाएं फ्लॉप हो गईं। ग्राम प्रधान, सरपंच और विकास खंडों पर तैनात कर्मचारियों व अधिकारियों की गैर पेशेवर कार्यप्रणाली से केंद्रीय योजनाओं का बंटाधार हो गया। केंद्र की वित्तीय मदद से संचालित एक दर्जन से अधिक योजनाओं में जमकर धन की बर्बादी हुई। मनरेगा जैसी भारी भरकम योजना अनियमितता की भेंट चढ़ गई। जो काम कराए गए, उनमें नियम कानून की धज्जियां तो उड़ी ही, तकनीकी गड़बडि़यां भी जगजाहिर हैं। यही वजह है कि केंद्र सरकार ने देश की सभी ग्राम पंचायतों में मास्टर ऑफ बिजनेस एडमिनिस्ट्रेशन(एमबीए) की डिग्री वाले प्रबंधक और बी.टेक वाले इंजीनियर की नियुक्ति का फैसला लिया है। अनुबंध के आधार पर होने वाली इन नियुक्तियों में एमबीए को मासिक तौर पर जहां 12 हजार रुपये वहीं बी.टेक डिग्री धारक इंजीनियर को मासिक 10 हजार रुपये मिलेंगे। राज्य सरकारें अपना योगदान देकर, इस वेतन को बढ़ा सकती हैं। केंद्र ने राज्यों से आग्रह भी किया है कि वे अपना भी हिस्सा जोड़कर नियुक्तियां करें। देश की कुल ढाई लाख ग्राम पंचायतों में ये नियुक्तियां किए जाने की योजना है। राजस्थान और आंध्र प्रदेश जैसे कुछ राज्यों ने इस दिशा में पहल भी कर दी है। यानी कुल पांच लाख से अधिक एमबीए और इंजीनियरों की नियुक्ति के नए अवसर भी खुल गए हैं। ग्रामीण विकास मंत्री विलास राव देशमुख ने बताया कि सरकार की इस पहल से ग्रामीण बुनियादी ढांचे के निर्माण में तेजी आएगी। बगैर योजना और बिना किसी तकनीकी सलाह के कराए गए विकास कार्यो में भी सुधार किया जाएगा। युवा प्रबंधकों और इंजीनियरों के वेतन व अन्य व्यय को मनरेगा समेत अन्य योजनाओं के प्रशासनिक खर्च से समायोजित किया जाएगा।

पंजाब-इंटरनेट से डाउनलोड फार्म की कीमत ऐंठ रहा बोर्ड

अमृतसर। ‘हींग लगे न फटकरी रंग चोखा..’ पंजाब स्कूल शिक्षा बोर्ड(पीएसईबी) द्वारा फेल/कम्पार्टमेंट/ एडीशनल विषय के लिए कुछ ऐसा ही फंडा अपनाया जा रहा है।
बोर्ड दसवीं और बारहवीं के साल 2010-11 के ऐसे विद्यार्थियों से बिना फार्म मुहैया करवाए फार्म के पैसे वसूल रहा है।

फार्म जमा करवाने आने वाले विद्यार्थी से विषय की फीस के साि सौ रुपया प्रति फार्म वसूल रहा है। इतना ही नहीं फार्म भी विद्यार्थियों को खुद ही नेट से डाउनलोड करने पड़ रहे हैं।

उल्लेखनीय है कि इस साल बारहवीं कक्षा का परीक्षा परिणाम 6 जून और दसवीं कक्षा का 15 जून को घोषित हुआ।

खास बात यह रही कि 18 जून तक बोर्ड ने कम्पार्टमेंट/फेल /एडीशनल सब्जेक्ट के विद्यार्थियों को न तो फार्म मुहैया करवाना और न ही फार्म जमा करवाने का कोई शैड्यूल ही दिया। अब जाकर फार्म जमा करवाने की अंतिम तारीख 30 जून निर्धारित की गई है।

लेकिन अभी तक बोर्ड ने विद्यार्थियों को कोई भी फार्म मुहैया नहीं करवाया। अब हालात ये हंै कि छात्र-छात्राओं को फार्म बोर्ड की साइट से डाउनलोड करके काम चलाना पड़ रहा है।

निर्देशानुसार ले रहे हैं पैसे

कम्पार्टमेंट/फेल/ एडीशनल विषय के विद्यार्थियों के लिए बोर्ड ने इस बार कोई फार्म नहीं भेजा है। फार्म बोर्ड की साइट पर डाला गया है। बोर्ड के निर्देशों के मुताबिक की फार्म जमा करवाने आ रहे विद्यार्थियांे से सौ रुपया प्रति फार्म लिया जा रहा है।

विद्यार्थियों का हो रहा शोषण

पीएसईबी की चालाकी का इसी बात से अंदाजा लगाया जा सकता है कि विद्यार्थियों द्वारा खुद डाउनलोड किए जा रहे फार्म का भी वह विद्यार्थियों से सौ रुपया प्रति फार्म वसूल रहा है। इतना ही नहीं फार्म डाउनलोड करवाने के लिए विद्यार्थी दुकानदारों के शोषण का भी शिकार हो रहे है। दुकानदार भी विद्यार्थियों से फार्म डाउनलोड करके देने का तीस रुपये से पचास रुपये तक वसूल रहे है।

अतिरिक्त अंकों के नाम पर होती धांधली

अश्विनी शर्मा, करनाल पांच अंक के बजाय पांच प्रतिशत की वेटेज देकर कॉलेजों में कट ऑफ लिस्ट तो ऊंचाई पर पहुंच जाती है, लेकिन इस फेर में दाखिले की जायज योग्यता रखने वाले लिस्ट से कट हो जाते हैं। कॉलेजों में दाखिला प्रक्रिया शुरू हो गई है। कुरुक्षेत्र विश्वविद्यालय के नियमानुसार शैक्षणिक अंकों के साथ विशिष्ट उपलब्धि रखने वाले विद्यार्थियों को वेटेज प्रदान की जाती है। नियमों के दायरे में आने वाले एक प्रमाणपत्र पर छात्र को पांच अंक की वेटेज देने का प्रावधान है, जबकि एक छात्र अधिकतम दो प्रमाणपत्र पर अधिकतम दस अंक की वेटेज ले सकता है। खेल यहीं शुरू होता है। कॉलेज अपनी कट ऑफ लिस्ट को दूसरे कॉलेज से ज्यादा हाइप देने के फेर में पांच अंक की वेटेज देने के बजाय एक प्रमाणपत्र पर पांच प्रतिशत की वेटेज देते हैं। इसका मतलब यह रहता है कि उसे कुल 25 अंक वेटेज दी जा रही है, जबकि दो प्रमाणपत्र पर एक छात्र को दस प्रतिशत की वेटेज मिलने से उसके शैक्षणिक योग्यता के प्रमाण पत्र के अंकों के साथ 50 अंकों का इजाफा हो जाता है। इस खेल में उन विद्यार्थियों को नुकसान उठाना पड़ता है, जिनके पास वेटेज लेने के लिए एक भी प्रमाणपत्र नहीं होता। मसलन किसी छात्र के पास एक भी प्रमाणपत्र नहीं है और उसके 12वीं कक्षा में अंक 61 प्रतिशत हैं। जबकि एक छात्र के अंक 52 प्रतिशत हैं और उसके पास वेटेज लेने के दो प्रमाणपत्र हैं। ऐसे में 52 प्रतिशत अंक वाले छात्र के कुल अंक वेटेज के प्रतिशत जुड़ने से 62 प्रतिशत तक पहुंच जाते हैं और मेरिट में वह 61 प्रतिशत अंक रखने वाले छात्र को पछाड़ा जाते हैं। जबकि नियम अनुसार 52 प्रतिशत अंक वाले छात्र को दस अंक की वेटेज मिले तो उसके दो प्रतिशत अंक में ही इजाफा हो सकता है। हालांकि सभी कॉलेज हर साल नियम अनुसार ही वेटेज देने का दावा करते हैं, लेकिन पांच अंक के बजाय पांच प्रतिशत वेटेज देने का कारनामा हर साल कई कॉलेज कर जाते हैं। ताकि उनकी कट ऑफ लिस्ट दूसरे कॉलेजों के मुकाबले हाई रहे। इस बार भी यही देखना होगा कि कॉलेज पांच अंक की वेटेज देते हैं या पांच प्रतिशत की। डीएवी कॉलेज के प्रिंसिपल डॉ. वाईपी शर्मा ने कहा कि कुवि के नियमानुसार ही कट ऑफ लिस्ट तैयार की जाएगी और नियम अनुसार ही विद्यार्थियों को वेटेज प्रदान की जाएगी। वेटेज देने के मामले में पूरी पादर्शिता बरती जाएगी। कुरुक्षेत्र विश्वविद्यालय के सूचना एवं जनसंपर्क विभाग के निदेशक बृजेश सहानी के अनुसार वेटेज पांच अंक की ही दी जानी चाहिए। इसी नियम से केयू में वेटेज दी जाती है।

Even though UT Administrator Shiv Raj Patil has launched an initiative to weed out the staff which has overstayed its deputation period, a look at the list of more than 200 teachers on deputation from adjoining states shows that certain teachers in this category have been working in the city for the past more than 20 years against the normal deputation period of only five years.
In an important order recently, “the Adviser to the Administrator in consultation with the Administrator” repatriated six employees from Punjab State Electricity Board and Haryana Vidhyut Prasaran Nigam Limited “on account of their prolonged period of deputation in the UT”.
The UT teachers are a peeved lot as a number of teachers from “outside” had been promoted over then and even appointed principals. They are complaining that they were also ignored on account of providing them housing compared to their counterparts from the neighbouring states. While the recruitment for teachers is stuck up in files, the UT has sought a list of more than 75 teachers on deputation from the neighbouring states.
The Punjab Service Rules, which the UT follows with regard to the appointment of teachers, clearly says that “the initial period of deputation may be extended up to five years by the Administrative department concerned and in a rare case of special nature, if exigencies so require in public interest, such period may be extended beyond five years”.
The UT list has names of several employees who are working here for the past more than 20 years, besides several others who retired from the UT while on deputation. The list has names of at least 14 Block Education Officers working as JBT teachers.
The UT has more than 200 teachers on deputation from Punjab and Haryana besides certain teachers from Himachal Pradesh who have exceeded a period of stay of more than five years in the city.
Confirming the UT initiative to seek teachers on deputation, Sandeep Hans, the DPI, said, “Punjab has already supplied us with more than 20 names. Our schools have witnessed excellent results in board examination, this year and we did not want to compromise with their classes till the time we finished our recruitment.”
VKSingh, education secretary, said, “The nature of job of teachers did not tally with deputation on administrative posts. Moreover, Chandigarh is unique because it is was the joint capital of Punjab and Haryana.”
Swarn Singh Kamboj, president of the UT Cadre Educational Employees Union, said “the glaring abnormalities in deputation period affected the service interest of the UT teachers. Teachers from outside have been given promoted principals in the city over and above the UT teachers”.
“Employees from other states had even managed residential quarters. through the administration, The list of preferred teachers included wives and relatives of senior teachers and other VVIPs,”Kamboj added.

Internship is given below. It is purely tentative. The institutions and their intake capacity
can be increased / decreased at the time of counselling subject to the approval of the
National Council for Teacher Education, Jaipur (Northern Region)

Eligibility:
(A) The admission will be open to bonafide residents of Haryana only.
(B) The minimum Education Qulification for Admission to these courses is as follows:-
(i) Diploma-in-Education (D.Ed)
• A candidate should have passed Senior Secondary (10+2) examination from
Board of School Education Haryana, Bhiwani or its equivalent, securing 50%
marks for General category and 45 % for SC and BC category in aggregate with
five subjects including English as one of the subjects passed.
• Passed Hindi/Sanskrit subject in Matriculation Examination
(ii) Diploma in Education (Urdu):- D.Ed. (U)
In addition to the qualification prescribed as at (i) above for Diploma in Education
(D.Ed) the candidate should have passed Urdu in Secondary (10th class) Examination
from the Board of School Education Haryana Bhiwani or any other board having
equivalence of their examination with the Board of School Education, Haryana, Bhiwani.
Note :
1. A candidate having higher qualification will not be entitled to any additional benefit
whatsoever he/she will have to fulfill the requisite prescribed qualification and other
eligibility conditions.
2. The eligibility of a candidate (as on 30.06.2011) for admission shall be verified at the
time of admission/counselling.
